هل ستزرع ليبيا الشقاق في الناتو؟

هل ستسفر العملية العسكرية في ليبيا عن حدوث انشقاق داخل حلف الناتو؟ الى ماذا يميل قادة الحلف؟ الى تصعيد العمليات العسكرية، أم الى المفاوضات السلمية؟ هل على حق كل من يعتقد ان الولايات المتحدة هي القوة الأهم في الناتو وذلك بالنظر الى محاولات فرنسا وبريطانيا للعب الدور القيادي في الناتو؟
معلومات حول الموضوع:
عملية التحالف الغربي الحربية التي يتولى حلف الناتو قيادتها في ليبيا تسببت منذ البداية في تناقضات غير قليلة داخل الحلف نفسه. بعض دول الناتو، وخصوصا المانيا وتركيا، لم تؤيد العملية، فيما لا تزال الأهداف الحقيقية واستراتيجية الدول المشاركة في العملية تثير تقويمات متضاربة حتى الآن. ونظرا لأن الحملة في ليبيا اتخذت طابعا طويل الأمد، وبات من الصعب التكهن بنتائجها، فقد صار حلف الناتو يواجه ضرورة اتخاذ قرار سياسي عاجل باعتباره الأسلوب الوحيد لتجاوز الأزمة الليبية. ولا يستبعد العديد من المحللين ان يصار الى تشديد الضغط العسكري، وتفعيل دعم الثوار عسكريا من قبل البلدان الغربية، وتقسيم البلاد، بل وحتى تصفية الزعيم الليبي بينما تقتل دول حلف الناتو الوقت وتواصل التفكير في تفاصيل إنهاء الأزمة الليبية وأطر الصفقة المحتملة مع معمر القذافي.والى ذلك طفت داخل حلف الناتو، في سياق الحملة الليبية، خلافات كبيرة قد تهدد الحلف بالتفكك. ويرى الخبراء ان احتمالات العملية البرية في ليبيا ستكون أكبر امتحان لمتانة الناتو. ونظرا للإحتكاكات الخطيرة داخل الحلف والمتعلقة باختلاف درجة الإهتمام بالمشكلة الليبية لا موجب لتوقع بدء العملية البرية في ليبيا بقيادة حلف الناتو في المستقبل المنظور. الا ان المحللين المتشائمين يؤكدون ان الدول الأشد عزيمة في المشاركة في الحملة على ليبيا، وخصوصا فرنسا وبريطانيا، يحتمل على اية حال، وبتأييد من بعض الأقطار العربية، ان تعتزم لوحدها شن عملية برية مستقلة لإسقاط نظام القذافي. وغني عن البيان ان شن العملية البرية في ليبيا يتعارض مع قرار الأمم المتحدة بشأن منطقة الحظر الجوي ويشكل سابقة خطيرة اخرى لخرق القانون الدولي.
