الصين تنفي دعمها القذافي عسكريا

نفت الصين أن تكون قد زودت نظام العقيد الليبي المطاح به معمر القذافي بأية معدات عسكرية بشكل مباشر أو غير مباشر، اعتبارا من تاريخ صدور القرار 1970 عن مجلس الأمن الدولي. وجاء ذلك ردا على ما ورد في وثائق نشرتها وسائل إعلام غربية.
وقالت المتحدثة باسم وزارة الخارجية جيانغ يو إن الجانب الصيني لم يوقع أية صفقات ولم يزود نظام القذافي بأية أسلحة أو معدات عسكرية، مشيرة إلى أن الصين تلتزم بشكل قاطع بقراري مجلس الأمن 1970 و1973.
وأضافت المسؤولة الصينية أن جميع صادرات السلاح الصينية لأية جهة كانت تتم وفق رقابة صارمة وبما يتماشى مع القانون الصيني والتزامات الصين الدولية.
وكانت وسائل إعلام غربية قد نشرت وثائق تؤكد قيام وفد من نظام القذافي بزيارة الصين يوم 16جويلية الماضي، التقى خلالها بعدة شركات صينية من ضمنها شركة نورينكو المعروفة التي تمتلك سجلاً حافلاً بتصدير السلاح إلى الكثير من الدول النامية.
غير أن المتحدثة باسم الخارجية الصينية لم تنف الأنباء التي ترددت عن زيارة وفد القذافي بكين وتباحثه مع شركات صينية، لكنها أوضحت أنها تمت بشكل شخصي ودون معرفة السلطات الصينية.
ومن جانبه، أكد الملحق العسكري في السفارة الليبية لدى الصين اللواء طيار محمد صالح المهدوي خبر زيارة وفد مؤلف من شخصين ترأسه العقيد المتقاعد أحمد محمد عبيدة، وضم في عضويته ضابطا برتبة نقيب تابعا للواء 32 الذي يقوده خميس نجل معمر القذافي.
وقال نفس المصدر إن الوفد أجرى مباحثات مع ممثلين عن ثلاث شركات صينية تعمل في مجال التسليح، وكشف الملحق العسكري الليبي أن الزيارة استغرقت قرابة أسبوع ولم تسفر عن نتائج، لكنه رفض الإدلاء بأية إيضاحات أخرى، وقال إنه مستعد لتقديم المزيد من التوضيح إذا طلب منه المجلس الإنتقالي الليبي ذلك.
وتظهر الوثائق المنشورة أن الشركات الصينية أعربت عن استعدادها المبدئي لتقديم كل ما يتوفر في مخازنها وجاهز للتصدير.
وكان الجانب الصيني -وفق الوثائق التي نشرتها وسائل الإعلام الغربية- قد اقترح أن يتم التعاقد مع طرف ثالث .

ووفق ما ورد في الوثائق المنشورة، فقد قدرت قيمة الصفقة التي جرى التباحث بشأنها بنحو مائتي مليون دولار، تضمنت بضعة آلاف من قذائف آر.بي.جي وراجمات صواريخ ومنصاتها ورشاشات آلية مختلفة ورمانات هجومية ودفاعية، بالإضافة إلى صواريخ غراد وصواريخ مضادة للدبابات والطائرات وكميات كبيرة من الذخائر وواقيات الرصاص وأجهزة رؤية ليلية متطورة.
ورغم النفي الصيني القاطع، أكد المتحدث العسكري باسم المجلس الوطني الانتقالي الليبي عبد الرحمن بوسن أن بحوزة المجلس وثائق قاطعة تثبت أن بكين زودت القذافي بأسلحة ومعدات عسكرية، لكنه لم يوضح الفترة الزمنية التي تمت فيها تلك الصفقات.
ويرى مراقبون أنه بغض النظر عن تأكيد الصين أو نفيها لما جاء في الوثائق المنشورة، فإن ذلك سيساهم بالتأكيد في تعميق أزمة الثقة القائمة بينها وبين المجلس الانتقالي، خاصة في ظل إصرارها على عدم الاعتراف به كممثل شرعي للشعب الليبي وفي ظل اتهام المجلس لبكين بعرقلة الجهود الجارية للإفراج عن الأموال الليبية المجمدة.
وعلى الرغم من تصريحات الرئيس التنفيذي للمجلس الوطني الانتقالي محمود جبريل مؤخراً والتي أعرب فيها عن ترحيبه بالصين للعب دور إيجابي وفعال في جهود إعادة إعمار ليبيا، فإنه أكد في الوقت نفسه أنه لا يمكن بأي حال من الأحوال أن يتم التعامل مع الصين في مرحلة ما بعد القذافي بنفس الطريقة التي يتم التعامل فيها مع فرنسا وإيطاليا والولايات المتحدة.
ويذكر أن خسائر الصين في ليبيا منذ اندلاع ثورة 17 فيفري الماضي قد تجاوزت -وفق إحصاءات رسمية صينية- 20 مليار دولار. كما اضطرت الصين إلى إجلاء ما يقارب 36 ألفا من رعاياها في ليبيا فيما اعتبر أكبر عملية إجلاء رعايا تجريها الصين خارج أراضيها.
