استحقاقات أيلول الدولية: سورية أكثر مناعة .. وفرنسا عينها على الجزائر

http://www.almanar.com.lb/edimg/2011/Africa/Libya/revolutionist.jpgفي تقرير بموقع المنار تاريخ 24 حزيران الماضي حول استحقاقات سياسية في أيلول سوف تغير مجرى الضغوط الغربية على سورية، أوردنا تفاصيل عن معطيات لدينا حول الموضوع تضمنت معطى عبارة عن معلومة تقول إن فرنسا وبريطانيا وضعتا شهر أيلول المقبل حداً زمنياً فاصلاً ومهما لانتهاء العمليات العسكرية في ليبيا وسقوط نظام العقيد معمر القذافي. كما وتضمن التقرير معطيات أخرى تصب كلها في اتجاه عدم القدرة الغربية على الاستمرار في الهجوم على سورية، ما يعني أن للسوريين وقتاً طويلاً للتعامل مع أزمتهم الداخلية دون القلق من حصول تدخل عسكري أطلسي كما حصل في ليبيا رغم التهديدات التي ترتفع من كل النواحي، وكنا قد توقعناها لسبب بسيط وهو العجز الغربي الحقيقي عن فعل شيء مؤثر على الأرض.
الآن وبعد سقوط طرابلس الغرب بأيدي الثوار الليبيين على أبواب أيلول، تبقى المعطيات التي ذكرنا في تقرير حزيران قائمة بالنسبة لسورية مع تحسن في الوضع، على عكس القول إن سقوط القذافي سوف يعجّل في سقوط سورية، وذلك لسبب جديد أضيف للأسباب المذكورة وهو انشغال الغرب في الشهور المقبلة بتثبيت الوضع الأمني في ليبيا، واقتسام الكنز الليبي بين أميركا والأوروبيين وبين الأوروبيين أنفسهم، حيث أن الولايات المتحدة التي أعلنت النصر في ليبيا عبر وجود جيفري فيلتمان في بنغازي طيلة الأسبوعين الماضيين لن تقبل الانتقاص من حصتها في النفط الليبي، بينما تعتبر فرنسا نفسها أنها كانت طيلة الشهور الست الماضية رأس الحربة الدولية والعسكرية في الحرب على القذافي، لذلك فلها حصتها التي يجب عدم الاقتراب منها في مشاريع إعادة أعمار ليبيا وفي استخراج وإنتاج النفط هناك، وتشاركها في ذلك بريطانيا بينما ترى إيطاليا ان ذلك سوف يكون على حسابها كونها كانت المستثمر الأوروبي الأكبر في ليبيا.
يأتي تثبيت الوضع الأمني في ليبيا ومنع انزلاقها إلى حرب أهلية كما في النموذجين الصومالي والعراقي على رأس اهتمامات الدولhttp://www.almanar.com.lb/edimg/2011/Africa/Libya/atlasy2.gif الغربية وخاصة الأوروبية منها، وفرنسا بالتحديد، وهذا ما سوف يأخذ وقتا إضافيا وشغلاً أمنيا وعسكرياً طويلاً خصوصا إذا ما صدقت توقعات الفرنسيين بسعي الجزائر إلى عرقنة ليبيا منعاً لتمكين فرنسا والأطلسي من الإقامة الثابتة على حدودها ما يهدد النظام القائم بالخطر.
في هذا الموضوع بالتحديد، وبحسب مصادر فرنسية مطلعة زارت العاصمة اللبنانية بيروت مؤخراً، فإن الهواجس الجزائرية من فرنسا لها ما يبررها وذلك على خلفية معلومات تسربت للقيادة الجزائرية عن الجزائر وموقفها. فعلى هامش لقاء عقد بين الرئيس الفرنسي نيكولا ساركوزي ورئيس المجلس الانتقالي في ليبيا (مصطفى عبد الجليل)، قال الرئيس الفرنسي لمحاوره الليبي: "إن الجزائر سوف تكون الهدف المقبل لنا بعد عام من الآن"، وهو بحساب الوقت يعني بعد الانتخابات الرئاسية الفرنسية المقبلة في شهر أيار 2012 والتي يسعى ساركوزي للفوز عبرها بولاية رئاسية ثانية.
المصادر الفرنسية أضافت أن الجزائر باتت بلداً محاصراً بعد تغير الأوضاع في تونس وليبيا وبعد نجاح الملك المغربي في تمرير الإصلاحات من دون مشاكل داخلية وتمتعه الدائم بحماية غربية، وهذا الوضع الاستراتيجي والجغرافي الصعب هو السبب الأساس وراء الدعم العسكري الذي تلقاه القذافي طيلة مدة الحرب من الحكومة الجزائرية والعسكر الحاكم في الجزائر. المصادر تقول إنه في المقلب الفرنسي هناك تخوف من سعي الجزائر إلى عرقنة ليبيا عبر فتح الحدود لتنظيم القاعدة وللتنظيمات المتطرفة نحو ليبيا لقتال المستعمر الكافر كما فعلت سورية بعيد سقوط بغداد تحت ضربات الجيش الأميركي عام 2003.
http://www.almanar.com.lb/edimg/2011/MiddleEast/Syria/4.jpgفي الوضع السوري تبقى الاستحقاقات الغربية التي ذكرنا في تقريرنا المذكور أعلاه قائمة مع بروز نقاط ضعف فرنسية جديدة في هذا الموضوع رغم النبرة العالية التي يتبعها الرئيس الفرنسي ووزير الخارجية الفرنسي (آلان جوبيه)، غير أن كلام ساركوزي عن سحب قواته من لبنان في حال تعرضت لعملية ثانية بعد العملية التي استهدفتها بتاريخ 28 تموز الماضي يظهر حدود القدرة الفرنسية على التحمل. فساركوزي الساعي لإعادة انتخابه يريد صفر خسائر بشرية في أفغانستان وفي لبنان فضلا عن الوضع الاقتصادي المزري لفرنسا والذي أجبر الحكومة على تقليص النفقات وزيادة الضرائب من أجل الوصول بزيادة في الدخل العام بقيمة (خمسة عشر مليار يورو)، هذا السببان زائداً ما ذكر سابقا يجعل الغرب بمجمله عاجزا عن التدخل العسكري في سورية ويجعل من شهر أيلول مفصلا للتراجع في الخطر الحقيقي من تدخل غربي مع وجود نبرة عالية في التصريحات كما هي الحال الآن لكنها سوف تكون غير ذات جدوى ولن تخيف القيادة السورية بأي حال من الأحوال.
لقد خاض الغرب حربا سهلة في ليبيا مع نظام لا يمتلك أوراقاً للضغط وقام بتسليم سلاحه للغرب منذ عشرة أعوام، أما الوضع في سورية فمختلف جذريا وهذا ما يجعل من التدخل العسكري الغربي نظرية غير قابلة للتطبيق في بلاد الشام.
