هل المعارضة الليبية بقيادة المجلس الانتقالي ونظام القذافي وجوهان لعملة واحدة ؟ بهذا السؤال قيمت صحيفة “انترناشيونال تايمز” البريطانية الأوضاع في ليبيا وبهذا التصريح أوضح بانوس مومسيس، منسق الشؤون الإنسانية بالأمم المتحدة إلى ليبيا الوضع قائلا:”إن عدة مدن ليبية سواء منها المناطق الخاضعة لسيطرة القذافي أو تحت سيطرة المعارضة، ستشهد حالة من المجاعة على الأرجح خلال الأسابيع القريبة بسبب نفاذ المحزونات الغذائية”، مشيرا إلى أن كلا من المجلس الانتقالي الليبي ونظام القذافي يتحملان بنفس الحجم مسؤولية الأزمة الإنسانية في ليبيا

وأكد مجلس حقوق الإنسان أنه يتجه إلى إدانة كل من طرفي الصراع بجرائم حرب ضد الإنسانية، كما أن مجلس حقوق الإنسان يجري التدقيق في تقارير إساءة معاملة المعارضة للسجناء، كما قال مومسيس: “معاملة المجلس الانتقالي الليبي لأسرى الحرب وسوء معاملة الأسرى الذين قتلوا من الأفارقة في جنوب الصحراء الليبية بعد أن اتهمتهم ظلما بأنهم مرتزقة، هو مؤشر على وجود تشابه بين المجلس الانتقالي الليبي ونظام القذافي في خرقها للقوانين الدولية وحقوق الإنسان”. وأكد بانوس الذي زار بنغازي واطلع مجلس حقوق الإنسان بما يحدث في ليبيا، أن الانتقالي الليبي يقوم باعتقالات غير قانونية للأفارقة ومن غير وجه حق للأجانب المقيمين في ليبيا الذين تتهمهم المعارضة الليبية بأنهم مرتزقة، يحتجز في ظروف غير إنسانية أزيد من 150 سجين في بنغازي، و150 في مصراتة منهم أجانب من تشاد وغانا والجزائر ومصر. وقال بانوس: “المجلس الانتقالي يخرق اتفاقيات جنيف التي تنظم معاملة إنسانية للسجناء وغيرهم من ضحايا الحرب”. وأضاف: “مهما كانت التهم التي تم اعتقالهم على أساسها فلا بد من ضمان حق السجين”.
وأضاف: “كل من خرق قوانين حقوق الإنسان في ليبيا سيعاقب” ودون أن يوضح طبيعة وتفاصيل العقوبات، أكد أن المساجين لا يستطيعون الحصول على الرعاية الأساسية إلا أنه أشار إلى أن مجلس حقوق الإنسان يدعو إلى احترام المبادئ التوجيهية للسجناء في الحصول على الرعاية الطبية، والسماح له بحرية ممارسة دينهم والاتصال بأسرهم، وتلقي زيارات من ممثلي اللجنة الدولية للصليب الأحمر.
