نيويورك تايمز: ثورات الشارع العربي حركتها أصابع أميركية

كشفت صحيفة "نيويورك تايمز" الأميركية أن الولايات المتحدة ضخت مليارات الدولارات على البرامج العسكرية الخارجية وحملات مكافحة "الإرهاب"، وعملت مجموعة صغيرة من المنظمات الممولة من قبل الحكومة الأميركية بالترويج للديمقراطية في الدول العربية التي تحكمها أنظمة "استبدادية".

وذكرت الصحيفة أن المسؤولين الأميركيين يرون أن الحملات الأميركية لبناء الديمقراطية لعبت دوراً في إثارة الاحتجاجات القائمة في بعض الدول العربية أكبر مما كان يعتقد سابقاً، فيما دُرِّب قادة بارزون للتحركات من قبل الأميركيين. وأشاروا إلى أن هذه القيادات الهامة للتحركات درّبها الأميركيون على كيفية شن الحملات والتنظيم من خلال وسائل الإعلام الجديدة، ومراقبة الانتخابات.
ونقلت عن برقيات دبلوماسية أميركية سرية سرّبها موقع "ويكيليكس"، وأشخاص أجرت الصحيفة مقابلات معهم أن عدداً من المجموعات والأشخاص الضالعين مباشرة في الثورات والإصلاحات في المنطقة، بينها "حركة شباب 6 أبريل" في مصر، ومركز حقوق الإنسان في البحرين، وناشطين شعبيين مثل انتصار قاضي، الزعيمة الشبابية في اليمن، تلقوا تدريباً وتمويلاً من مجموعات مثل "المعهد الجمهوري الدولي"، و"المعهد الديمقراطي الوطني" والمنظمة الحقوقية غير الربحية المتمركزة في واشنطن "بيت الحرية" .
وأشارت البرقيات إلى أن عمل هذه المجموعات أثار غالباً التوترات بين الولايات المتحدة وكثير من زعماء الشرق الأوسط الذين اشتكوا تكراراً من أنه يجري تقويض زعامتهم. كما أظهرت كيف أن المسؤولين الأميركيين أكدوا مراراً للحكومات المرتابة في المنطقة بأن التدريب هدف إلى الإصلاح وليس إلى الترويج للثورات.
وذكرت الصحيفة أن المعهدين الديمقراطي والجمهوري منبثقان عن الحزبين الديمقراطي والجمهوري في أميركا، فيما تتلقى منظمة "بيت الحرية" الجزء الأكبر من تمويلاتها من الحكومة الأميركية، وغالباً من وزارة الخارجية.
وقال المدير التنفيذ لمشروع الديمقراطية في الشرق الأوسط، ستيفين ماكينيرنري، "لم نمولهم لبدء الاحتجاجات، لكننا قد نكون دعمنا تنمية مهاراتهم واستخدام شبكات الاتصال.. قد يكون هذا التدريب لعب دوراً في النهاية بما حصل، لكنها كانت ثورتهم. لم نبدأها نحن" .
وأشارت الصحيفة إلى أن بعض زعماء الشباب المصريين حضروا اجتماعاً حول التكنولوجيا في العام 2008 بنيويورك، حيث تعلموا كيفية استخدام شبكات التواصل الاجتماعي وتقنيات الهاتف النقال للترويج للديمقراطية، خاصة وأن موقع "فيسبوك"، و"غوغل" وشبكة "ام تي في" ووزارة الخارجية الأميركية كانوا من بين الراعين لهذا الاجتماع. وقال باسم فتحي، أحد المؤسسين لحركة الشباب في مصر، "تعلمنا كيفية تنظيم وبناء التحالفات.. هذا بالتأكيد ساعد خلال الثورة".
وقالت الناشطة الشابة اليمنية انتصار قاضي، التي شاركت في جلسات تدريب نظمت في اليمن "ساعدتني كثيراً لأنني كنت أظن أن التغيير يحصل فقط بالقوة والسلاح"، لكنها أضافت أنه من الواضح الآن أن النتائج يمكن أن تتحقق عبر الاحتجاجات السلمية ووسائل أخرى بعيدة عن العنف.
وذكرت مراسلة دبلوماسية مسربة مؤرخة في أكتوبر 2007، أن الرئيس المصري حينها حسني مبارك كان "يشك بعمق بدور الولايات المتحدة في الترويج للديمقراطية" . ووصفت مراسلة أخرى في أكتوبر 2008 ، أن ابن الرئيس المصري السابق، جمال مبارك، بالمنفعل بشأن التمويل الحكومي الأميركي المباشر للمنظمات غير الحكومية المصرية.
