بدء العمل بقانون حظر النقاب في فرنسا [الأرشيف]

مفكرة الاسلام: تبدأ فرنسا، اليوم الاثنين تطبيق حظر ارتداء الحجاب الإسلامي الكامل (البرقع أو النقاب)، في جميع الأماكن العامة تحت طائلة دفع غرامة، لتصبح فرنسا بذلك أول بلد أوروبي يطبق مثل هذا الحظر.
ويحظر القانون الذي أُقر في 11 أكتوبر 2010 بعد نقاش صاخب، إخفاء الوجه بحجاب أو قبعة أو قناع في الأماكن العامة، أي الشارع والحدائق العامة ومحطات القطار والمتاجر.
ولا يحق لقوى الامن أن تنزع الحجاب عن وجوه النساء الرافضات، لكنهن يعرضن انفسهن لدفع غرامة تبلغ قيمتها القصوى 150 يورو و/او الخضوع لتمرين على المواطنة.
وبموجب القانون نفسه، يتعرض الرجال الذين يرغمون امرأة على ارتداء الحجاب، للسجن سنة ودفع 30 الف يورو غرامة. وتتضاعف العقوبة (السجن سنتان و60 الف يورو غرامة) إذا كانت الفتاة التي ترغم على ارتداء الحجاب قاصرا.
وفي وقت سابق هذا الشهر، وقع وزير الداخلية الفرنسى كلود جيون منشورا تم تعميمه على جميع الأقسام ومديريات الأمن للبدء فى تطبيق قانون منع النقاب فى الأماكن العامة الصادر فى 11 أكتوبر 2010 .
ويطالب المنشور رجال الأمن، عند تطبيق القانون، بعدم إجبار المنقبة على كشف وجهها واللجوء لأسلوب الإقناع باطلاعها على تداعيات رفضها الانصياع لقانون الدولة التى تعيش على أراضيها سواء كانت فرنسية الجنسية أو أجنبية.
يشار إلى أن وزارة الداخلية تقدر عدد المنقبات فى فرنسا بنحو 2000 فقط من إجمالى 8 ملايين مسلم يعيشون فى فرنسا.
ويشدد منشور وزارة الداخلية الفرنسية على أنه فى حال تم اقتياد المنقبة إلى قسم الشرطة فإنه يستوجب مواصلة انتهاج أسلوب الإقناع على أن تتولى شرطية مهمة الكشف عن وجه المنقبة للتأكد من مطابقة وجهها لبطاقة هويتها فى حال طالبت المنقبة بذلك، ونبه على ألا تزيد مدة احتجاز المنقبة خلال عملية التحقق من هويتها عن 4 ساعات على أن يتم فى نهايتها إبلاغ النائب العام فى حال أصرت المنقبة على عدم كشف وجهها ومخالفة القانون.
