أوروبا تخطط لإرسال قوات لمصراتة


قال مسؤولون في الإتحاد الأوربي الاثنين إن الاتحاد أعد خطة مؤقتة قد تتضمن إرسال قوات أوروبية إلى مدينة مصراتة غرب ليبيا المحاصرة لحماية شحنات مساعدات إذا طلبت الأمم المتحدة منها ذلك، في وقت اتهم فيه قائد عسكري لحلف شمال الأطلسي قوات معمر القذهفي بإطلاق النار على المدنيين في مصراتة.

واتفقت دول الاتحاد الأوروبي الـ27 في بداية هذا الشهر على أن تكون مستعدة للقيام بمثل هذه المهمة إذا طلبت الأمم المتحدة منها ذلك، لكن المنظمة العالمية لم تقدم مثل هذا الطلب بعد.
وقال متحدث باسم مسؤولة الشؤون الخارجية بالاتحاد الأوروبي كاثرين آشتون "الدول الـ27 تبنت بالإجماع مفهوم العمليات"، وأضاف أنه اتفق على الخطة الخميس الماضي.
وقال المتحدث مايكل مان إن خطة العمل ليست تفصيلية، بل مجرد خطوة تالية، ولن يتم الوصول إلى مرحلة أي تفاصيل إلا إذا كان هناك طلب من الأمم المتحدة.
وكتبت آشتون إلى الأمين العام للأمم المتحدة بان كي مون في الثامن من الشهر الجاري قائلة إن الاتحاد الأوروبي مستعد للتحرك للمساعدة في تخفيف الموقف في مدينة مصراتة.
وتخضع مصراتة للحصار منذ سبعة أسابيع، ويعتقد أن مئات المدنيين قتلوا خلاله، ويقول أشخاص تم إجلاؤهم إن الأحوال أصبحت بائسة بدرجة متزايدة.
وقال مسؤول بالأمم المتحدة إن مسؤولة الشؤون الإنسانية في المنظمة الدولية فاليري آموس، ردت على آشتون بقولها إنها تفضل أولا استكشاف الخيارات المدنية، لأن اشتراك قوات عسكرية قد يكون له آثار عكسية.
وقالت آموس الاثنين إنها تشعر بقلق بالغ بشأن الوضع في مصراتة. وأضافت "لا أحد لديه أي فكرة عن مدى عمق وحجم ما يجري هناك".
وأي مهمة للاتحاد الأوروبي قد تشمل مئات العسكريين وستستخدم لتأمين نقل الإمدادات مباشرة إلى ليبيا خاصة مصراتة. وسيكون عليها أيضا مهمة المساعدة في تقديم نقل الأغذية والمأوى والاحتياجات الأخرى لمخيمات اللاجئين من أعمال العنف في ليبيا.



ولن يكون لمهمة الأمم المتحدة دور قتالي باستثناء حماية البعثة الإنسانية، غير أن محللين يقولون إنها قد تكون خطوة هامة، لأنها ستكون أول قوات غربية على الأرض منذ اندلاع الأزمة الليبية في فيفري الماضي.

وإذا حصل الاتحاد الأوروبي على موافقة الأمم المتحدة على المهمة فإنها قد تشمل قوات ألمانية، لأن ألمانيا ضمن دول تسهم بقوات في واحدة من مجموعتي عمليات للنصف الأول من هذا العام.
والدول الأخرى التي تسهم بقوات هي هولندا وفنلندا والنمسا وليتوانيا والسويد والنرويج وإستونيا وأيرلندا.
واعترضت ألمانيا على التدخل في ليبيا وامتنعت عن التصويت في الأمم المتحدة على القرار الذي جاء بمهمة حلف الأطلسي، لكنها قالت إنها مستعدة للإسهام في مهمة إنسانية للأمم المتحدة.

ويأتي بحث التدخل الأوروبي في مصراتة في وقت اتهم فيه قائد العمليات العسكرية لحلف الناتو في ليبيا القوات الموالية للقذافي بالاختباء في المستشفيات وإطلاق النار على المدنيين من أسطح المساجد في هذه المدينة.

وقال الجنرال تشارلز بوتشارد لهيئة الإذاعة الكندية إن قوات النظام الليبي استخدمت القناصة على أسطح المساجد، وهم يختبئون إلى جانب المستشفيات ووضعوا مركباتهم المدرعة في المدارس، وخلعوا حتى أزياءهم الرسمية.

ووصف بوتشارد وهو كندي التكتيكات التي تستخدمها قوات القذافي بأنها ماكرة وغير أخلاقية، وقال إنه يشعر بقلق من الوضع الإنساني في مصراتة.

وأضاف "هناك بعض المعاناة، لكني يمكنني أن أؤكد لكم شيئا واحدا، وهو أن المعاناة لولا حلف الأطلسي لكانت أكبر كثيرا ولكان القتلى بالآلاف.
