و هو مروان بن الحكم بن ابي العاص بن أمية القرشي، أبو عبد الملك ويقال أبو القاسم ويقال أبو الحكم، المدني. البعض يجعله من صغار الصحابة والبعض يجعله من كبار التابعين. ولد في العام الثاني للهجرة ، وقيل: الرابع للهجرة بمكة المكرمة وتوفي سنة 65 للهجرة بدمشق . أمه أم عثمان آمنة بنت علقمة بن صفوان الكنانية. من الخلفاء الأمويون في دمشق وهو الخليفة الرابع كان فقيهاً ضليعاً، وثقة من رواة الحديث. روى له البخاري وأصحاب السنن الاربعة.
كان كاتبا لعثمان بن عفان رضي الله عنه و ارضاه أثناء خلافته، وتولي إمرة المدينة وموسم الحج في عهد معاوية بن ابي سفيان واستمر كذلك في أوائل عهد يزيد بن معاوية حتى أُخرج من المدينة إلى دمشق بعد أن رفض أهل المدينة مبايعة يزيد .
