إسبانيا تدعم سفاح ليبيا بالقنابل العنقودية

فجرت منظمة هيومن رايتس ووتش مفاجأة كبيرة باتهامها قوات سفاح ليبيا باستخدام قنابل عنقودية مصنوعة في إسبانيا ضد مدينة مصراتة التي يسيطر عليها الثوار لتفتح هذه الاتهامات جدلا كبيرا في تاريخ التعاون الغربي وخاصة الإسباني مع نظام السفاح.

وكما هو معروف، سارع نظام السفاح -ما إن تم رفع العقوبات الدولية عن ليبيا عام 2003- لإبرام عدد ضخم من صفقات التسليح اقتنى بموجبها عددا كبيرا من الطائرات العسكرية والسلاح والعتاد الحربي.

ولم تنشر تفاصيل بشأن صفقات التسلح التي تم التوقيع عليها بعد زيارة السفاح إلى مدريد في العام 2007، بيد أن إحصاءات التجارة الخارجية تؤكد أن إسبانيا صدرت إلى ليبيا كميات من العتاد الحربي عام 2008 بقيمة 3.8 ملايين أورو في إطار التزامات وقعت عام 2007 وتضم هذه الأسلحة قنابل وصواريخ وطوربيدات وأغلبها صدر من آراغون حيث مقر شركة "إنستالاثا" المصنعة للسلاح.

ومن المتوقع أن تجر هذه الاتهامات الحكومة الإسبانية إلى حرج دولي ليس فقط بسبب الطبيعة الدموية لنظام السفاح، وليس لأنها تشارك حاليا ضمن التحالف العسكري الذي يراقب الأجواء في إطار عملية فجر الأوديسا، بل لأنها وقعت في السابق على مدونة السلوك الخاصة بالاتحاد الأوروبي القاضية بامتناع الدول الأعضاء عن بيع الاسلحة إلى بلدان لا تحترم حقوق الإنسان.

ويرى الناطق باسم منظمة العفو الدولية أن المشكلة هي أن تلك المدونة وإن كانت لا ترقى إلى مرتبة القانون الملزم تبقى مرجعية أخلاقية منتقدا تناقض مواقف وسلوك الحكومة الإسبانية التي تدعم مشروع الاتفاقية في الأمم المتحدة لكنها مستمرة في بيع الأسلحة ليس فقط لليبيا، بل إلى إسرائيل ومصر وتونس والمغرب أيضا.

ولم تعترف الحكومة الإسبانية حتى الآن بمسؤوليتها عن وصول القنابل العنقودية إلى النظام الليبي، بل إن متحدثا باسم وزارة التجارة الخارجية الإسبانية قال لصحيفة إلباييس إن الكميات التي يحتمل أن يكون تم تصديرها من إسبانيا من هذا السلاح صدرت قبل توقيع المعاهدة الدولية التي بادرت إسبانيا من جانب واحد إلى توقيعها في جويلية 2008.

وكانت إسبانيا قد تعهدت منذ العام 2008 بتدمير ذخيرتها من القنابل العنقودية، وأكدت أنه بحلول جوان2009 سيتم تدمير أكثر من خمسة آلاف وخمسمائة قنبلة عنقودية بينها أربعة آلاف وستمائة قذيفة هاون مصنوعة في إسبانيا وستمائة قنبلة عنقودية أميركية، وقالت إنها لن تحتفظ سوى بعدد يسير من تلك القنابل لأغراض تدريب مهندسيها وخبرائها العسكريين العاملين في هذا المجال.

وينتظر أن يتصاعد الجدل داخل الدوائر الإسبانية والغربية بشأن ما إن كانت إسبانيا تورطت بالفعل في بيع قنابل عنقودية لنظام السفاح، علما بأن نفس الفترة التي بدأت فيها إسبانيا بالتخلص من مخزونها من تلك القنابل هي نفسها الفترة التي تحسنت فيها العلاقة مع السفاح.

وكان رئيس الوزراء الإسبانيقد اعترف الشهر الماضي أمام البرلمان بوجود بعض عقود أسلحة مع النظام الليبي وإن أكد على احترامها للمقاييس والأعراف الدولية في مجال الصفقات العسكرية، وعلى أنه تم إلغاؤها بشكل نهائي بعد الأحداث التي عرفتها ليبيا في الشهرين الأخيرين.

وإن صح ما ذهبت إليه بعض المصادر الإسبانية من نفي حصول السفاح على قنابل عنقودية من طرف الحكومة، فإن الاحتمال الوحيد –في ظل تأكيد وجودها واستخدامها من طرف هيومن رايتس ووتش- هو أن السفاح حصل عليها بشكل غير رسمي عن طريق دول ما زالت تحتفظ بصداقاتها وعلاقاتها الطيبة معه، وهي دول يرتبط أغلبها بعلاقات حسنة مع الإسبانيين ولا يستبعد أن تكون قد حصلت عليها بشكل رسمي من مدريد قبل توقيع معاهدة حظر بيع واستخدام تلك القنابل.
