اختتمت مجموعة الاتصال الدولية الخاصة بليبيا اليوم الأربعاء اجتماعها في الدوحة بالاتفاق على ضرورة تنحية السفاح كوسيلة لأي حل سياسي والاعتراف بالمجلس الانتقالي في بنغازي ممثلا شرعيا للتحاور معه وضرورة حماية المدنيين وقيام حلف شمال الأطلسي بكل ما يلزم ودعم الثوار ماديا.
وبحسب البيان الختامي الذي تلاه رئيس الوزراء القطري وزير الخارجية حمد بن جاسم بن جبر آل ثاني، أكد المشاركون في الاجتماع الذي حضرته عشرون دولة ومنظمة على أن السفاح فقد الشرعية وعليه ترك الحكم والسماح للشعب بتقرير مستقبله.
وشدد على استمرار تنفيذ قراري مجلس الأمن 1970 و1973 وفرض إجراءات إضافية لحرمان نظام السفاح من العوائد المالية، وعلى الوقف الفوري لإطلاق النار وانسحاب كتائب السفاح من المناطق المتواجدة فيها.
وأكدت مجموعة الاتصال على أن الحل السياسي سيكون بتنحية السفاح حتى يمكن البدء بالعملية السياسية، واعترفت بالمجلس الانتقالي في بنغازي ممثلا شرعيا للتحاور معه، ودعت لإنشاء آلية مالية مؤقتة لدعمه.
وشددت على ضرورة حماية المدنيين والعمل على فتح طرق آمنة لنقل المساعدات وإخلاء الجرحى، وإطلاق المعتقلين والسجناء السياسيين، والعمل على إعادة الخدمات الأساسية للشعب الليبي.
ورحبت بقيادة الناتو للعمليات العسكرية ضد كتائب السفاح، ودعت لرصد تحركات أي مجموعات متطرفة تسعى لاستثمار الوضع في ليبيا.
كما رحبت بالمبادرة الأفريقية وبالجهود الأممية سعيا للانتقال للعملية السياسية وتشكيل حكومة منتخبة يكون للشعب الليبي حرية اختيارها.
وأشار البيان إلى أن اجتماعا لاحقا سيعقد في إيطاليا ويحدد موعده في المستقبل القريب.
