باريس وواشنطن تدرسان الانسحاب من أفغانستان للتفرغ لليبيا


تحدثت باريس وواشنطن عن اعتزامهما الانسحاب من أفغانستان بعد مقتل بن لادن وهو ما قد يقرأ على أنه محاولة فرنسية - أمريكية للتخلص من أعباء الحرب الخاسرة في أفغانستان والتفرغ لليبيا الغنية بالنفط وربما لبعض الدول العربية التي تصنفها وشنطن بدول "محور الشر"
رجح وزير خارجية فرنسا، ألان جوبيه، في تصريحات أمس الأربعاء الانسحاب من أفغانستان قبل 2014، في حين حذر وزير الداخلية، كلود غيان، مما سماها الأعمال الانتقامية التي قد تنفذ ضد فرنسا بعد مقتل زعيم تنظيم القاعدة. وقال لإذاعة "فرانس 24" إن بلاده ستتخذ الوقت الكافي خلال الشهور القادمة للتفكير في قرار الانسحاب من أفغانستان في أعقاب مقتل أسامة بن لادن ليلة الاثنين إلى الثلاثاء من طرف قوة أمريكية خاصة بباكستان.
وأوضح زعيم الدبلوماسية الفرنسية أن قرار سحب القوات قبل 2014 هو أحد الخيارات التي ستتم دراستها، مشيرا إلى أن الأمريكيين بدورهم ينظرون في هذا الأمر.
ومن جانب آخر، أكد الوزير أن الوجود العسكري هناك لم يكن هدفه القضاء على بن لادن وإنما كان دوما يهدف لمساعدة حكومة هذا البلد على بسط سلطتها على مجمل أراضيه "وضمان الأمن والديمقراطية للشعب الأفغاني".
وأعرب جوبيه عن أمله في أن يؤدي مقتل زعيم القاعدة إلى تحقيق التقدم لأفغانستان، مشددا في ذات السياق على أنه لا يوجد حل سياسي بأفغانستان على المدى الطويل بدون العمل في إطار من الثقة مع الجارة باكستان.
وفي ذات السياق، ذكر مسؤولون أمريكيون أن إدارة الرئيس باراك أوباما تسعى لاتخاذ مقتل زعيم تنظيم القاعدة أسامة بن لادن فرصة لتعجيل التسوية مع حركة طالبان وإنهاء حرب أفغانستان. ونقلت صحيفة "واشنطن بوست" عن مسؤولين بالإدارة اعتقادهم بأنه بات من السهل الآن بالنسبة لزعيم طالبان، الملا محمد عمر، كسر تحالفه مع القاعدة، وهو ما كان مطلبا أمريكيا لأي اتفاقية سلام.
ويرى المسؤولون أن مقتل بن لادن قد يجعل محادثات السلام نتيجة مستساغة لدى الأمريكيين، ويجنب أوباما الانتقاد بأن الإدارة تتفاوض مع إرهابيين.
وقال مسؤول آخر يشارك بالسياسة الخاصة بأفغانستان إن قتل بن لادن "يقدم فرصة للمصالحة لم تكن موجودة من قبل".
وأشارت "واشنطن بوست" إلى أن هذين المسؤولين وآخرين شاركوا في مناقشات طارئة وجلسات إستراتيجية خلال اليومين الماضيين بشأن الاستفادة من موت بن لادن كشرارة لإطلاق محادثات السلام.
غير أن الصحيفة تقول إن جلب الفصائل المختلفة لطالبان إلى طاولة المفاوضات لايزال يشكل تحديا، ولاسيما أن منظمة الملا عمر التي تتخذ من مدينة كويتا مقرا لها، تفتقر إلى الجناح السياسي أو المسؤولين المعروفين كمحاورين.
كما أن إدارة أوباما تعول على المناورات الماهرة لحكومة الرئيس الأفغاني حامد كرزاي التي يفترض أنها ستقود العملية السلمية، وعلى التعاون من قبل الحكومة الباكستانية التي تستطيع أجهزة مخابراتها التدخل بسهولة في مبادرات السلام.
ومع ذلك، فإن الإدارة الأمريكية ترى في موت بن لادن– تقول "واشنطن بوست" - فرصة ملائمة، خاصة أن الزيادة بعدد الجنود الذين أرسلتهم الإدارة لأفغانستان تمكنت من طرد "المتمردين" خارج الأجزاء ذات الأهمية الإستراتيجية جنوبي البلاد، وهو ما يعزز الرغبة لدى قادة طالبان في المفاوضات.
