الناتو والثوار يرفضون "عرض" القذافي

رفض حلف شمال الأطلسي والثوار الليبيون اليوم السبت عرض العقيد معمر القذافي وقف إطلاق النار من جميع الأطراف وليس قواته فقط، وإجراء مفاوضات بشرط أن يوقف الناتو ضرباته الجوية على ليبيا.
وكان القذافي قد عرض في خطاب أذاعه التلفزيون الليبي فجر اليوم إصدار أوامر بوقف إطلاق النار وإجراء مفاوضات شريطة أن يوقف حلف شمال الأطلسي ضرباته الجوية، لكنه رفض التخلي عن السلطة مثلما تطالب به المعارضة والقوى الغربية.
وقال مسؤول بالناتوإن الضربات الجوية الغربية على القوات الحكومية في ليبيا ستتواصل ما دام المدنيون يتعرضون للخطر.
وأكد المسؤول "نحن بحاجة لأن نرى أفعالا لا أقوالا، والحلف سيواصل العمليات إلى أن تتوقف الهجمات والتهديدات ضد المدنيين وإلى أن تعود قوات القذافي إلى قواعدها وإلى أن يكون هناك وصول كامل وآمن دونما عراقيل للمعونات الإنسانية لجميع الأشخاص المحتاجين للمساعدة".
وسبق أن رفض التحالف العسكري الذي ينفذ تفويضا للأمم المتحدة بحماية المدنيين خلال حملة دموية على انتفاضة معارضة للحكم، دعوات من القذافي إلى الهدنة.
وقال المسؤول بالحلف "النظام أعلن وقفا لإطلاق النار عدة مرات من قبل ثم واصل مهاجمة المدن والمدنيين، أي وقف لإطلاق النار يجب أن يكون موثوقا فيه ويمكن التحقق منه".
ورفض المسؤول التعليق على مدى استعداد الحلف لعقد اجتماع مع ممثلي القذافي لإجراء محادثات إذا جرت اتصالات بشأن مباحثات من هذا القبيل.
من جهتهم رفض الثوار في ليبيا عرض القذافي، وقال المتحدث باسمالمجلس الوطني الإنتقالي عبد الحفيظ غوقة، إن النظام الليبي فقد كل مصداقية والشعب الليبي لا يمكن أن يقبل أن يلعب نظام القذافي أي دور في ليبيا المستقبل.
وأضاف غوقة في بيان "القذافي عرض مرارا وقف إطلاق النار ليواصل فقط انتهاك حقوق الإنسان". وأكد أن "وقت التسوية انتهى وأن الشعب الليبي لا يمكنه تصور أو قبول مستقبل لليبيا يلعب فيه نظام القذافي أي دور".
بدوره قال المتحدث العسكري باسم المعارضة الليبية العقيد أحمد باني إن "القذافي يلعب ألعابا قذرة، وإن المعارضة لن تصدقه ولن تثق فيه".
وكان القذافي قد عرض في خطاب بثه التلفزيون الليبي فجر اليوم بمناسبة الذكرى الـ96 لمعركة القرضابية ضد الاستعمار الإيطالي، إصدار أوامر بوقف إطلاق النار وإجراء مفاوضات شريطة أن يوقف الناتو ضرباته الجوية، لكنه رفض التخلي عن السلطة مثلما تطالب به المعارضة والقوى الغربية.
وقال القذافي إنه أول من وافق على وقف لإطلاق النار لكن "الإرهابيين" لن يلتزموا ا به لأنه "ليس لديهم قيم ولا يؤمنون بالديمقراطية". وأشار إلى أن القرار الأممي 1973 لا يتضمن قتل المدنيين وتدمير البنى التحتية للبلد ولا محاولة اغتياله.
ودعا القذافي إلى أن تكون مدينة أجدابيا منزوعة السلاح نظرا لخصوصيتها الاقتصادية، كما طالب الاتحاد الأفريقي بنشر مراقبين داخل المدينة، مشددا على أن الليبيين لا يمكن أن يتقاتلوا فيما بينهم.
أما بالنسبة للناتو فقد قال القذافي إن باب السلام مفتوح، معلنا استعداده للحوار والتفاوض معه لحل الأزمة، ومتوعدا قوات الحلف بالهزيمة إذا قررت الاستمرار في الحرب.
كما اتهم القذافي الغرب بشن "حرب صليبية" ثانية وظالمة، واعتبر أن الناتو "يدمر بعملياته الجدار العازل (ليبيا) للإرهاب والهجرة غير الشرعية إلى أوروبا"، ناصحا إياه بعدم التفكير في النجاح عبر عملياته في أربعة أمور:
أولا- تغيير النظام في ليبيا لأنه نظام جماهيري نابع من الشعب، وأضاف أن تغيير نظام المؤتمرات الشعبية يتطلب تغيير الشعب الليبي، وهذا لن يحصل حتى لو "استمر القصف أربعين عاما وقصفتم ليبيا بالقنابل الذرية".
ثانيا- موضوع رحيله من ليبيا، وفي هذا الخصوص أكد أنه لن يترك بلده، ولا أحد يمتلك الحق في دعوته إلى ذلك، مجددا القول إنه سيقاتل حتى يموت فوق ترابها ودفاعا عنها. ولفت إلى أن الشعب الليبي كله يريد الشهادة أو العيش بمجد وحرية في بلده.
ثالثا- النفط الذي وضعه القذافي بمساواة الحياة، معتبرا أن سيطرة الغرب على نفط ليبيا دونها الموت، مؤكدا أن الدولة الليبية ومؤسساتها وشعبها المسلح هم من سيتحكمون في النفط وليس "عصابات مسلحة".
رابعا- احتلال ليبيا التي تبلغ مساحتها مليوني كيلومتر، وحذر القذافي الغرب من أن الشعب الليبي الذي سلحه بمئات الآلاف من الرشاشات سيدافع عن أرضه. وأضاف أنه إذا قرروا الهجوم البري فإن "ملايين الليبيين المسلحين سيكونون بالمرصاد".
كما أعلن القذافي عن تطويره "للمقاومة الليبية" عبر إشراكه النساء والأطفال والشيوخ فيها، وقال إن هؤلاء سيزحفون إلى شرق البلاد لتحرير من وصفهم بالعائلات الأسيرة.
وختم القذافي بدعوة الغرب إلى ترك القضية الليبية للاتحاد الأفريقي لحلها، ولفت إلى أن المعركة ستطول حتى موعد الانتخابات في دول الحلف "وحينها سأشمت فيكم حين تخسرونها".
