بوتفليقة: سنتخذ "إجراءات هامة" لمحاربة البيروقراطية و التلاعب بالأموال العمومية

أعلن رئيس الجمهورية ، عبد العزيز بوتفليقة ، يوم الجمعة ، أنه سيتم قريبا إتخاذ"إجراءات هامة" لدعم محاربة البيروقراطية و التصدي لأي تلاعب و مساس بالأموال العمومية.و قال الرئيس بوتفليقة ، في خطابه للأمة أنه "سيتم قريبا إتخاذ إجراءات هامة تعطي نفسا جديدا لإدارة برامجنا و لتنشيط جهاز الدولة" مضيفا أن هذه الإجراءات "ستأتي لدعم محاربة البيروقراطية والإختلالات المسجلة في إداراتنا و التصدي لأي تلاعب و مساس بالأموال العمومية".

و شدد رئيس الدولة في نفس السياق أن معركة محاربة الأمراض الإجتماعية "لا يمكن الإنتصار فيها إلا بمشاركة كل فئات الشعب".
و بعد أن سجل أن "ثمة أمراض إجتماعية مستشرية كالرشوة و المحاباة و التبذير والفساد و ما إليها " أبرز الرئيس بوتفليقة على أن الدولة "عاكفة لا محالة على محاربتها بكل صرامة و إصرار".
و يعلن عن برنامج وطني للاستثمار لفائدة المؤسسات الاقتصادية
و أعلن رئيس الجمهورية، أيضا ، انه كلف الحكومة برسم برنامج وطني للاستثمار لفائدة المؤسسات الاقتصادية عبر كافة القطاعات و في إطار تشاوري مع كل المتعاملين الاقتصاديين و الاجتماعيين.
و كشف الرئيس بوتفليقة - في خطاب للأمة - انه خلال هذه السنة "سيشرع في عملية تشاورية على المستوى المحلي مع المواطنين و المنتخبين و الحركة الجمعوية و الإدارة لتحديد أهداف التنمية المحلية على نحو أفضل و تكييفها مع تطلعات الساكنة".
و ضمن هذا السياق - واصل رئيس الجمهورية- بالقول "سيشرع في عملية جادة تعنى بالمؤسسة الاقتصادية عمومية كانت أو خاصة بوصفها المصدر المتميز لخلق الثروة و توفير مناصب الشغل من اجل ضمان نموها و تحديثها" مضيفا ان عملية ترقية المؤسسة و تأهيلها "يستهدفان أساسا تقوية الإنماء الاقتصادي للبلاد و رفع مستوى الإنتاجية و تحسين التنافسية".
و من ثم أكد بوتفليقة ، انه "يتعين على الحكومة رسم برنامج وطني للاستثمار موجه للمؤسسات الصغيرة و المتوسطة في كافة قطاعات النشاط و ذلك في إطار تشاوري مع كل المتعاملين الاقتصاديين و الاجتماعيين".
في ذات الإطار ، شدد رئيس الجمهورية ، على انه يتعين على الحكومة أيضا "إيجاد الشروط المثلى لتحرير المبادرات من خلال تحسين محيط المؤسسة و بصفة عامة توفير مناخ ملائم للأعمال و الاستثمار".
ويكشف سنشرع السنة الجارية في عملية تشاورية تخص التنمية المحلية
وبدوره أعلن رئيس الجمهورية " انه سيتم خلال السنة الجارية الشروع في عملية تشاورية على المستوى المحلي تشمل المواطنين والمجتمع المدني والإدارة والمنتخبين لتحديد أهداف التنمية المحلية.
وفي هذا السياق قال رئيس الدولة"انه سيتم خلال هذه السنة الشروع في عملية تشاورية على المستوى المحلي مع المواطنين والمنتخبين والحركة الجمعوية والإدارة لتحديد أهداف التنمية المحلية على نحو أفضل وتكييفها مع تطلعات الساكنة".
