قال وزير الداخلية دحو ولد قابلية إن الأحزاب الإسلامية لا مكان لها في الجزائر، حيث أعلن الأربعاء عن إلغاء وشيك لعقوبة حبس الصحفيين كجزء من إصلاحات أعلنها الرئيس عبد العزيز بوتفليقة الأسبوع الماضي تشمل تعديل الدستور وقانوني الأحزاب والانتخاب.

وأضاف ولد قابلية للإذاعة الحكومية في تعليق على قضية مراجعة قانون الأحزاب التي دعا إليها بوتفليقة قبل أيام، أن الأحزاب الإسلامية التي تشهر انتماءها إلى نظام آخر مغاير للنظام الجمهوري والديمقراطي لن تكون مصرحة.

وذكر أن الدستور يحظر إنشاء أحزاب على أسس دينية أو عقائدية أو عرقية أو لغوية، وشدد على الأحزاب التي تدعي نظاما غير النظام الجمهوري الديمقراطي لن تكون مسموعة.

وعندما سئل عما إذا كانت الحكومة تدرس إمكانية رفع الحظر عن حزب الجبهة الإسلامية للإنقاذ -التي فازت بانتخابات 1992 التشريعية، لكن السلطة بدعم من الجيش ألغت نتائجها وحظرتها- قال إنها نقطة لم تناقش أبدا، في إشارة إلى أن قضية هذا الحزب ليست على جدول أعمال الحكومة.

وتوجد في الجزائر أحزاب ذات مرجعية إسلامية معتمدة وتنشط قانونيا، كحركة مجتمع السلم (الإخوان المسلمين) المشاركة في الحكومة بأربعة وزراء، وحركتي النهضة والإصلاح الوطني.

لكن هذه الأحزاب اضطرت إلى إلغاء فقرات من قانونها الأساسي وسياستها العامة وحتى اسمها للتأقلم مع دستور 1996 المعدل.

وعن قانون الأحزاب قال ولد قابلية إن السلطة رفضت اعتماد أي حزب جديد منذ اعتلاء بوتفليقة الحكم عام 1999 بحجة أن الساحة ينشط فيها نحو 30 حزبا، غالبيتها لا وزن لها وغير معروفة حتى لدى الشعب ما عدا عشرة أحزاب تقليدية.

وحسب الوزير لا بد من التعديل ليس للضغط أكثر بل "للحصول على أحزاب تكرس الشرعية وتحظى بتمثيل جيد وقوانين أساسية واضحة ونشاط داخلي ديمقراطي، حيث يتم انتخاب القادة بشفافية دون احتجاج أو حركات تصحيحية في صفوفها".

وشهدت الجزائر في السنوات الأخيرة حركات انشقاق داخل أحزاب عديدة يُطلق عليها عادة حركات تصحيحية، ويقول مراقبون إنها بتشجيع من السلطة لإضعاف هذه التشكيلات السياسية.

ومراجعة قانون الأحزاب والانتخاب جزء من حزمة إصلاحات أعلنها بوتفليقة الأسبوع الماضي، تشمل أيضا تعديل الدستور الذي قال عنه ولد قابلية إنه سيكون عصريا وديمقراطيا في مستوى كل اعتبارات المواطنة، وإن امتدح القانون الأساسي الحالي الذي لا تتوفر عليه حتى دول تريد إعطاء الجزائر دروسا في الديمقراطية حسب قوله.

وقال إن التعديلات لن تأتي من فوق بل ستكون نتيجة مشاورات واسعة مع الطبقة السياسية والمجتمع المدني، لكنه رفض تحديد نوعية النظام السياسي الذي تريده السلطة رغم أن الحزبين الرئيسيين في الحكومة (جبهة التحرير الوطني والتجمع الوطني الديمقراطي) رفضا إلغاء النظام الرئاسي لصالح نظام برلماني.

أين البديل؟
وانتقد وزير الداخلية الجزائري مطالبة المعارضة برحيل النظام، وقال إنها لم تقدم أي برنامج بديل، و"الأجدر بها إقناع الناس والوصول إلى المجالس التمثيلية المنتخبة وفرض التغييرات التي تنشدها وإرساء نظام الحكم الذي تريده، إن كان الشعب يقبل بذلك".

من جهته أعلن وزير الاتصال الجزائري ناصر مهل أن الحكومة بدأت العمل لإلغاء تجريم جنح الصحافة، وستراجع قريبا قانون العقوبات لإلغاء المواد التي تنص على حبسهم.

وذكر للإذاعة الأربعاء أن وزير العدل سيقدم للحكومة مشروع إلغاء المادتين اللتين تنصان على معاقبة القذف في الصحافة بالحبس.

هذا معناه أن الحكومة ما زالت تصر على مواقفها الإقصائية، و أنها لن تتحرك قيد أنملة في الاتجاه الصحيح نحو تفعيل الديمقراطية و الإصلاح السياسي
كما أنني أشير إلى أن المادة الدستورية التي تشير إلى حظر الأحزاب ذات الصبغة الدينية، هي عار على الدستور الجزائري، و لا يخفى أن الذي وضع هذه المادة هو إيديولوجي كبير من المتعصبين للمذاهب اللائكيّة و القيم العلمانيّة،
فنحن نرى في أرقى الدول الغربية تقوم أحزاب ذات صبغة دينية مسيحية و لا أحد يعيب عليهم ذلك، و لا إشكال دستوري في ذلك، فلماذا تمنعون الناس من حقهم في اختيار اللون السياسي الذي يريدونه ؟
أما مادتكم الدستورية هذه، فهي دليل على إهانتكم للدين الإسلامي و حربكم على كل من يسعى لخدمة الإسلام في هذا البلد

لماذا العداء دائماااا للاحزاب الاسلامية رغم اني لا انتمي لتيارهم

لكن اليمقراطية تجبر حكامنا على فتح الباب لكل الاحزاب

فما هوا الفرق

بين حزب ديمقراطي و حزب اسلامي فكلاهما له برنامج

و الشعب هوا من يختار بالاضافة الى ان الاحزاب في الجزائر لا وزن لها

الاننا نعتمد على حكم رئاسي ونحن نعلم ان الرئيس يتم اختياره قبل

الانتخابات بسنين فلماذا الخوف

المشكل هو أن من يملك حق الاختيار لم يعد هو الشعب، بل هذا الحق حصريا يملكه دحو ولد قابلية و زمرته
و على هذا الشعب الذي يريد حزبا إسلاميا أن يخبط رأسه في الحيط ، و لتذهب الديمقراطية إلى الجحيم !
