كيف خطط التركي والقطري لإعادة الحريري وإسقاط الأسد؟

http://www.almanar.com.lb/upimg/0_9.jpgبتاريخ 13 كانون الثاني عام 2011 زار رئيس وزراء تركيا رجب طيب اردوغان دولة قطر واجتمع مع أميرها لبحث الأزمة اللبنانية التي نشبت بعد استقالة المعارضة اللبنانية السابقة و"الوزير الوديعة" عند رئيس الجمهورية (الوزير عدنان السيد حسين)، واتفق الرجلان على أن خروج الحريري من رئاسة الحكومة أمر غير مقبول للدولتين، فضلا عن تلقي الطرفين تعليمات أميركية برفض الإطاحة بالحريري ووجوب العمل على إعادته عبر الضغط على الرئيس السوري بشار الأسد.
ولكلا الدولتين مصلحة في عودة الحريري. فقطر شعرت في استقالة وزراء المعارضة من الحكومة اللبنانية ضربة قاضية لإتفاق الدوحة الذي رعته، والذي يشكل النجاح الوحيد لدبلوماسيتها بعد تعثر حلها في اليمن وفي دارفور، واعتبرت سقوط الحريري إنهاء لدورها السياسي والدبلوماسي في المنطقة، بينما كان رجب طيب اردوغان، الساعي إلى الدخول عبر البوابتين الفلسطينية واللبنانية لإظهار نفوذه للولايات المتحدة على دول المنطقة، يشعر أن الأمور تجري دون استشارته.
http://www.almanar.com.lb/upimg/1_75.jpgولمن لا يعلم عن طبيعة العلاقة بين سعد الحريري ورجب طيب اردوغان، يكفيه الرجوع إلى أحداث السابع من أيار عام 2008 في خضم المعارك، عندما اقتربت المعارضة اللبنانية يومها من أسوار قريطم حيث كان يتواجد سعد الدين الحريري، وفي غمرة هروب القوات الخاصة السعودية عبر البحر وترك المستقبل وميليشياته في الساحة، لجأ سعد الحريري إلى رجب طيب اردوغان طالبا منه التدخل لدى القيادة السورية لوقف إطلاق النار. وفي 17 من الشهر نفسه، وبعد أربعة أيام على اجتماع الثنائي اردوغان وآل ثاني في الدوحة، انتقل الرجلان إلى دمشق للاجتماع بالرئيس السوري بشار الأسد ونقلوا إليه مطلبهم بعودة الحريري رئيسا للحكومة وتوقف الاستشارات النيابية لتحديد رئيس جديد يكلف بتشكيل حكومة جديدة في بيروت. وبحسب مصادر أكاديمية فرنسية في باريس أبلغ كل من رجب أردوغان وحمد بن خليفة الرئيس الأسد أن الأميركيين يريدون عودة الحريري إلى رئاسة الحكومة فورا، وتضيف المصادر أن الرئيس السوري لم يمانع ولكنه قال إنه لا يمكن له الضغط على حلفائه اللبنانيين، وخصوصا حزب الله، بعدما أفشل الحريري ورقة الحل السوري السعودي.
المصادر تقول إن خطة المسؤولين الأتراك والقطريين بعودة الحريري سقطت برفض أمين عام حزب الله السيد حسن نصر الله عودة سعد الدين الحريري للقصر الحكومي. هذا الأمر هو أساس الغضب الكبير الذي انتاب أمير قطر ضد الرئيس السوري بشار الأسد والذي تحول إلى حملة شعواء من التحريض الإعلامي تقوم به الجزيرة على مدار الساعة في تغطيتها للحدث السوري، بينما كانت الخسارة التركية كبير لدى الولايات المتحدة الأميركية وأوروبا، خصوصا أن تركيا التي عاد لحكمها حزب العدالة والتنمية، أمامها استحقاقات سياسية واقتصادية كبيرة سوف تؤثر على قوتها وتماسكها، على عكس ما يشاع في الإعلام.
http://www.almanar.com.lb/upimg/1_76.jpgفالسياحة التركية معرضة لانخفاض حاد في المداخيل بسبب الأزمة الاقتصادية الأوروبية الحادة بعد أن استفاد الأتراك من قوة اليورو التي جعلت السائح الأوروبي يغير وجهته اليونانية نحو تركيا الأكثر رخصا، كما أن تركيا أمام استحقاق كردي حاسم بعد أن علت الأصوات الكردية متهمة اردوغان بالكذب عليهم طيلة ثماني سنوات. ولا ننسى أن الجبهة مع حزب العمال الكردستاني اشتعلت بعنف الخريف الماضي حيث استعملت تركيا الطائرات الحربية وجنود المشاة في حملة عسكرية شنتها ضد مواقع الحزب الكردي الثائر.
هذه المآزق التركية القادمة أراد أردوغان القفز فوقها وتجنبها عبر الدخول في عملية الضغط على سوريا كسبا للغرب، وفي عملية إعادة للعلاقات مع إسرائيل، وهو الذي سوف يحتاج للمال الغربي للاستمرار في الانتعاش الاقتصادي لديه فضلا عن السعي الاستراتيجي الأكبر وهو الحظوة بنفوذ إقليمي يمكنه من فرض نفسه دوليا.
أما الحليف الثالث للثنائي التركي - القطري فليس سوى الرئيس الفرنسي نيكولا ساركوزي الذي يسعى لفترة رئاسية ثانية في الانتخابات التي ستجري بعد عام من الآن، وهو الذي يعاني من هبوط في شعبيته لم يشهده رئيس فرنسي خلال فترة رئاسته منذ تأسيس الجمهورية الفرنسية. وقد ارتأى ساركوزي في ركوب موجات الثورات العربية واللعب على موضوع حقوق الإنسان سبيلا لكسب الرأي العام الفرنسي والفوز بالانتخابات الرئاسية القادمة، فضلا عن رشاوى قدمتها دولة قطر لفرنسا – ساركوزي، تحدث عنها موقع فرنسي مقرب من الاستخبارات الفرنسية سوف ننشر تفاصيلها قريبا.
http://www.almanar.com.lb/upimg/1_77.jpgهذا كله يضاف إلى المأزق الفرنسي - الأوروبي في الوعد الذي قُطع للثورات العربية بالاعتراف بدولة فلسطينية في أيلول المقبل على أبعد حد، حيث يصطدم الأوروبيون بالرفض الإسرائيلي - الأميركي الحاسم، وهذا ما يشكل كارثة دبلوماسية تحديداًعلى فرنسا التي دفعت للحرب على ليبيا وتشجع الضغوط على سوريا متغطية بوعدها الذي سوقت له كثيرا.
كل هذه الأسباب دفعت العدوان الثلاثي الدولي والإقليمي والإعلامي العربي الى القفز في عربة الاحتجاجات السورية واللعب على تأجيجها قبل حلول أيلول المقبل موعد الانسحاب الأميركي من العراق، وموعد الوعد بالاعتراف بالدولة الفلسطينية ..
بالمفيد، إنها الأوراق التي تنتهي صلاحيتها بحلول شهر أيلول:
أ‌- الانسحاب الأميركي من العراق نهاية آب المقبل.
ب‌- حلول موعد الاعتراف الأوروبي بدولة فلسطينية.
ج- بدء التحضير للانتخابات الرئاسية والتشريعية في كل من فرنسا وإسبانيا وإيطاليا وكلها مشاركة في الحرب الليبية.
د- الموعد النهائي المحدد لسقوط معمر القذافي، حسب ما يقوله الفرنسيون.
ه- بدء الحملة الانتخابية في الولايات المتحدة الأميركية.
على سوريا الصمود حتى أيلول المقبل تاريخ انتهاء صلاحية كل أوراق هذا العدوان الثلاثي.
