خطة إسرائيلية لمنع الدولة الفلسطينية

قالت صحيفة يديعوت أحرنوت الإسرائيلية إن رئيس الوزراء بنيامين نتنياهو سيطرح خلال خطاب من المتوقع أن يلقيه أمام الكونغرس الأميركي الشهر المقبل خطة، في محاولة لكبح اعتراف دولي في الأمم المتحدة بدولة فلسطينية في حدود عام 1967.
ووفقا للصحيفة فإن الخطة التي سيطرحها نتنياهو، هي خطة إسرائيلية أحادية الجانب، لإخلاء أجزاء من مناطق "ب" و"ج" في الضفة وتسليمها بصورة كاملة كمناطق "أ" إلى الفلسطينيين، باستثناء الكتل الاستيطانية الكبيرة، ومعظم المستوطنات والمناطق التي سيتم تعريفها كمناطق هامة لاحتياجات الأمن الإسرائيلية.
وأشارت الصحيفة إلى أن الحديث يدور عن خطة للمدى البعيد وستمتد لخمس سنوات على الأقل، ستسمح إسرائيل خلالها بحرية التنقل للفلسطينيين بين مناطق الضفة، وإقامة المدينة الكبرى قرب رام الله، والتخفيف عنهم في كافة نواحي الحياة المدنية، بما يسمح بتطوير اقتصادي.

ووفقا للصحيفة فإن هذه الخطة غير واضحة، ولا أحد يعرف نسبة المناطق التي ستسلم للفلسطينيين بشكل أحادي الجانب، "لأن هذه عملية طويلة وقد تحدث عدة تغييرات مثل تغير بناء التحالف الحكومي في إسرائيل، الأمر الذي سيؤثر على حجم إخلاء المستوطنات، هذا إذا تم إخلاؤها أصلا".
وقالت الصحيفة إنه سيتم البدء في تنفيذ الخطة خلال بضعة شهور، لكنها قد تتسارع في حال قرر الفلسطينيون أنهم مستعدون للعودة إلى مفاوضات مباشرة حول حل دائم.
ورأت الصحيفة أنه لا يوجد أدنى شك في أن نتنياهو سيطرح الخطة الإسرائيلية على خلفية الأوضاع الحالية في العالم العربي، وتوقعت الصحيفة أن يقول نتنياهو أمام الكونغرس إنه يوجد اتفاق سلام كامل بين مصر وإسرائيل، لكن الوضع الراهن في مصر قد يشرخ هذا الاتفاق.
وسيضيف نتنياهو –حسب توقعات الصحيفة- أن إسرائيل أخلت قطاع غزة بصورة أحادية الجانب، وأنها تدفع ثمن ذلك، وأنها وافقت على تجميد البناء الاستيطاني بالضفة الغربية لمدة عشرة أشهر، ولم تحصل على أي شيء في المقابل.
ووفقا للصحفية سيقول أيضا "رغم كل ذلك فإني ما زلت ملتزم بتعهدي حيال دولتين للشعبين، ولذلك فإن إسرائيل مستعدة للمضي نحو عملية أحادية الجانب أخرى أمام السلطة الفلسطينية وإلى حين يأتون إلى محادثات مباشرة حول الحل الدائم".
وحسب الصحيفة فإن نتنياهو يعتقد أن أعضاء الكونغرس عندما يسمعون أن إسرائيل تتحمل هذه المخاطر، رغم تجارب الماضي، فإنه سينال إعجاب جميع أعضاء الكونغرس.
واعتبرت الصحيفة أن الرسالة التي تبثها إسرائيل وأعضاء الحزب الجمهوري بالكونغرس تجاه الفلسطينيين، هي "أن الكونغرس لن يسمح لكم بالمس بإسرائيل، وإذا قمتم بخطوة أحادية الجانب وأعلنتم عن دولة فإنكم ستحصلون على الاحترام، لكن ستبقون بدون مال، ونحن في الكونغرس نجلس على ميزانيتكم وليس لدى نتنياهو ما يخسره أمام الرئيس الأميركي ، فقد خسر كل اعتماده العام الماضي، ولدى نتنياهو درعا واقيا من الكونغرس".
لكن يديعوت أحرونوت لفتت إلى أن نتنياهو قام بهذه المناورة السياسية خلال ولايته الأولى في عام 1996 عندما توقع أن الرئيس الأميركي بيل كلينتون لن يفوز بولاية ثانية وحاول نتنياهو تجنيد الكونغرس ضد كلينتون.
في حينه دعا نتنياهو نفسه إلى إلقاء خطاب أمام مجلسي الكونغرس وكانت النتيجة أن نتنياهو خسر الانتخابات العامة في عام 1999 بينما فاز كلينتون بولاية رئاسية ثانية.

وخلصت الصحيفة إلى أن نتنياهو يراهن على أن أوباما لن يفوز بولاية ثانية، ومضت تقول "إذا فشل مرة أخرى فإننا سندفع فوائد على الفوائد بسبب تجنيده الكونغرس ضد الرئيس".
