العمليات العسكرية البرية في ليبيا ستعلن عنها قمة إيطاليا القادمة


وأشار البيان الختامي لمجموعة الإتصال في اجتماع لبحث مستقبل ليبيا، الأربعاء ، إلى ضرورة دعم الجهود الإنسانية لإنقاض أزيد من 3 ملايين مواطن ليبي من كارثة إنسانية، ووصف الخبراء والمحللون قرارات مجموعة الاتصال بأنها مؤشرا على تقارب في المواقف تجاه الأحداث في ليبيا وهو ما سيعزز من احتمال إعلان انطلاق العمليات العسكرية البرية في القمة التي ستحتضنها إيطاليا مطلع الشهر القادم. ويشير الخبراء إلى أن قرارا خطيرا وحساسا لم يكن لقطر أن تعلن عنه، كما أن صعوبة تحقيق دعم الجهود الإنسانية في ليبيا سيمنح الفرصة للقمة القادمة من أن تعلن التدخل البري مستغلة الانطباع العام الذي سيعكسه عجزهم عن دعم الجهود الإنسانية. وشددت فرنسا، التي تعتبر دولة محورية في حرب ليبيا، على لسان وزير خارجيتها، آلان جوبيه، على مواصلة الجهود العسكرية من أجل الإطاحة بسفاح ليبيا وقال جوبيه على هامش مؤتمر الدوحة “إن قوات التحالف في ليبيا يجب أن تواصل الضغط العسكري القوي على قوات العقيد معمر القذافي لإقناعه بأنه ما من سبيل أمامه سوى ترك السلطة”. وفي السياق ذاته، أكد مسؤول فرنسي كبير على ضرورة عودة الولايات المتحدة للمشاركة في الضربات العسكرية ستساعد عملية حلف شمال الاطلسي في ليبيا وأن من الممكن أن تكثف كل من إيطاليا وإسبانيا وهولندا والسويد جهودها.
ويعكس موقف نظيره الإيطالي الذي أشار إلى أن القرار رقم 1773 لا يمنع دعم الثوار بالأسلحة، توافق فرنسي إيطالي يعطى مؤشرا على تصعيد العلميات العسكرية وقال جوبيه “الهدف واضح.. وعلينا أن نواصل الضغط العسكري القوي والنشط لإقناع القذافي بأنه ما من مخرج”.
هذا، ولم يكن من الممكن أن يتم إعلان الحرب البرية على السفاح من الدوحة، وذلك لحساسية قطر كدولة عربية يجعل من إعلانها حربا برية على دولة أخرى أمر صعب ومحرج، وإن كان وزراء الخارجية الذين اجتمعوا اعتبروا أن الأمر يتطلب تنسيقا أفضل بين حلف شمال الأطلسي والمجلس الوطني الانتقالي المعارض في ليبيا بشأن الهجمات الجوية.
وإن كانت الحكومة الليبية وصفت أمير قطر بالدكتاتور واعتبرت قطر مجرد كيان نفطي، على حد تعبير الناطق باسم الحكومة الليبية، إلا أنه يظل من المستعصي على قطر أن تحتضن حدثا تاريخيا يمنح قوات التحالف الدولية التدخل بقواتها البرية على أرض عربية، خصوصا أن قطر لاتزال تتطلع إلى دور عربي بارز.
وقال ماركو فيسنسينو، مدير معهد جلوبال بروجيكتو، إن الوضع في ليبيا حساس للغاية وإن مجموعة الاتصال بدأت في الاتفاق بشكل سريع.
