مهمة حلف شمال الأطلسي في ليبيا وصلت إلى وضع حرج

دير شبيغل: الناتو بإمكانه الانسحاب من مهمته الحالية متعللا بتحقق الهدف الأممي



تحت عنوان "تخوف الناتو من نزاع بلا نهاية في ليبيا" قالت مجلة دير شبيغل الألمانية إن مهمة حلف شمال الأطلسي في ليبيا وصلت إلى وضع حرج.
وعزت المجلة ذلك إلى عدم تغير كفة الموازيين العسكرية بين الجانبين المتقاتلين، واستمرار تجزئة الأراضي الليبية إلى دولتين إحداهما للسفاح والثانية لمعارضيه، وشكوى الثوار من قلة هجمات الناتو، وعجز الحلف عن فعل الكثير بعد سحب الولايات المتحدة مقاتلاتها من مسرح العمليات.
وأضافت المجلة "بعد انسحاب الطائرات الحربية الأميركية التي لم تنجز خلال الأسبوعين الماضيين سوى نصف المهام المكلفة بها، وتولي حلف الناتو قيادة العمليات في ليبيا، ألقيت الأعباء الكبيرة في الهجمات على قوات السفاح على الطائرات البريطانية والفرنسية الصغيرة وذات القدرة المحدودة".
وذكرت دير شبيغل أن دعوة الحلف الأطلسي إلى إرسال مزيد من الطائرات المقاتلة لم تلق آذانا صاغية من دول الحلف باستثناء بريطانيا التي رفعت عدد طائراتها من طراز تورنادو المشاركة في عمليات التحالف الدولي من 8 إلى 12، واعتذرت فرنسا عن الاستجابة متعللة بانشغال طائراتها بمهمة أخرى في ساحل العاج.
وأشارت الأسبوعية الألمانية إلى أن انتقادات قائد جيش الثوار الليبيين اللواء عبد الفتاح يونس للناتو لم تكن هي الوحيدة، إذ تسود داخل الحلف أجواء متنامية من السخط بسبب عدم تحقيق تدخله إنجازات ملموسة على أرض الميدان.
ولفتت المجلة إلى أن تراجع الثوار أمام قوات السفاح وافتقاد ما يقومون به من عمليات كر وفر للتنسيق والخبرة، يثير شكوك الحلفاء الغربيين في قدرة المهمة العسكرية الدولية على تحقيق هدفها غير المعلن وهو إسقاط الدكتاتور الليبي حسب تعبيرها.
وقالت المجلة إن :بقاء الأوضاع على ما هي عليه الآن بين الطرفين المتقاتلين يظهر أن الحرب الأهلية الدائرة في ليبيا دخلت مرحلة جديدة، وهو ما تخوف منه نقاد مهمة التحالف الدولي منذ بدئها".
وأوضحت أن الثوار مع دعم الناتو أقوياء لدرجة الاحتفاظ بسيطرتهم على مدينة بنغازي، وضعفاء لحد العجز عن مواصلة تقدمهم نحو العاصمة طرابلس.
ونوهت دير شبيغل إلى أن تغير أوضاع الميدان الليبي بضعة كيلومترات إلى الأمام ومسافة مماثلة نحو الخلف، يقابله تكريس تجزئة ليبيا إلى دولتين واحدة لسفاح في الغرب وأخرى للثوار في الشرق.
ولفتت إلى أن الحلف الأطلسي بإمكانه الانسحاب من مهمته الحالية إن أراد، متعللا بتحقق الهدف الأممي الداعي لفرض حظر جوي وحماية المدنيين.
وقالت دير شبيغل إن كل المشاركين في العمليات العسكرية في ليبيا يدركون أن هدفها يتجاوز الحظر والحماية، وأن كل يوم يمضي على السفاح في السلطة يزيد الضغوط على الجنرالات والسياسيين الغربيين، ويثير مزيدا من التساؤلات عن الزمن المطلوب لإنهاء هجماتهم على قوات السفاح.
وذكرت المجلة الألمانية أن قائد القوات الجوية البريطانية قدر استمرار العمليات في ليبيا بستة أشهر، في حين رفض سياسيون آخرون تحديد زمن معين لإنهائها.
وقالت "إن النقاش الجاري في الغرب يدور في حلقة مفرغة، والسؤال المطروح بشأن تسليح الثوار وجد له إجابة بقبول المجتمع الدولي بإمدادهم بأسلحة خفيفة فقط".
وأضافت أن "المطالبين في الولايات المتحدة بإنهاء المهمة العسكرية في ليبيا فورا يتساءلون الآن عما سيحدث إذا ظلت الأوضاع الراهنة على ما هي عليه".
وأشارت دير شبيغل إلى أن المشكلة هي أن بقاء ليبيا مجزأة لفترة طويلة لن يكون متقبلا، كما أن إرسال قوات برية غربية لإنهاء هذا التقسيم يبدو خيارا مرفوضا من كافة الأطراف.
و قالت "لا أحد يمتلك خطة ناجعة لوضع نهاية للأزمة الليبية، والحلف العربي الغربي يراهن فقط على انتصار الثوار أو انهيار السفاح، وهو ما لم يحدث حتى الآن".
واستبعدت المجلة انسحاب الولايات المتحدة من المشاركة في عمليات التحالف الدولي في ليبيا، وخلصت إلى أن التساؤل الحاسم المطروح الآن هو من الذي سيصبر حتى النهاية هل هو الناتو أو السفاح؟
