أفادت صحيفة نيويورك تايمز السبت أن إدارة الرئيس باراك أوباما اطلقت عملية بحث مكثف لايجاد بلد يمكنه أن يستضيف الزعيم الليبي معمر القذافي.

الا أن المسؤولين الأمريكيين لم يحصلوا الا على لائحة صغيرة جدا بدول مرشحة لذلك بسبب الاتهامات التي وجهتها المحكمة الجنائية الدولية إلى القذافي بارتكاب فظائع ضد شعبه منذ انطلاق الثورة واعتداء لوكربي (1988).

وقال ثلاثة مسؤولين في إدارة الرئيس باراك أوباما للصحيفة انهم يحاولون ايجاد بلد لم يوقع أو يصادق على معاهدة روما التي ترغم البلدان على تسليم أي شخص تدينه المحكمة الجنائية الدولية.

ويمكن للقذافي بالتالي اللجوء إلى دولة افريقية لان أكثر من نصف بلدان القارة السوداء لم توقع المعاهدة.

والولايات المتحدة نفسها لم توقع المعاهدة لتجنب احتمال ملاحقة ضباط في الجيش والاستخبارات الأمريكية.

وقال مسؤول رفيع المستوى في إدارة أوباما للصحيفة "استخلصنا بضعة دروس من العراق من أهمها أن على الليبيين تحمل مسؤولية تغيير النظام وليس نحن". واضاف إن "ما نحاول فعله هو مجرد ايجاد وسيلة للوصول إلى مخرج سلمي اذا سنحت الفرصة لذلك".

ويأتي ذلك بعد اسابيع من عمليات قصف تشنها طائرات حلف شمال الاطلسي على جيش القذافي ومساعديه، ولم تؤد حتى الآن إلى رحيله.

وتبنى مجلس الامن الدولي في 27 شباط/ فبراير الماضي قرارا يفرض عقوبات على نظام القذافي ويطلب الاحتكام للمحكمة الجنائية الدولية في لاهاي بسبب "الانتهاكات المنهجية لحقوق الانسان" والهجمات على المدنيين "التي يمكن ان تمثل جرائم ضد الانسانية".

وطالب الرئيسان الأمريكي باراك أوباما والفرنسي نيكولا ساركوزي ورئيس الوزراء البريطاني ديفيد كاميرون برحيل القذافي في مقال مشترك نشرته الجمعة أربع صحف.

وعبرت دول عدة بينها الولايات المتحدة عن مخاوف على سلامة المدنيين في ليبيا وخصوا في مصراته التي أعلنتها الحكومة "منطقة خطر".

وقال مسؤول عسكري كبير للصحيفة إن دول الحلف التي تواجه مستوى لا سابق له من التعقيد في حملتها الجوية المشتركة، تلتزم درجات متفاوتة من الحذر عند شن غارات يمكن أن تؤذي مدنيين أو تسبب اضرارا لمساجد أو مدارس أو مستشفيات قريبة.

وتابع إن بعض طياري الحلف رفضوا القاء قنابل على أهداف بسبب مخاوف من هذا النوع بينما يعجز مخططو الحملة الجوية عن اختيار الطيارين المناسبين لقصف اهداف محددة.

وأكد "لا شك انه عمل يثير الاحباط للحصول على أكبر قدر من النتائج لجهودنا ومعالجة كل هذه النقاط".
