أميركا انهزمت بالعراق

قال الكاتب البريطاني جوناثان ستيل إن حرب العراق انتهت أخيرا وهي تشكل هزيمة تامة للمحافظين الجدد، موضحا أن الإطاحة بالرئيس العراقي الراحل صدام حسين أدت إلى أن يكون النفوذ الإيراني في العراق أعظم من النفوذ الأميركي نفسه.

وقال ستيل إنه في خضم أنباء الشأن الليبي أعلن الرئيس الأميركي باراك أوباما الجمعة الماضية أن كل القوات الأميركية ستغادر العراق مع نهاية 31 ديسمبرالقادم، وإنه صرح بذلك وهو بهيئة الشجاع، في محاولة من جانبه لإثبات أنه أوفى بوعوده الانتخابية.
وأضاف الكاتب في مقال نشرته صحيفة ذي غارديان البريطانية أن إعلان الرئيس الأميركي الانسحاب من العراق يأتي على الرغم من أنه هو نفسه دعم جهود وزارة الدفاع الأميركية لإبرام اتفاق مع رئيس الوزراء العراقي نوري المالكي للإبقاء على قواعد عسكرية أميركية في العراق يتمركز فيها آلاف من الجنود الأميركيين إلى أجل غير مسمى.

وأوضح أن المحادثات الأميركية العراقية بشأن قواعد أميركية في العراق انهارت لأن أعضاء في البرلمان ووطنيين عراقيين أصروا على أن القوات الأميركية تخضع للقانون العراقي.

كما أنه في كل بلد تقيم فيه الولايات المتحدة قواعد عسكرية، تصر واشنطن على حصول جنودها على حصانة قانونية، رافضة السماح بمحاكمتهم أمام محاكم أجنبية، ولكن الأمر في العراق جاء مختلفا، وخاصة في ظل حساسية الموقف، وبعد قتل الأميركيين العديد من العراقيين، إضافة إلى فضائح سجن أبو غريب سيئ السمعة، وبعدما برأت محاكم أميركية الجنود الأميركيين أو قضت بسجنهم مددا قصيرة.

وقال الكاتب إن انسحاب القوات الأميركية النهائي من العراق يمثل هزيمة نكراء لخطط الرئيس الأميركي السابق جورج بوش ولمشروع المحافظين الجدد، والمتمثل في غزوهم العراق عام 2003 لتحويل البلاد إلى دولة ديمقراطية آمنة موالية للغرب وحامية للقواعد الأميركية، ويكون من شأنها زيادة الضغوط على سوريا وإيران.

وأضاف أن من دلائل الفشل الأميركي في العراق مظاهرات العراقيين في بغداد والبصرة ضد استبداد حكومة المالكي، في ظل محاولتهم اللحاق ببني جلدتهم من العرب الذي هبوا من أجل الحصول على الديمقراطية عبر الإطاحة بالأنظمة الدكتاتورية في تونس ومصر على سبيل المثال.

وأما ما يمثل الفشل الأميركي الأكبر في العراق فهو إطاحتها بصدام الذي وصفه الكاتب بالعدو الأكبر لإيران، وبالتالي إتاحة الفرصة أمام النفوذ الإيراني في العراق والذي وصفه بأنه نفوذ يفوق النفوذ الأميركي هناك.

أوإذا كانت إيران –والقول للكاتب- لا تسيطر على العراق، فإنها لم تعد تخشى -على الأقل- أي مخاوف من جارها الغربي، خاصة أن حكومة يسيطر عليها الشيعة تمسك بزمام الأمور في العاصمة العراقية.
وبينما يتهم الجمهوريون أوباما بأنه هو من يتيح الفرصة لإيران في العراق عبر انسحابه من الأخيرة، يقول الكاتب إن بوش هو الذي منح إيران أمنياتها الإستراتيجية من خلال غزوه للعراق في المقام الأول.
كما أن العراق قدم درسا هاما للولايات المتحدة والغرب مفاده أن وطء الأراضي الأجنبية -وخاصة الإسلامية منها- عبر حروب خارجية يعتبر ضربا من الجنون، وهذا ربما ما جعل الولايات المتحدة وفرنسا وبريطانيا تطلب تخويلا من مجلس الأمن الدولي للحملة ضد ليبيا، في ظل تعهدهم بعدم احتلالها عسكريا عبر قوات على الأرض.

كما أن فشل الأميركيين في العراق -وفق الكاتب- يقدم لهم درسا في أفغانستان، حيث تحاول الولايات المتحدة مناقشة شأن إبقاء قواعد عسكرية أميركية على الأراضي الأفغانية.
