مشكلات الناتو مع ثوار ليبيا



قالت صحيفة واشنطن بوست الأميركية إن الثوار الليبيين يشعرون بالامتعاض لأن دورهم يقتصر على إخطار قوات حلف شمال الاطلسي (ناتو) بمناطق التوتر والقتال وطلب المساعدة، ويشعرون بأنهم بعيدون عن دائرة صنع القرار في الحرب ضد الزعيم الليبي معمر القذافي.


وتقول الصحيفة إنه في الوقت الذي تستخدم فيه الولايات المتحدة وحلفاؤها الأوروبيون آخر ما توصل إليه العلم الحديث في مجال الأسلحة المتطورة، تفتقد مراكز قيادة عمليات الثوار في شرقي ليبيا إلى المعدات المتطورة اللازمة لإدارة الحرب، حيث لا توجد أجهزة صور الأقمار الاصطناعية ولا خرائط ولا أنظمة تحديد المواقع الملاحية، وأدهى من ذلك أن مراكز قيادة عمليات الثوار لا تمتلك حتى خط هاتف مباشر مع نظيراتها في حلف الناتو.


وتضرب الصحيفة مثالا للصعوبات التي يواجهها الثوار الليبيون في التنسيق مع الناتو في حادثة حدثت منذ أيام قليلة عندما أراد عبد السلام الحاسي -وهو عميد سابق في الجيش الليبي انضم إلى الثوار- طلب المساعدة من قوات الناتو، ولم يجد طريقة غير الذهاب إلى المستشارين الأميركيين والأوروبيين في مركز العمليات والطلب منهم أن يبلغوا الناتو بأن هناك موقعا بحاجة إلى دعم. تقول الصحيفة إن الحاسي أبلغ المستشارين ولم يعد بإمكانه أن يفعل شيئا غير الصلاة أن تأتي النجدة بسرعة ودون تأخير.
وتنقل الصحيفة عن الحاسي قوله "بعض الأحيان يأتي الدعم متأخرا، ومتأخرا جدا. إننا نتصل بهم من خلال وسيط. لا يوجد هناك خط ساخن بيننا وبينهم. أشعر أنني أتعامل مع خدمة الغرف في فندق".


الضباط الموجودون في صفوف الثوار يشتكون من عدم تعيين الناتو ضابط تنسيق في مراكز العمليات بليبيا، والحاسي وفريقه لا يتحدثون إلى مراكز عمليات طائرات الاستطلاع المعروفة بإسم "أواكس" لتنسيق الضربات الجوية، كما يشعر الفريق بأن الناتو لا يهتم بإطلاعهم على التقارير الميدانية.


ويعبر الحاسي عن تذمره بالقول "ليس لدينا أي اتصال بأي أحد غير الموجودين معنا. نحن بحاجة إلى مزيد من التواصل مع الناتو. نحتاج إلى المزيد من كل شيء".
وتقول الصحيفة إنه رغم التذمر كان الحاسي حريصا على ألا يذهب بعيدا في انتقاداته، حيث يدرك أن آمال الثوار معقودة على مساعدة الناتو في الإطاحة بالقذافي الذي يحكم ليبيا منذ 42 عاما.


من جهة أخرى، يقول المسؤولون في حلف الناتو إن الحفاظ على المسافة بين الحلف والثوار كان معتمدا، وتنقل الصحيفة عن مسؤول في الناتو قوله "بالنسبة لنا، الأمر برمته يتعلق بالحرص على عدم خرق تفويض الأمم المتحدة الممنوح لنا. لا يمكننا أن نكون بمثابة سلاح القوة الجوية للثوار. لقد كانت انتفاضة شعبية وعليها أن تكمل مسيرتها كذلك. ومسألة إقرار المزيد من الدعم ليس في أيدينا".


يذكر أن تعليمات حلف الناتو تحضر على أي متحدث عسكري الكشف عن هويته.
إلا أن الصحيفة تقول إنها لاحظت توسع دائرة العمليات العسكرية في ليبيا لتشمل الجبال في المنطقة الغربية، وفرنسا وبريطانيا أرسلت طائرات مروحية قاصفة لتنفذ غارات أكثر دقة على معاقل القوات التابعة للزعيم القذافي.


الناتو كان قد أعلن الأربعاء الماضي تمديد مهمته في ليبيا تسعين يوما، والتي وصفتها الصحيفة بأنها خطوة معنوية أكثر منها تكتيكية، حيث لم تعلن أية إجراءات إضافية قد تضيق الخناق على قوات القذافي، وبينما يستمر الناتو في القتال من الجو، سوف يستمر الحلف في الاعتماد على مصادر الثوار على الأرض.

لاحظ معي هم يضربون فقط الجيش الليبي و الاماكن الرسمية متى يشاؤون و ذلك مخالف لتوصيات الامم المتحدة بحظر جوي و كفى و التدخل كان لحماية المدنيين و ليس لقلب النظام لتوفير مناخ لحل سلمي ...

الان يعودون لهذه التوصيات و هم يعرفون ان الوضع معلق هناك و الثوار وصلوا لنقطة اللاعودة و لا حل لديهم الا رأس القذافي كورقة ضغط و استفزاز ..

هذا يترجم ابتزاز واضح لمزيد من التنازلات و التوقيع مغمضي العين على ما يخفى من الصفقات المستقبلية و ظهرت الكثير من الوعود و على الثقيل تمس حتى امن المنطقة ...

سؤال آخر ، اين قطر و الجامعة العربية للتوسط بينهم و بين الناتو ؟ اليسوا هم من جلب الناتو ؟
