لزام الأئمة بتسجيل خطبهم للعودة إليها في* ‬التحقيقات


وجهت وزارة الشؤون الدينية والأوقاف تعليمة إلى كل الأئمة المعتمدين المكلفين بإلقاء الخطب في المساجد على مستوى 48 ولاية، تقضي بتسجيل خطبهم للعودة إليها في حال ما إذا تم تسجيل شكاوى ضدهم بخصوص فحوى الخطب، في وقت يشرف المفتشون على متابعة ما يلقيه الأئمة من خطب قد تمس بالأمن العام وتؤثر عليه.

أفاد أبو عبد الله غلام الله، وزير الشؤون الدينية والأوقاف، في تصريح خص به ''النهار''، بأن الوزارة وتحصينا منها لأئمتها المعتمدين اقترحت عليهم، تسجيل خطبهم من خلال وضع أجهزة ''ام.بي 3'' في جيوبهم للعودة إليها وقت الضرورة، خاصة إذا وصل الأمر إلى تحقيقات بسبب الشكاوى التي يودعها بعض المواطنين ضد الأئمة، وقال الوزير في رده على سؤال لـ''النهار'' تعلق بإحصاء مصالح الأمن لأئمة تورطوا في إلقاء خطب تحريضية بعدد من ولايات الوطن التي تعرف انتشارا لمن يطلقون على أنفسهم ''السلفية''، أن الوزارة لم تتلق لحد الساعة أي تقرير في هذا الشأن، وأنه في حال حدوث ذلك يتم إعلام رجال الأمن للتكفل بالإمام المعني والتحقيق معه، مشيرا إلى أن من يقول عن نفسه سلفيا ويقصد بذلك السلف الصالح من الجزائريين على غرار عبد الحميد بن باديس وعلماء الجزائر الأفاضل مرحب به، أما أن يعمل على استيراد السلفية من دول أخرى فذلك أمر غير مقبول يقول غلام الله مستطردا- ''لم يحدث مطلقا أن وصلنا إلى فصل إمام أو عزله بسبب إلقائه خطبا تحريضية لأنه لم يحدث تسجيل خطب تحريضية مطلقا، حقيقة تصلنا شكاوى يوميا من مواطنين بسبب عدم اتفاقهم مع الأئمة ولكن لا يمكن أن يتدخل المصلون في شأن الإمام بل عليهم هم الاقتداء به لا أن يسير هو بما يشاؤون''، وأضاف غلام الله أن بعضا من المصلين يدخلون إلى الأنترنت ويجتهدون بأنفسهم ثم عند تطرق الإمام لموضوع لهم فيه علم يجادلونه ويرفضون الصلاة وراءه بدعوى أنه مخطئ، رغم أن الإمام قبل أن يعين في منصبه يكون قد تلقى تكوينا يؤهله للإمامة، ''لا يمكن أن نجعل لكل مواطن إماما بل على المواطنين أن يتفهموا من يأمونهم وفي حال لم يرضوا على إمام ما يصلون وراء آخر غيره''، ولفت الوزير أن الوزارة تحدد الخطوط العريضة التي لا يجب تجاوزها ولكنها لا تكمم أفواه الأئمة أو تحد من حرية التعبير لديهم عندما يتحدثون في أمور هم صادقون فيها ومقتنعون بها، ''فمن حق الإمام أن ينتقد الأمور غير الأخلاقية أو الأمور التي تعود بالسوء على المجتمع.

وبخصوص ملف مفتي الجمهورية، قال الرجل الأول في مبنى وزارة الشؤون الدينية والأوقاف إن الملف لا يزال بين يدي رئيس الجمهورية، موضحا أن الوزارة قدمت المقترح العام 2003، كمقترح يتحدث عن مؤسسة للإفتاء وليس مقترحا عن شخص معين يكون مفتيا، وأضاف بأن الجزائر تزخر بعديد الأئمة والعلماء الأجلاء الذين بإمكانهم تبوأ منصب مفت للجمهورية غير أن الفصل في ذلك يعود للرئيس.

وضع الحجر الأساس للمسجد الأعظم قبل نهاية أكتوبر

أكد الوزير أبو عبد الله غلام الله، أن وضع الحجر الأساس للمسجد الأعظم سيكون قبل نهاية الشهر الجاري، بعد أن تم إيداع طلب لدى رئاسة الجمهورية من أجل مباشرة أشغال الإنجاز، باعتبار أن الرئيس بوتفليقة سيكون المشرف على وضع الحجر الأساس لهذا الصرح الديني، غير أنه لم يتم بعد تحديد التاريخ بالضبط بالنظر إلى أجندة الرئيس.

هذه المرة ، تسجيل الخطبة ، ثم جعل قانون ينص على أنه يجب على الإمام أن يعرض خطبته على لجنة يتم تعينها من طرف الوزارة الوصية ، لتوافق عليها ، ثم يقوم بإلقاءها
ثم بعد هذا : توحد الخطب على مستوى كل ولاية ، ثم كافة التراب الوطني

المواطنون يشتكون من ضعف أداء الكثير من الأئمة ومن الترهيب الذي يمارسونه حين يكون مدار خطبهم عن النار مبتعدين تماما عما يهم الأمة

أعتقد -و لا أصدق اعتقادا كهذا- أنها صفقة عادلة، كيف ؟ الإمام موضف عند الدولة و بالتالي إن شاء وزير الدولة مطالبة الموضف بما يفعل بالمنصب و تقرير حول عمله فهو لم يطلب محالا. علاقة رئيس بالمرؤوس. ما لا أفهمه أن الشعب هو من يمول المساجد و بناءها و حتى مصاريفها سواء بالصدقات أو غيرها، ثم تأتي الوزارة تعين الأئمة و تفاكسي مواضيع الخطبة عادة يعني الشعب يبني و الدولة تستغل البناء ... يحضرني دائما النموذج الأوزبكي في تنظيم المساجد : تعين الوزارة إمام الصلاة بشروطه "حفظ كتاب الله خاصة" موضف له و عليه يقوم على المسجد و يؤم الظهر و العصر و المغرب، و الإمام الخطيب يتطوع بشروطه "له مصدر رزق -غير عاطل- حافظ لكتاب الله و عارف بأصول المذهب الحنفي -مذهب الأزبك السائد-" لا يفتي ﻷن هناك مفتي للجمهورية إنما يجيب عن المسائل المعروفة و رأي المذهب الراجح فيها، يلتزم صلاتي الصبح و العشاء و صلاة الجمعة إماما، يختاره سكان حي المسجد المعني إنتخابا بعد ترشيح نفسه و يتجدد إنتخابه دوريا، هو حر إذن يمارس أي عمل طول النهار و له معين و هو إمام الصلوات و الباب مفتوح لباقي خريجي المعاهد الشرعية للتعليم و تحفيظ القرأن الكريم و اللغة العربية و غيرها من الإختصاصات المتنوعة، و هذا النموذج ناجح أغلق باب الخلافات و معارك المساجد و إرغام إمامة شخص ما رغم أنف رواد ذلك المسجد بسبب وساطة أو سكن وضيفي ... إلخ من الظواهر المتفشية في مساجد الوطن.
فليقل الإمام ما يشاء فهناك قوانين يحتكم إليها أما الوصاية و تهديد مصدر رزق الخطيب بالتسجيلات و غير ذلك فهذا ما لا يرضي حرا بإسقاط منزلة الإمامة إلى هذا الدرك، الإسلام نظام و ليس تدجين النظام للإمام بهكذا أساليب.

أقول ﻷخي رضوان هذه ليست سياسة بل تدجين للدين.
