خبير أمريكي يوضح أسباب رفض الحلف الأطلسي تسليح ثوار ليبيا

أكد المحلل الأمريكي ريتشارد ويتز، مدير مركز التحليل السياسي والعسكري في معهد هدسون، اليوم الجمعة 15-4-2011، أن عدة اعتبارات قانونية وسياسية وميدانية حالت دون قيام حلف الأطلسي "الناتو" باتخاذ قرار الموافقة على تسليح الثوار الليبيين.


وقال ويتز إن "حلف الأطلسي يشكك في الشرعية القانونية لهذا الإجراء، باعتبار أن قرار مجلس الأمن حول ليبيا لا يشمله، ويعتبر الحلف أن تسليح ثوار ليبيا يمكن أن يشكل سابقة قانونية تستخدمها دول أخرى لتسليح ثوار في مناطق أخرى، وهذا يمكن أن يحدث مثلاً بالنسبة للمعارضة في البحرين ودول أخرى".

وأكد ويتز أنه من الناحية السياسية "يوجد انقسام داخل حلف الأطلسي بين دول تسعى للإطاحة بنظام الزعيم معمر القذافي بكل قوة، ودول أخرى لا تريد أن تتورط أو تخوض كثيراً في الصراع داخل ليبيا، فضلاً عن دول تعارض مبدأ التدخل في ليبيا، ومثل هذا الانقسام حال دون الموافقة على تسليح الثوار".

وعلى المستوى الميداني، يرى ويتز "أن هناك شكوكاً داخل حلف الأطلسي حول قدرة الثوار على استخدام أسلحة متطورة، فضلاً عن حاجتهم إلى تدريب متقدم في هذا الصدد".

وتابع أن "الشكوك حول هوية الثوار لعبت دوراً"، لكنه ليس مؤثراً في قرار الناتو، مشيراً إلى "بعض عناصر الثوار ربما يكون لديهم ارتباط بتنظيم القاعدة أو جماعات إسلامية في مناطق أخرى".

وأوضح أن قرار مجلس الأمن الدولي حول (اتخاذ كافة الإجراءات اللازمة لحماية المدنيين) مثل غيره من القرارات الدولية، "يتسم بالغموض الذي يسمح لدول كثيرة بالموافقة عليه" والاختلاف في تفسيره.
