هام الى كل الأطباء البيطريين العاملين بالبلديات

لقد جاء القانون الأساسي لعمال البلديات الذي هو قيد الدراسة على مستوى مديرية الوظيف العمومي بالجديد بالنسبة للأطباء البيطريين العاملين بالبلديات , إلا أن هذا الجديد هو إجحاف و تقزيم و خلط في المهام إن دل على شيء إنما يدل على أن واضعي القانون لا يفقهون شيئا في هذا الإختصاص و أنه حقيقة لم يتم إشراك اهل الإختصاص في إعداد
القانون الأساسي للبلديات في شقه المتعلق بالأطباء البيطريين
و قد إرتأيت أن أوضح لزملائي الأطباء البيطريين العاملين في البلديات و كذلك المسؤولين ما يمكن توضيحه حتى نكون جميعا على بينة من أمرنا و لنأخذوا القضية محمل الجد
إذ أن العنوان البارز لكل ما سبق ذكره هو ان الأطباء البيطريين العاملين في البلديات تم فصلهم من سلك الأطباء البيطريين الذي أصبح لا يضم سوى زملائنا العاملين بوزارة الفلاحة بمختلف مصالحها و تم دمجهم في سلك جديد*
سلك مفتشي النظافة و النقاوة العمومية و المحيط و تم تصنيفهم في رتبة مفتش رئيسي للنظافة و النقاوة العمومية و المحيط وعليه فقد فقدو أليا صفة طبيب لأنه بكل بساطة تم إخراجهم من سلك الأطباء البيطريين من جهة و من جهة أخرى لأن هذه الرتبة لا تقتصر على حاملي شهادة دكتور بيطري بل تم إدماج حاملي شهادة مهندس دولة في إختصاصات كثيرة
في هذه الرتبة كما انه أصبح هناك فارق في التصنيف و سأتطرق الى هذه النقطة و غيرها في التفصيل:

أولا
تحدد المادة رقم 300 من القانون الأساسي للعمال البلديات مهام المفتش الرئيسي للنظافة و من بين اهم هذه المهام
المشاركة في حملات تلقيح الحيوانات -
محاربة الأمراض المتنقلة عن طريق الحيوان -
و الواضح و الأكيد ان مثل هذه المهام و غيرها الواردة في هذه المادة هي من إخصاص الطبيب البيطري فهومن يقوم بعملية تلقيح الحيوان و بالضرورة تسليم شهادة تلقيح ولكن هذه الرتبة تضم الى جانب الطبيب البيطري المهندس في إختصاصات كحماية المحيط و البيئة و البيولوجيا و الكيمياء و علوم البحرو هو ما تشير إليه المادة 304 التي تحدد شروط الإلتحاق برتبة مفتش رئيسي في النظافة هل هذه الشريحة من المهندسين مؤهلة و مكونة لتلقيح الحيوانات, هل لديها الصلاحية قانونا للقيام بهذه العملية و ما ينجم عنهامن تسليم شهادة تلقيح ثم هل تقبل مفتشية البيطرة و هي الجهة التقنية التي تسلم اللقاحات للأطباء البيطريين سابقا على مستوى البلديات أقول هل تقبل أن تسلم اللقاح لفئة غير مؤهلة للقيام بهذه المهام لا أظن ذلك لأنهم أهل إختصاص
إن الأدهى من ذلك أنه تم السماح حتى للمهندسين في الإعلام الألي و الإحصاء و التهيئة الحضرية للإندماج في هذه الرتبة كما تشير الى ذلك كما تشوضح المادة رقم 307 و لا يتوقف الأمر عند هذا الحد فإن حاملي شهادة ليسانس او
ما يعادلها يمكنهم ان يرتقو الى هذه الرتبة عن طريق الإختبار المهني او الإنتقاء (المادة 304 )

ثانيا
يرتب الأطباء البيطريين التابعين لوزارة الفلاحة كالتالي
طبيب بيطري -صنف 13
طبيب بيطري رئيسي- صنف 15
طبيب بيطري رئيس- صنف 17
بينما في البلديات يكون الترتيب كالتالي
مفتش رئيسي للنظافة- صنف 13
مفتش نظافة للشعبة- صنف 14
مفتش نظافة رئيس- صنف 16
و لكم أن تحكموا بأنفسكم نفس الشهادة و نفس الوظيفة و التصنيف مختلف و سينجم عن ذلك إختلال في الرواتب مما قد يجعل الطبيب البيطري في البلدية عرضة للمساوات خاصة أن الفرق في الرواتب سيكون معتبرا ,, إذن نفس التكوين نفس الشهادة نفس المهام و لكن تصنيف أقل.

ثالثا
ستكون فرصة إلتحاق البياطرة الجدد بمناصب في البلديا ت و المقدرة بأكثر من ألف منصب محل منافسة بين الأطباء البيطريين و المهندسين في البيئة و حماية المحيط و الكيمياء و البيولوجيا و الميكروبيولوجيا و علوم البحر و غيرها بعد ما كانت مقتصرة على الأطباء البيطريين فقط و هذا ما سوف يقلل من فرص تشغيلهم لذلك نطلب من طلبة الطب البيطري الدفاع على مستقبلهم كما قام بذلك طلبة الطب و الصيدلة و جراحة الأسنان و لا تنسو أننا نحمل صفة دكتور بخلاف المهندسين
