الجنرال مارغريت وودوورد، قائدة بالقوات الجوية الأميركية في عملية "فجر أوديسا" التي بدأت إثر قرار مجلس الأمن الدولي رقم 1973 لفرض حظر جوي فوق ليبيا، ولحماية المدنيين الليبيين من هجمات الكتائب الأمنية التابعة للعقيد معمر القذافي ضد المدن الآمنة.

والميجور جنرال أو اللواء شوهدت تتحرك برشاقة في أحد مراكز القيادة جنوبي غربي ألمانيا، وهي تصدر أوامرها لطياري القاذفات الأميركية الجوية في قاعدة أفيانو الجوية الأميركية شمالي شرقي إيطاليا، بإقليم فريولي فينيتسيا جوليا، لكي يستعدوا للانطلاق لقصف أهداف تابعة للقذافي في عمق ليبيا.

وهي أيضا أرسلت بأوامرها السرية للسفن الحربية المنتشرة في البحر الأبيض المتوسط​​، وتعليماتها إلى أطقم المروحيات على تلك السفن التي تتعلق بأماكن وأزمان انطلاقهم للبحث والإنقاذ، عند الضرورة.

القائدة الأميركية أيضا بعثت بأوامرها إلى الطائرات المختصة بالاتصالات الإلكترونية لبث رسائل إذاعية يكون من شأنها تشجيع قوات القذافي على التمرد.

كما أنها أصدرت أوامرها لقاذفات "بي 2" من قاعدة ساوث داكوتا التي تغطيها الثلوج كي تقصف قرابة مائة هدف متناثرة في صحراء شمالي أفريقيا، وكانت القاذفات من طراز "بي 1" قصفت أهدافا خارج البلاد منطلقة من قواعدها داخل أميركا لأول مرة في عهد الرئيس الأسبق رونالد ريغان.

ووردوود أرسلت بقاذفة "ب 2" من قاعدتها في ولاية ميسوري لتدمير طائرة ليبية على الأرض الليبية بالقرب من مدينة مصراتة.

وأما عملية "فجر أوديسا" فتشير إلى أنها المرة الأولى في تاريخ الولايات المتحدة التي تتولى فيها امرأة دفة قيادة حملة عسكرية جوية بهذا الحجم والمستوى.

وأما من يساند مارغريت وودوورد في عملها فيتمثلون في أربعمائة من الطاقم، حيث طاردت دبابات القذافي وراجمات صواريخه وآلياته وصواريخه العسكرية إلى مشارف مدينة بنغازي شرقي ليبيا، وهي قصفت أهدافا في مختلف أنحاء البلاد.
