اشتباك بين طائرات آباتشي أميركية وحرس الحدود الباكستاني

وقع أمس الثلاثاء اشتباك بين طائرات آباتشي أميركية وحرس الحدود الباكستاني من شأنه -بحسب تحليلات المراقبين- أن يزيد من حالة الاشتباك السياسي القائمة بين واشنطن وإسلام آباد منذ عملية قتل زعيم تنظيم القاعدة أسامة بن لادن.

فقد أكد معهد ستراتفور الأميركي للدراسات الاستخباراتية أن مروحيتين أميركيتين من طراز آباتشي تابعتين للقوات الدولية للمساعدة على تحقيق الأمن والاستقرار في أفغانستان (إيساف) المنضوية تحت قيادة حلف شمال الأطلسي اشتبكتا مع قوات حرس الحدود الباكستاني قرب قرية داتاخيل غربي ميرانشاه في منطقة شمال وزيرستان التابعة للإقليم الخاضع للإدارة الفدرالية أو ما يعرف إعلاميا باسم منطقة القبائل المتاخمة لأفغانستان.

ومع استمرار التحقيقات للوقوف على ملابسات الاشتباك، قالت قوات إيساف إن الطائرتين ردت على نيران معادية مباشرة استهدف موقعا متقدما لقوات إيساف في أفغانستان، في حين أصر الجانب الباكستاني على أن قواته كانت تدافع عن سيادة أراضيها.


ويرى تقرير ستراتفور أن هذا الحادث من شأنه إعادة الاشتباك القائم بين إسلام آباد وواشنطن على المستوى الإعلامي والسياسي منذ قيام قوات خاصة أميركية بقتل أسامة بن لادن في منزل بمدنية إيت آباد الباكستانية في الثاني من ماي الجاري دون علم الحكومة الباكستانية.

كما يتزامن الحادث مع تصعيد مكثف للقوات الأميركية في استخدام طائرات بدون طيار لضرب أهداف داخل الأراضي الباكستانية بما فيها طلعات تنطلق من قاعدة داخل الأراضي الباكستانية تشرف عليها المخابرات المركزية الأميركية .

ومما يلفت الانتباه -يقول ستراتفور- أن حادثة الاشتباك الحدودية جرت بينما كان رئيس لجنة العلاقات الخارجية في مجلس الشيوخ الأميركي جون كيري يغادر إسلام آباد في ختام زيارة استغرقت عدة ساعات وكانت تهدف لاستعادة إجراءات بناء الثقة بين الطرفين التي تضررت في أعقاب عملية إبت آباد.


ويضيف التقرير أن الاشتباك الذي أسفر عن مقتل اثنين من عناصر الحرس الحدودي الباكستاني إلى جانب استمرار الغارات الجوية لطائرات الاستطلاع بدون طيار، يدل وبشكل لا يقبل الجدل على أن الولايات المتحدة تعرف جيدا أن مقتل بن لادن لم يشكل نقلة إستراتيجية هامة على صعيد الحرب على الإرهاب.

وما يدل على ذلك بشكل عملياتي -يقول ستراتفور- إن التوجيهات العسكرية الأميركية لقواتها قرب الحدود الباكستانية الأفغانية لم تتغير استتباعا لمحاولات القيادة العسكرية والاستخباراتية منع طالبان من استخدام الحدود الأفغانية الباكستانية -المتداخلة جغرافيا وعرقيا- كمنطلق لعملياتها ضد القوات الأجنبية في أفغانستان.

ويشير التقرير أيضا إلى أن الولايات المتحدة تدرك تماما أن الحرب على ما تسميه الإرهاب لم تنته وبالتالي من الصعب احترام سيادة الحدود الباكستانية، مما يعني احتمال وقوع المزيد من الأحداث والاشتباكات بين الأميركيين والقوات الباكستانية في أي وقت ممكن.

وذكر التقرير أن القيادة العسكرية الأميركية ومنذ تفجير مقر المشاة البحرية (مارينز) في بيروت عام 1983 أعطت قادتها الميدانيين تصريحا واضحا باستخدام القوة النارية المفرطة في الدفاع عن النفس، وهذا بالضبط ما جرى أمس الثلاثاء قرب قرية داتاخيل.
