رئيس الجمهورية يعلن عن تعديل الدستور

اكد رئيس الجمهورية السيد عبد العزيز بوتفليقة مساء اليوم الجمعة بانه سيطلب من البرلمان اعادة صياغة مجموعة من النصوص التشريعيةالمتعلقة بالممارسة الديمقراطية بغية تمكين المواطنين من ممارسة اختيارهم بكل حرية.وفي هذا الاطار قال رئيس الجمهورية في خطاب الى الامة " استنادا مني الى الدستور سأعمد الى استعمال الحق الذي يخولني اياه واطلب من البرلمان اعادة صياغة جملة العدة التشريعية التي تقوم عليها قواعد الممارسة الديمقراطية وما هو مخول للمواطنين من حيث ممارسة اختيارهم بكل حرية".

وادراكا مني للمسؤولية الواقعة على عاتقي -يضيف الرئيس بوتفليقة - واعتدادا مني بدعمكم ومراعاة للحفاظ على توازن السلطات سأعمل على ادخال تعديلات تشريعية ودستورية من اجل تعزيز الديمقراطية النيابية ببلادنا".
أكد ، رئيس الجمهورية،عبد العزيز بوتفليقة ، يوم الجمعة ، تشبث الجزائر بسيادة البلدان الشقيقة و وحدتها ورفضها لكل تدخل أجنبي.و أوضح الرئيس بوتفليقة ، في خطابه للأمة أنه أمام التغيرات التي تحدث في الساحة الدولية و ببعض البلدان العربية خاصة فإن الجزائر التي تتابع "بطبيعة الحال" هذه التغيرات "تؤكد تشبثها بسيادة البلدان الشقيقة و وحدتها و رفضها لكل تدخل أجنبي واحترامها لقرار كل شعب من محض سيادته الوطنية".الرئيس بوتفليقة يعلن عن برنامج وطني للاستثمار لفائدة المؤسسات الاقتصادية
أعلن رئيس الجمهورية السيد عبد العزيز بوتفليقة اليوم الجمعة انه كلف الحكومة برسم برنامج وطني للاستثمار لفائدة المؤسسات الاقتصادية عبر كافة القطاعات و في إطار تشاوري مع كل المتعاملين الاقتصاديين و الاجتماعيين.
و كشف الرئيس بوتفليقة -في خطاب للأمة- انه خلال هذه السنة "سيشرع في عملية تشاورية على المستوى المحلي مع المواطنين و المنتخبين و الحركة الجمعوية و الإدارة لتحديد أهداف التنمية المحلية على نحو أفضل و تكييفها مع تطلعات الساكنة".
و ضمن هذا السياق -يواصل رئيس الجمهورية- "سيشرع في عملية جادة تعنى بالمؤسسة الاقتصادية عمومية كانت او خاصة بوصفها المصدر المتميز لخلق الثروة و توفير مناصب الشغل من اجل ضمان نموها و تحديثها" مضيفا ان عملية ترقية المؤسسة و تأهيلها "يستهدفان أساسا تقوية الإنماء الاقتصادي للبلاد و رفع مستوى الإنتاجية و تحسين التنافسية".
و من ثم أكد السيد بوتفليقة انه "يتعين على الحكومة رسم برنامج وطني للاستثمار موجه للمؤسسات الصغيرة و المتوسطة في كافة قطاعات النشاط و ذلك في إطار تشاوري مع كل المتعاملين الاقتصاديين و الاجتماعيين".
في ذات الإطار شدد رئيس الجمهورية على انه يتعين على الحكومة أيضا "إيجاد الشروط المثلى لتحرير المبادرات من خلال تحسين محيط المؤسسة و بصفة عامة توفير مناخ ملائم للأعمال و الاستثمار".
المطلوب اليوم هو المضي قدما نحو تعميق المسار الديمقراطي
أكد رئيس الجمهورية السيد عبد العزيز بوتفليقة أن المطلوب اليوم هو المضي قدما نحو تعميق المسار الديمقراطي و تعزيز دعائم دولة الحق والقانون و تقليص الفوارق و تسريع التنمية الاقتصادية والاجتماعية.
و قال الرئيس بوتفليقة في خطابه للأمة مساء اليوم الجمعة أن هذه المهمة "الشاحذة للهمم والحاسمة بالنسبة لمستقبل بلادنا تقتضي انخراط الأغلبية و مشاركة كافة القوى السياسية و الاجتماعية و إسهام الكفاءات الوطنية".
كما تتطلب أيضا --يضيف رئيس الجمهورية--"دولة عتيدة الأركان مهيبة الجانب دولة قادرة على إحلال ثقة أكبر بين الإدارة و المواطنين دولة مرتكزة على إدارة تتمتع بالكفاءة و المصداقية و على عدالة لا خضوع لها سوى لسلطان القانون".
وحسب رئيس الدولة فان هذه المهمة تقتضي بالخصوص "تمكين الهيئات المنتخبة من الإعتداد بمشروعية لا غبار عليها".
و ذكر الرئيس بوتفليقة أنه بعد استعادة السلم والأمن و إطلاق برامج تنموية طموحة و بعد رفع حالة الطوارئ "قررت استكمال المسعى هذا ببرنامج إصلاحات سياسية الغاية منه تعميق المسار الديمقراطي و تمكين المواطنين من مساهمة أوسع في اتخاذ القرارات التي يتوقف عليها مستقبلهم و مستقبل أبنائهم".
و أكد رئيس الجمهورية أن دور مختلف المجالس المنتخبة دور حيوي "سيتم تعزيزه من حيث أن المنتخبين هم الذين لهم الصلة المباشرة بالمواطنين وبالواقع المعيش".

ان شاء الله يعدل في المادة التي غيرها وهكذا تكون عهدة واحدة لرئاسة فقط بدون زيادة ...اي كل رئيس يحكم 4 سنوات فقط ولا يسمح له بانتخاب مرة اخرى..وهكذا يكون تغيير في حكومة كل 4 سنوات ..

لذا تشكل لجنة من فقهاء الدستور بقرار سياسي
و ماهو المطلوب من الرئيس هو القرار السياسي

أنا شخصيا شبعت إلى حد التخمة من الوعود منذ 1999 ألم تشبعوا ؟؟؟
قال سيحل السلم و تعرض هو شخصيا لعملية ارهابية في باتنة، قال أشياء كثيرة و لم نرى إلا المحظوظين يزدادوا حظا و المنحوسين يزداد نحسهم
قال دولة راشدة فصارت الجزائر تسير بأخبار فساد ادارتها الركبان ثم قال لنا أنه فشل في العهدتين السابقتين ليلة تمديد العهدات ... و مازال يعد و ما زال "بعض" الناس يصدقون.

سنرى ... ربما سيتغير هو إلى وفي وعود مع حكومته "القافزة" ما شاء الله التي لم يتكلم عن تغييرها و لا برلمان بني وي وي إن كان سيحله
