حركة تصحيحية داخل المركزية النقابية إ ع ع ج

جددت قيادات سابقة في الاتحاد العام للعمال الجزائريين دعوتها إلى إحداث تغيير في مسار المركزية النقابية، وتصحيح أوضاعها التنظيمية والتمثيلية والمطلبية. ودعت النقابيين إلى التكتل في إطار مبادرة ''إحداث التغيير'' وإنقاذ الرصيد التاريخي للاتحاد.
هذه الدعوة وجهتها ست قيادات سابقة في الاتحاد ع.ع.ج، من خلال توقيع بيان جديد تلقت ''الخبر'' نسخة منه، في سياق مبادرة لإنقاذ المنظمة العمالية، وهم أربعة أمناء وطنيين سابقين معروفين، ويتعلق الأمر بعيسى نواصري وعمار مهدي وعامر محمد والأخضر محمد الأخضري، إضافة إلى عضو مكتب الاتحاد في العاصمة سابقا محمد بن مريجة وأمين عام الاتحاد بحسين داي دحمان بوخيطين. وحذر البيان الموقع من طرف المجموعة من إمكانية أن تجد المركزية النقابية نفسها على هامش الأحداث والتطورات الراهنة في البلاد، مشيرا إلى أنه ''لا يمكن للاتحاد أن يعيش على أطنان بيانات المساندة في مناخ التعددية السياسية والنقابية والتنوع الثقافي، وكذا اشتداد حركة الاحتجاج الاجتماعي التي تزداد اتساعا وسوف تتجاوز الهياكل النقابية الجامدة''.
وأضاف البيان: ''لقد حذرنا في وقت سابق من مغبة الاستمرار في التغني بالسلم الاجتماعي المحقق جزئيا بفضل السيولة المالية الناتجة عن ارتفاع أسعار النفط، في الوقت الذي تزداد التناقضات بين مصالح فئات المجتمع''، مشيرا إلى أن ''هذه التناقضات تترجم ببروز مئات الحركات الاحتجاجية التي تجاوزت العقد الاجتماعي، وأثبتت فشل أساليب الحوار التقليدية''. وأشار الموقعون إلى أنه ''ليس في نية أصحاب المبادرة التطرق للقضايا الداخلية للاتحاد، أو الإساءة للمركزية النقابية أو للأشخاص''، معتبرا أن ''توقيت فتح ملفات التسيير الداخلي للمنظمة لم يحن بعد، لكن سيأتي يومها، غير أن المهم الآن هو تحقيق هذا التغيير''.
وأعلن أصحاب المبادرة عن بداية حشدهم للدعم من القواعد النقابية، والتحاق عشرات النقابيين بهم، واستعدادهم للمساهمة فيها، ودعوا النقابيين إلى التعبير عن مواقفهم بكل حرية، من أجل إعادة المصداقية إلى الاتحاد ع.ع.ج. كما حذر البيان قيادة المركزية النقابية من ممارسة أية ضغوط أو اعتماد أساليب الإقصاء والترهيب في حق النقابيين الذين يعلنون رغبتهم في التغيير ومساندة أهداف هذه المبادرة. وحذرت القيادات السابقة في الاتحاد ما وصفته ''جهاز المركزية النقابية'' من ''أي مساس أو إجراء قمعي يستهدف النقابيين الذين يعبرون عن مواقف مغايرة، والدفاع عنهم بكل الوسائل المتاحة''.
وأوضحت أنها تتوقع أن تواجه قيادة المركزية النقابية، التي يقودها الأمين العام عبد المجيد سيدي سعيد، هذه المبادرة، وكذا من قبل أولائك الذين يريدون بقاء الحال على حاله للاستمرار في مواقعهم التي تضمن لهم مكاسب وامتيازات.
وقال أصحاب المبادرة لـ''الخبر'' إنهم شرعوا في تشكيل خلايا للتنسيق في 13 ولاية، على أن يتم لاحقا تشكيل خلايا أخرى في بقية الولايات.
وتأتي هذه المبادرة على خلفية تراجع التمثيل النقابي للاتحاد العام للعمال الجزائريين، في مقابل توسع سيطرة النقابات المستقلة على عدد من القطاعات كالتربية والصحة وغيرها، وتحقيقها مكاسب عمالية من الحكومة التي باتت تتعاطى بواقعية أكبر مع التمثيل النقابي، وهو ما دفع الأمين العام للاتحاد، عبد المجيد سيدي السعيد، الأسبوع الماضي، إلى القول إن ''الاتحاد يدفع ثمن صمته''.
