فرنسا خطّطت لأحداث ليبيا منذ سنتين


يرى الأمين العام لمركز الدراسات الأوروبي العربي بباريس، الدكتور مصطفى موفق، بأن الوضع في ليبيا يسير نحو التقسيم، مستبعدا وجود نية لقوات التحالف في احتلال الأرض، منتقدا الدور الفرنسي. واعتبر أن ما يجري حاليا قد حضرت له فرنسا منذ سنتين، والآن تطبق مخططاتها. كما انتقد الدور القطري الذي قال عنه بانه أصبح يزرع الفتنة والشقاق بدلا من العمل على التقريب، ليس فقط في ليبيا ولكن في كل الأقطار العربية.
وقال الدكتور مصطفى موفق بأن كل: ''الدلائل تشير إلى توجه نحو تقسيم ليبيا من قبل الفاعلين الغربيين، وليس هنالك من داع للاحتلال المباشر.. يكفي الغرب استمرار القتال وإضعاف كل الأطراف وإخضاعها لما خطط له عن وعي أو عن غير وعي. وفي الحالتين ستكون النتائج وبالاً على مستقبل ليبيا وأبنائها جميعاً دون تمييز بين مؤيد ومعارض.'' معتبرا بأن ''الحجج التي تسوقها دوائر الغرب عن عدم توفر الذخائر لديها لمواصلة الهجمات الجوية كذب مفضوح وذريعة لزيادة الخسائر البشرية والأموات كلهم ليبيون، وهذا يكفي فرنسا والغرب''.
وبذكره فرنسا ودورها في النزاع الحاصل في ليبيا يقول المتحدث: ''كانت فرنسا من الدول السبّاقة للاعتراف بالمجلس الانتقالي، لأنها في الحقيقة ـ أيضاً ـ كانت اللاعب الأساسي الذي حضر للعملية منذ أكثر من عامين، حسب ما تسرب من أخبار، وكان أبرز شخص لعب في هذا المجال ووثق العلاقة بين الرئيس ساركوزي وبين المناوئين للعقيد القذافي هو الكاتب الفرنسي، برنار هنري ليفي. وهذا يضع علامة استفهام قوية في مضمون التحرك ومراميه الحقيقية''. وأشار إلى أن الصراع الحقيقي في ليبيا: ''هو صراع القوى الغربية من أجل ثروات ليبيا النفطية وتقاسمها؛ حيث كانت فرنسا من أقل الدول استفادة من الاقتصاد الليبي''.
أما بخصوص الدور القطري المتقدم في النزاع، مقارنة بباقي الدول العربية التي أعلنت مساندتها للمعارضة الليبية، فيقول الدكتور مصطفى موفق: ''بكل أسف تلعب قطر الدور الأكثر سلبية ضمن الدول العربية تجاه الأحداث في ليبيا، فرغم كل المبادرات المعلنة عن الإنسانية والأخوية إلا أنها، بدل التوفيق بين الأطراف، تسعى لتوسيع الشقة بين الأخوة وتوسيع الفتنة، ليس في ليبيا فحسب، بل في كل الأقطار العربية. إنه دور مشبوه كدور قناة الجزيرة''.
ويرجع المتحدث إلى دور ''الناتو'' في الحرب بليبيا وعجزه إلى حد الآن في حماية المدنيين من قوات القذافي فيقول: ''لم تصل إلى حد الحسم لصالح القوى المناوئة ولم تصل إلى تنفيذ القرار الأممي لحماية المدنيين؛ حيث لاحظنا عمليات الكرّ والفر بين الأطراف، مع تزايد القتلى من الجانبين. إن سؤالاً ملحاً يطرح نفسه هنا: هل عجز قوات التحالف عجز متعمد لإطالة الصراع وابتزاز كل الأطراف في إطار برنامج مسبق تم التخطيط له لتقسيم ليبيا أو إضعافها''.
