وعد لفرنسا بـ35% من نفط ليبيا

ساركوزي استقبل عددا من مبعوثي الثوار الليبيين وكان أول من اعترف بمجلسهم (الفرنسية)



ذكرت صحيفة فرنسية الخميس أن ثوار ليبيا وعدوا باريس في أبريل/ نيسان الماضي بـ35% من النفط الخام مقابل دعم المجلس الانتقالي في قتاله ضد العقيد معمر القذافي.

وقالت ليبيراسيون إن الرسالة موقعة من المجلس الوطني الانتقالي الليبي وإنه تعهد فيها بحصول فرنسا على 35% من عقود النفط الليبي الخام مقابل دعم للثوار.
وجاء بالرسالة الموقعة في 3 أبريل/ نيسان بعد 17 يوما من تبني قرار 1973 الأممي "بناء على الاتفاق حول النفط مع فرنسا مقابل الاعتراف بمجلسنا خلال قمة لندن كممثل شرعي لليبيا، انتدبنا أخانا محمود شمام، الوزير المسؤول عن الإعلام بالمجلس الوطني الانتقالي للتوقيع على هذا الاتفاق الذي يعطي 35% من إجمالي النفط الخام للفرنسيين مقابل الدعم الكامل والدائم لمجلسنا".

وقالت: ولكن وزير الخارجية الفرنسي آلان جوبيه نفى بمقابلة إذاعية أن يكون على علم بالرسالة، رغم أن الصحيفة قالت إن نسخة منها وجهت إلى أمير قطر مع نسخة إلى الأمين العام السابق للجامعة العربية عمرو موسى.
يُشار إلى أن الانتقالي كان قد قال بداية الثورة ضد العقيد معمر القذافي إنه سيمنح معاملة تفضيلية للدول التي تقف إلى جانبه.

التزام بالعقود الروسية
ورغم ذلك، قال المبعوث الخاص للرئيس الروسي لأفريقيا رئيس لجنة الشؤون الدولية بمجلس الشيوخ ميخائيل مارغيلوف، اليوم الخميس، إن ممثلين عن السلطات الجديدة بليبيا أكدوا التزام بلادهم بكل العقود التي سبق لموسكو أن وقعتها مع النظام السابق.
وأضاف بحديث لوكالة الأنباء الروسية نوفوستي أن ممثلي المعارضة أكدوا له أن كل الاتفاقيات والعقود التي سبق لموسكو أن أبرمتها مع نظام القذافي سوف تحترم.
وأفاد المسؤول الروسي أن ممثلين عن الانتقالي سيطلعون المشاركين بمؤتمر أصدقاء ليبيا في باريس اليوم، على خطط السلطات الجديدة الرامية إلى إعادة ترتيب الشؤون الليبية بعد سقوط نظام القذافي.
ولفت مارغيلوف -الذي يمثل روسيا بالمؤتمر- إلى أن بلاده كانت على اتصال مع المعارضة في بنغازي طوال فترة النزاع الداخلي في ليبيا.
وكانت الخارجية الروسية أعلنت في وقت سابق اليوم الاعتراف بالانتقالي بوصفه السلطة الشرعية الوحيدة في ليبيا، إلاّ أنها أضافت أن جميع الصفقات بين موسكو وطرابلس والتي تم توقيعها في ظل حكم العقيد ستبقى سارية المفعول وسيتم الالتزام بها حرفيا.

خلية النفط الليبي
من ناحية أخرى، كشفت هيئة الإذاعة البريطانية (بي بي سي) اليوم أن رئيس الوزراء البريطانيديفد كاميرون أنشأ وحدة داخل حكومته للقيام بعمليات اقتصادية سرية ضد القذافي.
وقالت الهيئة إن الوحدة التي سُميت خلية النفط الليبي ساعدت بمنع وصول إمدادات الوقود إلى طرابلس، وضمان تدفق البنزين والديزل إلى قوات المعارضة في شرق ليبيا.
وأضافت أن مسؤولين بالحكومة أكدوا أن الخلية، المكونة من عدد قليل من موظفي الخدمة المدنية والوزراء والشخصيات العسكرية، لعبت دورا حاسما في حرمان قوات القذافي من وقود الحرب وضمان استمرار قوات المعارضة بنقل المعركة إلى معقل العقيد.
وأشارت الهيئة إلى أن الخلية قدمت معلومات استخباراتية لقوات المعارضة لتمكينها من قطع إمدادات النفط الخام من جبال نفوسة إلى مصفاة القذافي في الزاوية، وشجّعت تجار النفط بلندن على بيع الوقود لقوات المعارضة ببنغازي.
