سيادة القوة الراهنة (الشرعية)

في غياب القانون، يصبح الأقوى، هو السيد، وهو من يقسم الأدوار والأرزاق، وهو من يُشرع القوانين لغيره، ويستثني نفسه من الخضوع لها. هذا ما يُشاهد في الطبيعة بالغابات بين الحيوانات، حيث يسود الأسد الأكثر فتوة على غيره من الأسود، وتسود فصيلته المنطقة التي تعيش فيها، وهذا ما يُلاحظ بين النباتات حيث تخنق جذور أشجار الجوز جذور غيرها من الأشجار وتشفط ما يحيط بها من رطوبة وغذاء لنفسها.

وكون من قام بصياغة القوانين هو الأقوى، فإن تعديل النصوص لا يأتي إلا ممن هو أكثر قوة منه، أو يساويه في القوة، لينظما في النهاية تعايشاً لا تكون للحب أو الكراهية فيه مكان، بل الاعتراف بما يثير غضب القوي الآخر، ليشكل بالتالي موضوعاً للصراع غير المضمونة نتائجه.

في العائلة الكبيرة، يكون من باسمه سندات تسجيل العقارات والأموال هو السيد بلا منازع، حتى وإن بدا هَرِماً خرِفاً، ولو أن أحد الأبناء حاول التمرد عليه، فإن أمامه عمليات حسابية مُعقدة، ماذا سيربح وماذا سيخسر، وإن سولت له نفسه الاستغناء عن حصصه من الإرث، فإنه لن يكون آمناً من ملاحقة كبير العائلة وإن بدا أنه يغض النظر عنه في بعض الأحيان، لكنه سيُسَوِّد سمعته بما له من نفوذ اجتماعي واقتصادي.

ليس للدول صاحبة النفوذ حدودٌ تقف عندها بنفوذها، والتاريخ يشهد منذ عهد السومريين والفراعنة واليونانيين والرومان والأمويين والعباسيين والمغول والعثمانيين وصولاً الى ما نحن عليه من سيادة الرأسمالية العالمية الحالية.

إن كان هذا هو حال الدول الأكثر قوة في العالم، فإن حال الدول التي تقل عنها بالقوة قليلاً، هي التنسيق مع الدولة الأكثر قوة، واحترام جشعها، والاجتهاد في تقديم الخدمات لها حتى تبقى حظوتها قائمة في الحفاظ على هيبتها.

أما الدول الضعيفة، فهي تقبل بكل ما تقسمه لها الدولة الأكثر قوة ونفوذاً، ولا ترتبط بالدول التي تلي الدولة الأكثر قوة، حتى لو عرفت رضا الدولة الأقوى عن مثل ذلك الارتباط. وتستمد شرعية وجودها من رضا الدولة الأقوى أولاً ومن ثم تفكر بمباركة الدول الأخرى ونادراً ما تفكر برضا شعبها وإقراره بشرعية وجودها أم لا.

وقد تخترع الدولة الأقوى مجموعات هائلة من الدول الهزيلة، لتصبح وكأنها شركات تدير أعمال الدولة الأقوى، وكلما كثر عدد تلك الدول، كلما سهلت مهمة الدولة صاحبة النفوذ العالمي. في عصور ما قبل الإسلام كانت دول المناذرة والغساسنة من النماذج التي نتكلم عنها، فكانت تلك الحكومات الصورية تقوم بمشاغلة العدو الأكبر (الغساسنة من قبل الروم في وجه الفرس) و (المناذرة من قبل الفرس في وجه الروم).

وقد يكون اختراع الدولة مكافأة لعمل بالوكالة، كما كانت عليه دولة الأغالبة في تونس والتي اخترعها هرون الرشيد لتشاغل الأمويين في الأندلس، أو دولة الصفاريين التي أنشأها المأمون مكافأة على قتل أخيه الأمين وعمه عيسى.

أو تُنشأ دولة كفخ بين الدول كالدولة القدرية التي كانت بين دولة العثمانيين ودولة المماليك، عندما غزاها الصفويون استشاط العثمانيون غضباً واحتلوا أصفهان، ثم عاد ليعَبَر بعدها السلطان سليم الأول لينهي دولة المماليك في المنطقة العربية.

ولم تكن اتفاقية (سايكس ـ بيكو) ومن بعدها إنشاء إمارات خليجية مختلفة، خارجة عن هذا النطاق، ورأينا جلياً عندما غزا العراق الكويت، أو عندما انتهى الرضا العالمي عن التواجد السوري في لبنان.

يُصر صاحب النفوذ الأقوى على (لغمطة: تغليف) نشاطه بمسحة أخلاقية وإنسانية سخيفة، فيعترف بالكيان الصهيوني على أرض فلسطين بحجة أن هناك حق مزعوم قبل أربعة آلاف عام لليهود في فلسطين، وبغض النظر عن زيف هذا الادعاء، فإن صاحب النفوذ لا يزيد عمره عن خمسة قرون أقام كيانه على أشلاء جثث السكان الأصليين، ويعطي نفسه الحق بالتفتيش عن أسلحة الدمار الشامل، وهو الوحيد الذي استخدم وما زال مثل تلك الأسلحة.

إذن شرعية الحكومات الأقل قوة مستمد من قبول الحكومات الأكثر قوة، ورأينا بعد زوال الاتحاد السوفييتي كيف ارتبكت العلاقات بين الدول التي كانت تستمد بعض قوتها من قوته، وكيف انهارت القيم الأخلاقية أو ما كان متبقياً منها، لنرى كل يوم من ينادي بالشرعية الدولية، هل سيتذكر هؤلاء كيف سيكون موقف تلك الشرعية من انفكاك فلسطين من احتلال بغيض أوجدته نفس القيم التي تزعم تمثيلها للشرعية الدولية؟ لنرى

الصهاينة ليس لهم دولة و لا يظهرون في الواجهة و رغم ذلك سطوتهم على العالم لا يختلف فيها إثنان هنا يمكن أن أواصل موضوعك في التمثيل بالحيوانات فأقول
إن كانت امريكا تمثل الأسد بقوته فاليهود يمثلون دور الثعلب في مكره على على الأسد .
