لم أجد تفسيرا لقرار الحكومة القاضي بإقصاء نقابات التربية من حق المشاركة في إجراء عملية الجرد الخاصة بممتلكات وأموال الخدمات الاجتماعية، سوى أنها تريد أن تستر عورة من استأثـروا بتسيير ملايير الدينارات من أموال عمال القطاع على مدار العديد من السنوات، وإلا كيف نفهم الإقصاء الذي استهدف قبل أيام النقابات المستقلة، ومن ورائها عشرات الآلاف من المستخدمين الذين تمثلهم من حقهم الشرعي في معرفة الوجهة التي صُرفت فيها أموالهم، والطريقة التي سُيرت بها اشتراكاتهم التي تُقتطع بصفة شهرية من رواتبهم.
إن الواقفين وراء هذا القرار والمُخططين له، أرادوا لا شك تقديم خدمة لنقابة سيدي سعيد، ورد الجميل نظير الهدنة الاجتماعية التي عقدتها هذه الأخيرة مع الحكومة، فوضعوها بدل ذلك في عين الإعصار، وفتحوا باب الشُبهات حولها على مصراعيه، كيف لا والإجراء يريد حجب زهاء 600 ألف موظف تستدعي أبسط قواعد الشفافية، وأهون أصول المنطق أن يطّلعوا على المشوار الذي سلكه من ائتمنوهم على أموالهم، اللّهم إلا إذا كان هناك غسيل وسخ فاحت رائحته، وتعاظم حجمه، فسعت الحكومة إلى قبره وعدم نشره مخافة على مصير نزلاء قصر الشعب من فضيحة قد تجرهم إلى مساءلات ومتابعات أمام أروقة المحاكم، وما قضية أموال الخدمات الاجتماعية التي أودعت في بنك الخليفة وانتهت بضياع 50 مليار سنتيم عنّا ببعيد.
والحقيقة أن لا أحد بإمكانه أن يُثبت تهمة على شخص أو هيئة دون دليل قاطع أو حجة دامغة، ولكن بالمقابل يحق للمستهدفين بالإقصاء، وهم أزيد من نصف مليون عامل، أن يتساءلوا عن الأمر الذي تخشاه الحكومة حتى أقدمت على ما أقدمت عليه، باستبعادها لكل النقابات من عضوية اللجنة الوطنية التي شكلتها لإجراء الجرد المذكور، خاصة وأن الممتلكات كثيرة، والاعتمادات المالية هائلة، والمدة التي استأثـرت بها نقابة ''سيدهم'' سعيد مقاليد التسيير طويلة وليست بالهينة .. وعليه فإن شفاعة الحكومة لصالح نقابة بعينها على حساب نقابات متعددة يعلم القاصي والداني بأنها باتت الممثل الشرعي للسواد الأعظم من المستخدمين مردودة وغير مؤسسة، وتتجه نحو نتيجة حتمية هي عفا الله عمّا سلف إلى أن يثبت العكس، وتجعلنا نقرن الشبه بين هيئة سيدي سعيد والمرأة المخزومية التي سرقت وأرادت أن تفلت من العقاب لا لشيء إلا لأنها من الأشراف، فجاءها الرد إنما أهلك الذين قبلكم كانوا إذا سرق الشريف فيهم تركوه وإذا سرق الضعيف أقاموا عليه الحد.
لقد أصبح بيت الاتحاد العام للعمال الجزائريين اليوم بين أمرين أحلاهما مُر، وبين نارين لا ثالث لهما، فإما أن يوافق على مراقبة عمال القطاع للملفات والعمليات التي استهلكت فيها أموالهم طيلة السنوات الماضية مع ما يترتب عن ذلك من نتائج، وإما أن يرضى بالشكوك والشبهات التي تحوم حوله والتي غذّاها قرار أويحيى، وعندها لا يمكن إلقاء اللائمة على أصحاب الظنون.
