الأطلسي يريد إسقاط سفاح ليبيا

أكد حلف شمال الأطلسي اليوم الخميس أن الهدف المشترك بين أعضائه حاليا هو إنهاء نظام سفاح ليبيا ،في وقت دعت فيه وزيرة الخارجية الأميركية دول الحلف إلى الحفاظ على وحدة الصف في مواجهة ما وصفتها بمحاولات سفاح ليبيا "لاختبار عزيمتنا".

ويجتمع وزراء خارجية الدول الأعضاء في حلف الأطلسي في برلين لمدة يومين لمناقشة تطورات الأزمة الليبية وعلى رأسها تعزيز الحظر الجوي وسبل حماية المدنيين الليبيين.
وقبيل الاجتماع، دعت وزيرة خارجية الإتحاد الأوربي كاثرين أشتون باسم دول الاتحاد إلى "رحيل العقيد معمر القذافي فوراً عن ليبيا".
بدوره قال وزير الخارجية الفرنسي ألان جوبيه "إنه لا مستقبل لليبيا مع القذافي" رغم إعلانه أن فرنسا لا تؤيد تسليح الثوار الليبيين في الوقت الراهن.

وأضاف المسؤول الفرنسي "في الحقيقة لدينا نفس الهدف، هدفنا هو السماح للشعب الليبي بالتمتع بالديمقراطية والحرية".
أما الموقف الألماني فقد جاء على لسان وزير الخارجية غيدو فيسترفيله الذي قال إن بلاده تتفق مع فرنسا ودول أخرى على أن "ليبيا بإمكانها أن تحظى بمستقبل أحسن فقط في حال ذهاب هذا الدكتاتور (القذافي)".
ارتباطا بالموضوع، قالت كلينتون في كلمة معدة لاجتماع برلين "مع استمرار مهمتنا تزداد أهمية الحفاظ على عزيمتنا ووحدتنا، القذافي يختبر عزيمتنا".

وأضافت "يجب علينا أن نعمل على تعميق عزلة القذافي وتضييق الخناق على دائرته المقربة من خلال تجميد الأصول وإجراءات أخرى".

وتابعت المسؤولة الأميركية "يجب علينا أن نعمل مع جيران ليبيا لتعزيز الحظر على الأسلحة المفروض على ليبيا لكيلا يعزز القذافي من ترسانة أسلحته".
من جهته قال وزير الخارجية الإيطالي فرانكو فراتيني إن بلاده التي تقتصر مشاركتها في عمليات الناتو على الاستطلاع والمراقبة, ستدرس أي طلب للمعارضة الليبية بفتح النار خلال عمليات الناتو إذا قُدمت لها حجج مقنعة.
وصرح فراتيني بأن رئيس المجلس الوطني الانتقالي المعارض مصطفى عبد الجليل سيزور روما غدا الجمعة للاجتماع مع رئيس الوزراء سيلفيو برلسكوني. وأضاف "إذا قدم لنا الليبيون حججا قوية فستتخذ الحكومة قرارا".

وسمحت روما لقوات حلف شمال الأطلسي باستخدام عدد من قواعدها العسكرية وساهمت بثماني طائرات في المهمة لكنها لم تشارك إلا في عمليات الاستطلاع والمراقبة، وكانت حكومتها قد أعلنت أن طائراتها لن تفتح النار.

سياسيا، اتفق الرئيس الفرنسي مع رئيس الوزراء البريطاني –عقب قمة جمعتهما الأربعاء- على زيادة الضغط العسكري على نظام السفاح.
وطلب بيان قصر الإليزيه في باريس من الحلف مساء الأربعاء عقب القمة -التي شارك فيها أيضا وزير الدفاع البريطاني وليام فوكس ونظيره الفرنسي جيرار لونجيه- باستغلال كل الوسائل العسكرية المتاحة.

وأشار البيان إلى أن الدولتين متفقتان على ضرورة زيادة الضغط على نظام السفاح "الذي لا يزال يخوض حربا ضد شعبه".
وكانت بريطانيا وفرنسا اتهمتا مؤخرا الناتو -الذي يقود في الوقت الراهن العملية العسكرية في ليبيا- بالتراخي، مشيرة إلى أن الدور الذي يلعبه الحلف هناك "غير كاف"، وطالبتاه بتكثيف هجماته على القوات الموالية للسفاح.
ضمن هذا الإطار، دعا السيناتور الأميركي جون ماكين بلاده إلى التدخل مجددا عسكريا في ليبيا إلى جانب الائتلاف الدولي من أجل الإطاحة بالسفاح، مؤكدا أن الحلف تنقصه القوة اللازمة.
وقال ماكين بالمنتدى السنوي للولايات المتحدة والعالم الإسلامي بواشنطن "نثمن مساهمات جميع حلفائنا، لكن الواقع هو أن الولايات المتحدة هي الحلف الأطلسي".

وأضاف "عندما نسلم العمليات للحلف الأطلسي يعني أننا نسلم العمليات إلى دول ذات قدرات محدودة".

وأشار المسؤول الأميركي إلى أن الفرنسيين والبريطانيين "لا يملكون الوسائل الضرورية لجعل الميزان يميل إلى صالح الثوار الليبيين".
وقال أيضا "أريد أن أرى الجيش الأميركي يعود إلى المعركة"، مستبعدا مع ذلك أي مشاركة برية للقوات الأميركية.
