روسيا: كان يتعين على لجنة التحقيق التأكد من المعلومات حول عدم تناسب اجراءات الناتو في ليبيا

روسيا: كان يتعين على لجنة التحقيق التأكد من المعلومات حول عدم تناسب اجراءات الناتو في ليبيا
كان يتعين على اللجنة الدولية المستقلة للتحقيق في حالات خرق حقوق الانسان في ليبيا، التأكد من صحة المعلومات حول عدم تناسب اجراءات قوى الناتو في هذا البلد. عرض هذا الرأي فاليري لوشينين، مندوب روسيا الدائم لدى فرع الامم المتحدة والمؤسسات الدولية الاخرى في جنيف في كلمته في اطار الحوار عبر شبكات الاتصال مع اللجنة التي قدمت تقريرها اليوم 9 يونيو/حزيران الى دورة مجلس الامم المتحدة لحقوق الانسان، الجارية في جنيف.
فقال الدبلوماسي الروسي: "اود الاستفسار عن سبب عدم قدرة الخبراء على التأكد من صحة المعلومات حول عدم تناسب اجراءات الناتو في ليبيا، في حين تتوفر ادلة جلية كثيرة جدا على ذلك". واكد لوشينين: "اننا ننطلق من ان الوقائع التي جمعتها اللجنة وصحتها تتطلب تدقيقا اضافيا، قبل استخدامها بمثابة قاعدة اثبات لدى اجراء التحقيقات التالية"، داعيا "القوى الخارجية التي تشارك في النزاع الليبي الى مساعدة الطرفين في التوصل الى حلول وسط لا تتجاوز اطر قرارات مجلس الامن الدولي بشأن ليبيا، والالتزام بنص وروح هذه القرارات".
وقال لوشينين ان "تصعيد قوات التحالف ضرباتها بالقنابل والصواريخ، بما في ذلك الى المنشآت المدنية، ويقع ضحية لها السكان المسالمون، يثير اليوم قلقا متزايدا. ونعرب عن قلقنا، ولا يسعنا تأييد قرار الناتو حول تمديد فترة سريان عمليته في ليبيا لـ3 اشهر اخرى". واشارالدبلوماسي الروسي: "اود نصح المفوض الاعلى، وخبراء اللجنة، واجهزة المجلس المعنية بالدفاع عن حقوق الانسان ـ الجميع بان يكونوا مستقبلا مستقلين وغير متحيزين وموضوعيين حقا لدى تقييم خروقات حقوق الانسان التي يرتكبها طرفا النزاع في ليبيا".
وجرى التأكيد في التقرير الذي وزع اليوم، على ان القوات الموالية للعقيد الليبي معمر القذافي ارتكبت جرائم ضد الانسانية وجرائم حرب في اطار "الهجمات المنتظمة" على المدنيين ردا على المظاهرات السلمية والنزاع مع الثوار اثر ذلك.
واكشفت اللجنة ابان جولتها في ابريل/نيسان في ليبيا وتونس ومصر، بعض الجرائم التي ارتكبها الثوار، ولكنها تشير الى ان هذه الجرائم لا تحمل طابعا منتظما ومتعمدا.
