مثقفو الجزائر للرئيس: أين الإصلاح؟


رفعت مجموعة من الأكاديميين والكتاب والإعلاميين الجزائريين رسالة مطولة إلى رئيس الجمهورية عبد العزيز بوتفليقة طالبوا فيها بأن يحظى الشعب الجزائري بتداول سلمي للسلطة، وتساءلوا عن جدية الوعود بالإصلاح. ووصف هؤلاء المثقفون خطوتهم بأنها تأتي "من موقع المواطنين الفعّالين والأوفياء لوطنهم".
وجاءت هذه الرسالة وسط حراك تشهده البلاد، وجرى التداول بين أوساط المثقفين عن دور المثقف في إحداث التغيير المنشود، وطرحت الرسالة تساؤلات عدة.
وورد في رسالة المثقفين إلى بوتفليقة تساؤلات منها "ما الذي يمنع أن يتمتع الشعب الجزائري بنعمة التداول السلمي على السلطة؟، وما الذي جعل النظام السياسي في البلاد عائقا أمام ازدهارها وحرية أبنائها؟، هل تدركون وأنتم على رأس الدولة الجزائرية مرارة التهميش والحرمان التي تتجرعها أجيال كاملة من أبناء الوطن؟".
وقال الموقعون على الرسالة "إننا نشعر بأن نظام الحكم هذا قد بات يهدّد مستقبل الجزائر، وسلامة استقلالها، ولهذا نقف اليوم وقفة صادقة رافعين أصواتنا عاليا".
[/URL]وعبر الموقعون الأوليون على الرسالة التي تبقى مفتوحة للتوقيع، وعددهم 117 عن أن مطلبهم هو دولة مدنية لا عسكرية ولا دينية، تكون خاضعة للمؤسسات لا للأشخاص يبنيها المواطنون ويعيشون فيها سواسية تحت سلطة القانون.
ودعوا إلى احترام الدستور، وعدم تفصيله في كل مرة على مقاس الحاكم، و"هنا لا بد من العودة إلى الصيغة السابقة التي تجاوزها التعديل الأخير، والتي تقضي بعهدتين رئاسيتين فقط، وإلى استقلالية القضاء وإسناد تعيين القضاة وترقيتهم إلى المجلس الأعلى للقضاء، ورد الاعتبار لهيئة الدفاع في المحاكم، مع تعزيز دور المجالس المنتخبة محليا ووطنيا في ظل نبذ الفئوية والجهوية".
ولم تنف الرسالة وجود إنجازات مهمة في الولايات الثلاث للرئيس بوتفليقة، لكنها تبقى إنجازات بلا مفعول حضاري في ظل "خمسين عاما من الاستحواذ على السلطة من قبل الجيل القديم، والسياسات غير الكفؤة وتطبيقاتها المشوهة حيث عششت الرداءة وانتشر الجهل والفساد والمحاباة على حساب الكفاءة الوطنية، التي تجد نفسها في كل مرة ملزمة بالهجرة إلى الخارج حتى تحقق ذاتها، وهي القادرة على المساهمة في تفعيل مسار التنمية الوطنية على اختلاف حقولها". وتم تذييل الرسالة بسبعين اقتراحا توزعتها محاور تعلقت بنظام الحكم والحريات والحقوق الأساسية والسياسات العمومية، ومن أبرز المقترحات حل الحكومة والبرلمان بغرفتيه، وتجميد أحزاب التحالف الرئاسي التي اتهمتها الرسالة بتعطيل التنمية وتحويل الممارسة السياسية إلى سبيل للإثراء غير المشروع.


ويرى مثقفون أن خطاب بوتفليقة ترك تذمرا كبيرا لدى نسبة كبيرة من الفاعلين ثقافيا لأنه لم يأت بالمنتظر، الخطاب كان "مريضا بنفس اللغة، وملتفا بأقصى ما أمكنه على القضايا الحقيقية للبلاد".
الخطاب "لم يكن منفتحا على المستقبل ليكون تاريخيا أو مدشنا لقطيعة جذرية بحجم أشواق الجزائريين، لقد كانت معظم أفعاله بصيغة الماضي".

السلام عليكم و رحمة الله و بركاته
قد كان المواطن البسيط ممن شاركوا في إثراء هاته الرسالة و من اوائل الموقعين عليها منذ حوالي الشهرين عبر صفحات الفايسبوك و قد نشرت على جريدة الخبر لعد جهد جهيد و بعد دفع مبلغ كبير و حتى نكون أوفياء للخبر فقد نشرت هاته الرسالة قبل خطاب الرئيس و ليس بعده ...الله غالب لم تبقى لنا غير الكلمة و لن ندخرها في قولها ما ظهر لنا فيها حق و مصلحة للجزائر

[الرجل النحيف]

أستغرب كثيرا عندما يتم التطرق في غالب الأحيان و دائما إلى السلطة و كأن المشاكل دوما محصورة فيها ، و أستغرب كثيرا عندما يقدم بعض من الناس أنفسهم على أنهم المثقفون و أنهم النخبة
ما هو إنتاجهم؟
و ماذا قدموا لهذا الوطن؟
و ما نفع ثقافتهم إن كانت محصورة في الكلام و فقط؟
لا شيء غير الكلام
لست أدري لماذا نختار دائما مشجبا غير الذي في منزلنا لنعلق فيه غسيلنا الوسخ؟
أتمنى أن تكون اقتراحات هذه النخبة المثقفة في أشياء غير السلطة و الحكم،لأنهم لو كانوا فعلا كذلك لجاءت السلطة إليهم حبوا
إن الجزائر تملك من الكتاب و الأدباء و الأطباء و المهندسين و السياسيين و المفكرين و المنظرين و المشرعين و المعلمين و الأستاذة و الخبراء و التقنيين و العمال و المزارعين و الفلاحين و الصناعيين و الصحافيين ، ما بإمكانه صنع المعجزات ، و هذا ليس ببعيد
فليجتمع هؤلاء و يغيروا وجهتهم ، و ليس عليهم النظر إلى القمة حتى لا تتعب أعناقهم ، إنما عليهم بالعمل وسيلة وحيدة للنجاح
قلبت يوما مجلة فرنسية أعجبتني كثيرا صورة على إحدى صفحاتها رغم مرارتها ،
كانت صورة مدرسية لتلاميذ أحد الأقسام الابتدائية إبان الاستعمار الفرنسي الغشيم ، حيث جلس التلاميذ الجزائريين في انتظام و خشوع و وقفت معلمة في جانب و معلم يظهر عليه الوقار رغم فرنسيته في الجانب الآخر، و كان بجانب هذا المعلم سبورة خشبية كتب عليها بالطبشور الأبيض و بخط واضح و جميل ليس في جمال عربيتنا ، ما يلي:
Le premier peuple et le peuple qui a les meilleurs école, s'il ne l'est pas aujourd'hui il le serra demain

الاصلاح صناعة يلزمها الجهد و السنين و لن يحدث بين عشية و ضحاها

و لن ينكر أحد تفكيرهم إلا إذا رأى أعمالهم ، والإصلاح في أيدي الجميع

بإمكاننا أن نقدم للجزائر الكثير دون أن أن نتدوال على السلطة
فمن يحب الجزائر يخدمها يأي شكل من الأشكال حتى وإن كان موظفا بسيطا
وبصلاحنا تصلح البلاد فيستحيل أن نلقي اللوم على شخص واحد ونحمله مايجب أن نحمله نحن فكلنا مسؤووووووووووووووووووول عن البلاد واللي يحب لبلاد يخدمها برموش عينيه وكأنو هوالرئيس مش المرؤوس

يصلح حال الجزائر عندما يكون التداول على السلطة

بطريقة دستورية و ليس بتغير الدستور ليرشح هذا او ذاك مدى الحياة

و رغم هذا اشك في مقدرة الرئيس على الاصلاح فمن حوله سيبقو على

بقاء الرئيس مدى الحياة مع تمنياتي ان اكون مخطء
