أن الوزارة، الصحة أحصت حوالي 560 موزع عبر التراب الوطني، متيقنة بأن عشرة موزعين فقط يسيطرون على سوق الدواء، حسب ممثلي الـ''السنابو''، وهؤلاء يتواطأون مع مصنعين محليين لا يهمهم سوى التخلص من ''بضاعتهم''، حيث يتلقون تسبيقات مالية مقابل بيع منتجاتهم الصيدلانية لموزع كبير، يقوم بتخزينها ومساومة الصيادلة من خلال فرض قوائم مقيدة غالبا ما يرفضونها.
وتحول الصيدلي، بذلك، إلى مجرد تاجر يشتري ''سلعا'' من مستوردين وموزعين يساومونه بكوطات من الأدوية غير المطلوبة في السوق الجزائرية، أو خاضعة للسعر المرجعي، بما لا يعود عليه بفائدة كبيرة، أو أيضا لم يبق على انتهاء صلاحيتها سوى شهر أو اثنين، حيث أنه إن أراد مثلا اقتناء علب معدودة من ثلاثة أدوية حساسة ومطلوبة، ما عليه إلا اقتناء ما قيمته حوالي 50 مليون سنتيم من مواد صيدلانية قد تبقى في إدراج صيدلته أشهرا طويلة قبل أن يضطر إلى تخزينها بهدف التخلص منها.
واعتبر رئيس نقابة الصيادلة الخواص ما وصلت إليه سوق الدواء، نتيجة حتمية لقرار الحكومة إلغاء تعليمة توزيع الأدوية من طرف المنتجين ''لأنها أعطت مافيا الدواء إحساسا بالقوة والهيمنة..''. وهو ما حذرت منه ''السنابو''، يضيف، حينما دافعت عن قرار التوزيع المباشر. وتوجد الحكومة اليوم، يضيف المتحدث، في موقف ضعيف جدا باعتراف وزير الصحة نفسه، حينما أكد بأن مصالحه عجزت عن مواجهة هذه اللوبيات.
وشدد بلعمبري على ضرورة اتخاذ إجراءات استعجالية لوقف ''النزيف'' الذي تتعرض له سوق الدواء التي تعاني حاليا ''مرضا'' سيقضي عليها، وإن كان قد اعترف بأن الصناعة المحلية وحدها ستنقذ القطاع، إلا أنه شدد بالمقابل على أن بلوغ 70 بالمائة من الحاجة الوطنية من الدواء، مثلما أعلن عنه وزير الصحة، سيتحقق على مدى سنوات، ولا بد في هذا الإطار من حلول استعجالية وجذرية.
