مخابرات أمريكا وبريطانيا ساعدت القذافي ضد معارضيه

قالت منظمة هيومان رايتس ووتش المعنية بحقوق الإنسانإن وثائق عثر عليها في مكتب رئيس المخابرات الليبي السابق في طرابلس تشير إلى أن المخابرات الأمريكية والبريطانية ساعدت الزعيم الليبي المخلوع على اضطهاد المعارضين الليبيين.

وعثرت منظمة هيومان رايتس ووتش على الوثائق في مكاتب رئيس المخابرات الليبية السابق ووزير الخارجية موسى كوسا.

وقالت المنظمة إنها عثرت على مئات الرسائل المتبادلة بين المخابرات المركزية الأمريكية سي.آي.أيه والمخابرات البريطانية إم آي 6 وبين كوسا الذي يعيش حالياً في المنفى في لندن.

وقالت هيومان رايتس إن رسائل من المخابرات المركزية الأمريكية بدأت بعبارة عزيزي موسى وموقع عليها بشكل غير رسمي بالأسماء الأولى فقط لمسؤولين بالمخابرات الأمريكية.

وأضافت هيومان رايتس إن عبدالحكيم بلحاج القائد العسكري الحالي لطرابلس والتابع للمجلس الوطني الانتقالي كان ضمن الأشخاص الذين اعتقلوا وأرسلتهم المخابرات المركزية الأمريكية إلى ليبيا.

وقال بيتر بوكيرت مدير هيومان رايتس ووتش الذي كان ضمن المجموعة التي عثرت على هذه الوثائق "من بين الملفات التي اكتشفناها في مكتب موسى كوسا كانت هناك رسالة بالفاكس من المخابرات المركزية الأمريكية بتاريخ 2004 تبلغ فيه المخابرات الأمريكية الحكومة الليبية بأنها في وضع يتيح لها القبض على بلحاج وتسليمه".

وأضاف: تلك العملية جرت بالفعل. فقد ألقت المخابرات المركزية الأمريكية القبض عليه في آسيا وأعادته على متن رحلة سرية إلى ليبيا حيث جرى استجوابه وتعذيبه على أيدي أجهزة الأمن الليبية.

وتسلط الوثائق المزيد من الضوء على ممارسة يطلق عليها "التسليم" انتهجتها الولايات المتحدة إبان حكم الرئيس السابق جورج دبليو بوش يتم فيها تسليم المشتبه بتورطهم في أعمال إرهابية إلى دول أخرى للخضوع للاستجواب.

وانتقدت جماعات حقوقية الولايات المتحدة إرسالها هؤلاء المشتبه بهم لدول يحتمل أن يتعرضوا فيها للتعذيب.

وقال بلحاج إنه تعرض للتعذيب على أيدي عملاء المخابرات المركزية الأمريكية قبل نقله إلى ليبيا حيث يقول إنه تم تعذيبه في سجن أبو سليم سيئ السمعة في طرابلس.

بدأت أجهزة المخابرات الغربية التعاون مع ليبيا بعد أن تخلى القذافي عن برنامجه لبناء أسلحة غير تقليدية في عام 2004. لكن محللين يقولون إن تعاونه مع المخابرات الأمريكية والبريطانية ربما كان أكثر شمولاً مما كان يعتقد في السابق.

وعمق العلاقات قد يثير غضب مسؤولي المجلس الوطني الانتقالي الذين كان الكثيرون منهم من المعارضين للقذافي لفترة طويلة وأصبحوا الآن مسؤولين عن رسم مسار جديد لعلاقات ليبيا الخارجية.

وعرض بوكيرت لـ"رويترز" صوراً لعدة وثائق على جهاز الكمبيوتر الخاص به وصوراً لرسائل قال إنها من المخابرات المركزية الأمريكية لكوسا وموقعة باسم ستيف.

وعرض أيضا صوراً قال إنها رسائل من المخابرات البريطانية تزود فيها المخابرات الليبية بمعلومات عن معارضين ليبيين في بريطانيا.

وقال بوكيرت إن بواعث قلقنا هي أنه عندما تم تسليم هؤلاء الأشخاص للأمن الليبي تعرضوا للتعذيب وكانت المخابرات المركزية الأمريكية تعرف ما سيحدث عندما سلموا أشخاصاً مثل عبدالحكيم إلى أيدي أجهزة الأمن الليبية.

وفي واشنطن قالت المتحدثة باسم المخابرات المركزية الأمريكية جانيفر يانجبلود دون التعليق على زعم أو وثيقة محددة "ليست مفاجئة أن تكون المخابرات المركزية الأمريكية تعمل مع حكومات أجنبية للمساعدة في حماية بلدنا من الإرهاب وغيرها من التهديدات المميتة. هذا بالضبط ما يتعين علينا عمله".

وقال مسؤول أمريكي تحدث شرط عدم الكشف عن اسمه "هناك الكثير من الدول مستعدة لأخذ الإرهابيين الراغبين في قتل الأمريكيين من الشوارع. ولا يعني هذا تجاهل أمريكا لحقوق الإنسان في هذا الشأن".

وأضاف المسؤول "لنضع في اعتبارنا السياق هنا. بحلول 2004 نجحت الولايات المتحدة في إقناع الحكومة الليبية بالتخلي عن برنامجها الذي كان يهدف لحيازة أسلحة نووية والمساعدة في وقف الإرهابيين الذين كانوا يستهدفون الأمريكيين داخل الولايات المتحدة وخارجها".

وقال متحدث باسم الحكومة البريطانية لرويترز "إن بريطانيا لن تعلق على أمور تتعلق بالمخابرات".

وأظهرت وثائق أحدث عهداً أنه بعد اندلاع الحرب قبل ستة أشهر أجرت ليبيا اتصالات مع جماعة متمردة سابقة في إقليم بلاد بنط الانفصالي بالصومال هي جبهة الخلاص الصومالية، وطلبت منها إرسال عشرة آلاف مقاتل إلى طرابلس للمساعدة في الدفاع عن القذافي.
