حلف شمال الأطلسي يتجه لإرسال قوات خاصة لليبيا

قالت صحيفة لوفيغارو الفرنسية إن ركود الوضع الميداني في ليبيا يدفع قادة الناتو للتفكير في التدخل البري. وأوضحت الصحيفة أن الخطوة الأولى لمثل هذا التدخل تم تدشينها من قبل النائب أكسل بونياتوفسكي من حزب "الاتحاد من أجل حركة شعبية"، وهو حزب الرئيس نيكولا ساركوزي.
ويرى رئيس لجنة الشؤون الخارجية بالحزب بونياتوفسكي أن الناتو لن يرسل جنودا مقاتلين ولكن قوات خاصة تكون مهمتها تحديد الأهداف.

ويقول بونياتوفسكي إن مثل هذه المهمة لا تتعارض مع القرار 1973 الذي ينص على "اتخاذ الإجراءات الضرورية لحماية المدنيين"، ولا يتعلق الأمر بقوات احتلال ولكن بعدد يتراوح بين 200 و300 من عناصر القوات الخاصة يقدمون دعما يتمثل في تحديد الأهداف التي يجب أن تقصفها طائرات حلف شمال الأطلسي .
ويؤكد بونياتوفسكي أن مثل هذا الإجراء سيجعل القصف الجوي الغربي أكثر فاعلية، كما أنه سيقلل من الأخطاء التي تكرر وقوعها.
وقالت الصحيفة إن تراجع هجمات الثوار والنتائج المتباينة للضربات الجوية للناتو دفعت إلى التفكير في تقديم مساعدة عسكرية للثوار، بما في ذلك إرسال قوات خاصة، مرجحة وجودها بالفعل.

ونقلت لوفيغارو عن الصحافة البريطانية أنه يمكن أن يطلب من أفراد القوات البريطانية الخاصة تدريب الثوار، حيث سبق لرئيس الوزراء البريطاني في نهاية الأسبوع التأكيد على أنه كان يفكر في تقديم المزيد من المساعدة للثوار. وعندما سئل عن إمكانية إرسال قوات برية، رد قائلا "إننا لن نغزو ليبيا ولن نحتلها". كما اقترح أيضا وزير خارجيته وليام هيغ الأسبوع الماضي إمكانية تقديم الأسلحة إلى الثوار.
ولم تضع "مجموعة الاتصال" التي اجتمعت في الدوحة يوم الأربعاء الماضي هذا الاحتمال في نطاق المساعدات السياسية والإنسانية والمالية التي قررتها للثوار، بالإضافة إلى استمرار الغارات الجوية.

واحتفظ الإعلان الختامي بالتأكيد على "السعي من أجل الدعم المادي للمعارضة وفقا للقرارين 1970 و1973 لمجلس الأمن الدولي".
وقالت الصحيفة إنه إذا كانت بريطانيا تقدم بالفعل للثوار تجهيزات تتمثل في أدوات الاتصال والألبسة الواقية من الرصاص، فإن الفرنسيين يرون أن قرارات مجلس الأمن لا تمنع إرسال أسلحة إلى الثوار، وقال مصدر بالخارجية الفرنسية "نحن لا نريد أن نفعل ذلك، لكن آخرين يمكنهم فعله".

وأضافت الصحيفة أن العيون تتجه إلى قطر التي قدمت للثوار قذائف مضادة للدبابات من طراز ميلان. لكن باريس التي ترغب في إرسال أسلحة متطورة إلى الثوار تخشى عامل نقص التدريب لديهم، كما أن هناك مخاوف من وقوع هذه الأسلحة في أيدي تنظيم القاعدة.
