قيادي سابق في «الإنقاذ» يناشد بوتفليقة الافراج عن آلاف الإسلاميين

فضّ حوالى 2500 عنصر من الحرس البلدي في الجزائر اعتصاماً بدأوه منذ الاحد الماضي في «ساحة الشهداء» وسط العاصمة الجزئرية، وذلك بعد استجابة الرئيس عبدالعزيز بوتفليقة لمطالبهم المتعلقة برفع الاجور والتقاعد المسبق. ويأتي ذلك فيما قال الهاشمي سحنوني، أحد قيادات «الجبهة الإسلامية للإنقاذ» لـ»الحياة» أن شخصية سياسية بارزة في الساحة الوطنية «تسهم في نقل مناشدات للرئيس الجزائري بالإفراج عن مئات المسلحين السابقين في السجون»، موضحاً ان مساجين إسلاميين «جددوا الرغبة في توقيع تعهدات بعدم حمل السلاح ضد الحكومة، لقاء الإفراج عنهم».

وبدت «ساحة الشهداء» في العاصمة الجزائر أمس خالية الا من المارة العاديين وعمال النظافة الذين كانوا يزيلون مخلفات أربعة ايام من المبيت في العراء، او في خيام نصبها افراد الحرس البلدي خلال اعتصامهم. كما غادرت قوات الشرطة المكان.

وقال سائق تاكسي تحدثت اليه «فرانس برس»: «تم فض الاعتصام خلال اقل من نصف ساعة. جيء بعشرات الحافلات ونقلت أفراد الحرس البلدي في هدوء». وأكد شهود ان «شباناً من حي القصبة القريب من ساحة الشهداء هاجموا المعتصمين ليل الثلاثاء بالشماريخ (المفرقعات) التي تستعمل في ملاعب كرة القدم ما أدى الى وقوع اصابات في صفوف الحرس البلدي». وتقضي حزمة القرارات التي سهلت فك اعتصام عناصر الحرس البلدي استفادتهم من التقاعد من دون شرط لكل من قضى 15 سنة خدمة، وزيادات في الاجور ابتداء من 10 آلاف دينار (133 دولاراً) ورفع منحة الاطعام الى 4200 دينار (56 دولاراً). وبحسب صحيفة «النهار» الجزائرية فان اجور الحرس البلدي سترتفع بعد هذه الزيادة «لتصل الى 33 الف دينار (440 دولاراً) وهو نفس راتب رجال الشرطة».

وكان وزير الداخلية دحو ولد قابلية وصف الحركة الاحتجاجية لافراد الحرس البلدي بانها «غير مقبولة»، مضيفاً: «لن يكون هناك لا مناقشات ولا مفاوضات ولا مزايدة» لأن «99 بالمائة من أعوان الحرس البلدي قد قبلوا بالاجراءات التي اتخذت من اجل تسوية وضعيتهم من خلال الاستجابة لاحد عشر مطلبا من بين الاربع عشرة المرفوعة». وهددت وزارة الداخلية بتطبيق المادة 11 من القانون الاساسي للحرس البلدي التي تمنع عليهم الاضراب او اي «توقف مدبر عن العمل». وهم في ذلك متساوون مع كل الهيئات الامنية الاخرى أي الدرك والشرطة والجيش. وتأسست قوات الحرس البلدي التي تضم نحو 94 الف عنصر العام 1994 لمساعدة الجيش والدرك الوطني والشرطة في «مكافحة الارهاب» في القرى المعزولة وحتى في ضواحي العاصمة.

الى ذلك قال الهاشمي سحنوني، أحد قيادات «الجبهة الإسلامية للإنقاذ»، أن شخصية سياسية بارزة في الساحة الوطنية «تسهم في نقل مناشدات للرئيس الجزائري بالإفراج عن مئات المسلحين السابقين في السجون». وقال سحنوني لـ»الحياة»: إن «مساجين إسلاميين جددوا الرغبة في توقيع تعهدات بعدم حمل السلاح ضد الحكومة، لقاء الإفراج عنهم».

ويروّج سحنوني، أحد قيادات الجبهة قبل حلها بقرار قضائي عام 1992، لمبادرة جديدة رفعها للرئيس الجزائري يدعوه فيها الى الافراج عن ما بين ستة ألاف وسبعة ألاف مسلح سابق مسجنون بتهم تتصل بـ»الإرهاب».

وتتضمن المبادرة، التي يشارك فيها عبدالفتاح زراوي حمداش إمام مسجد السنّة في العاصمة: «تعهد المساجين بترك العمل المسلح والتخلي عنه نهائيا». ويبرز أصحاب المبادرة رسائل وردت من مساجين إسلاميين تقول أنهم: «تعهدوا التخلي عن العنف والإنخراط في ميثاق السلم والمصالحة في البلاد وتدعيم أهل المبادرة السلمية ومساندة وتزكية ما جاء في المقترحات الشرعية للخروج من الأزمة الجزائرية». وتقول السلطات الجزائرية أنها أفرجت عن أكثر من ألفي إسلامي في سياق تطبيق إجراءات المصالحة الوطنية، لكن فئات عديدة تترقب مشروعاً جديداً من الرئيس الجزائري، يضفي مرونة على المشروع.

وتشرح المبادرة التي حملت عنوان «رسالة مصالحة وتصالح من أهل المبادرة السلمية أصحاب المقترحات الشرعية» أن كثيراً من المعتقلين «فاتهم العفو الرئاسي بسبب العوائق القانونية، ومنهم من لم يستفد لعوائق إدارية، ومنهم من تعلق بسبب مواد قانونية مبهمة ومنهم من حرم العفو بسبب سوء محضره القضائي ومنهم من تعلق عفوه بسبب أحكام المحاكم الخاصة القديمة.
