الرئيس يعلن عن مراجعة عميقة لقانون الانتخابات القانون المتعلق بالأحزاب السياسية

أعلن رئيس الجمهورية ، عبد العزيز بوتفليقة ، يوم الجمعة ، ان مراجعة عميقة ستجرى على قانون الانتخابات وذلك بهدف تمكين المواطنين من اختيار ممثليهم في المجالس المنتخبة وممارسة حقهم الانتخابي في جو ديمقراطي وشفاف.وفي هذا الإطار، قال رئيس الجمهورية ، في خطاب للأمة "ستجرى مراجعة عميقة لقانون الانتخابات ويجب لهذه المراجعة ان تستجيب لتطلع مواطنيننا إلى ممارسة حقهم الانتخابي في أوفى الظروف ديمقراطية وشفافة لاختيار ممثليهم في المجالس المنتخبة".

وبشأن مشاركة الأحزاب في عملية مراجعة قانون الانتخابات أشار رئيس الدولة إلى انه سيتم "إشراك كافة الأحزاب الممثلة منها وغير الممثلة في البرلمان واستشارتها من اجل صياغة النظام الانتخابي الجديد".
يذكر ان حزب جبهة القوى الاشتراكية غير ممثل حاليا في البرلمان بغرفتيه. وبخصوص ميكانيزمات مراقبة العملية الانتخابية قال الرئيس بوتفليقة " وعقب المصادقة على هذا القانون سيتم اتخاذ جميع الترتيبات اللازمة لتأمين ضمانات الشفافية والسلامة بما في ذلك المراقبة التي يتولاها ملاحظون دوليون للعمليات الانتخابية وذلك بالتشاور مع كافة الأحزاب المعتمدة ".
ومن جهة أخرى ، أعلن رئيس الجمهورية في خطابه انه "سيتم إيداع قانون عضوي حول حالات التنافي مع العهدة البرلمانية وذلك طبقا للأحكام المنصوص عليها في الدستور".
وأعلن ، رئيس الجمهورية ،عبد العزيز بوتفليقة كذلك ،عن مراجعة القانون المتعلق بالأحزاب السياسية .
و قال رئيس الجمهورية في خطابه للأمة أنه يتعين على الأحزاب أن "تنظم نفسها وتعزز صفوفها وتعبر عن رأيها و تعمل في إطار الدستور والقانون حتى تقنع المواطنين و بالخصوص الشباب منهم بوجاهة برامجها و فائدتها".
و أوضح أن هذا المسعى سوف يتعزز بمراجعة القانون المتعلق بالأحزاب السياسية من خلال مراجعة دور الأحزاب و وظيفتها و تنظيمها لجعلها--كما قال--"تشارك مشاركة أنجع في مسار التجدد".
كما كشف الرئيس بوتفليقة أنه سيتم تعجيل إيداع وإصدار القانون العضوي المتعلق بتمثيل النساء ضمن المجالس المنتخبة قبل الاستحقاقات الإنتخابية القادمة.
يذكر أن البرلمان بغرفتيه كان قد صادق في نوفمبر 2008 على القانون المتعلق بتعديل الدستور الذي بادر به الرئيس بوتفليقة و الذي شمل خمسة محاور أساسية يتعلق أحدها بدعم الحقوق السياسية للمرأة بتوسيع حظوظ تمثيلها في المجالس المنتخبة.
و يدعو إلى إعادة تأهيل مكانة الحركة الجمعوية في المجتمع
دعا رئيس الجمهورية كذلك ، إلى إعادة تأهيل مكانة الجمعيات في المجتمع من خلال توسيع و توضيح مجال الحركة الجمعوية و أهدافها و وسائل نشاطها و تنظيمها.
و شدد الرئيس بوتفليقة في خطابه للأمة على أهمية إعادة تأهيل مكانة الجمعيات في المجتمع "بصفتها فضاءات للتحكيم و الوساطة بين المواطنين والسلطات العمومية".
و"ريثما تتم المراجعة المزمعة للقانون الذي يسير نشاط الجمعيات " دعا رئيس الدولة منظمات الحركة الجمعوية إلى "تكثيف المبادرات التي تخولها رسالتها من خلال الإنخراط من الآن ضمن هذا المنظور".

فلا يخفى على كل ذي بصيرة ما أدى إليه داء الحزبية في المسلمين من تنافر و تناحر و تشتت و ضعف كما لا تخفى النصوص الشرعية الواضحة الجلية في تحريمها للحزبية المقيتة و دعوتها إلى الإجتماع و الإعتصام بكتاب
الله و سنة رسوله صلى الله عليه و على آله و سلم على فهم السلف و وفق منهجهم المبارك
لذا دأب أهل العلم قديما و حديثا على التحذير منها و من دعاتها و في ما يلي أثاران جليلان عن أحد علماء القطر الجزائري و هو الشيخ محمد البشير الإبراهيمي رحمه الله في ذم الحزبية و التحذير منها

1- قال رحمه الله" أوصيكم بالابتعاد عن هذه الحزبيات التي نَجَمَ بالشّر ناجمُها، وهجم ـ ليفتك بالخير والعلم ـ هاجمُها، وسَجَم على الوطن بالملح الأُجاج ساجِمُها، إنّ هذه الأحزاب! كالميزاب؛ جمع الماء كَدَراً وفرّقه هَدَراً، فلا الزُّلال جمع، ولا الأرض نفع! ".نجم أي طلع - سجم أي سال (الدمع)

2- وقال ـ رحمه الله ـ: " العلم .. العلم .. أيها الشباب! لا يُلهيكم عنه سمسارُ أحزاب ينفخ في ميزاب! ولا داعية انتخاب في المجامع صخاب! ولا يَلفتنَّكم عنه معلِّلٌ بسراب، ولا حاوٍ بجراب، ولاعاوٍ في خراب يأتمُّ بغراب( )، ولا يَفتننّكم عنه مُنْزَوٍ في خنقة، ولا مُلْتَوٍ في زَنقة( )، ولا جالسٌ في ساباط( ) على بساط، يُحاكي فيكم سنّة الله في الأسباط( ).
فكل واحد من هؤلاء مشعوِذ خلاّب! وساحر كذاب! إنكم إن أطعتم هؤلاء الغواة، وانصَعْتم إلى هؤلاء العُواة، خسرْتم أنفسكم وخسرَكم وطنُكم، وستندمون يوم يَجني الزارعون ما حصدوا، ولاتَ ساعة ندَم "( ).
