مراسلة رسمية من وزير العدل عبد الجليل يأمر الأجهزة الأمنية بتنفيذ حكم الإعدام


كشفت وثيقة رسمية صادرة عن مصطفى عبد الجليل وزير العدل في عهد نظام القذافي، عن تورّط هذا الأخير في إعدام 32 سجينا ليبيا، بعد أن مكثوا في السجن 13عاما، وجاء في الوثيقة وهي مراسلة رسمية صادرة عن وزير العدل في عهد القذافي أن هذا الأخير حكم على السجناء بالإعدام رميا بالرصاص في جوان 2008 .


وحسب المراسلة التي كانت موجهة إلى رئيس الحكومة أو ما كان يعرف بأمين اللجنة الشعبية العامة في نظام معمر القذافي، فإن الأحكام الصادرة شملت 187 سجين، تم اعتقالهم سنة 1995، حيث تمت معاقبة 32 سجينا بالإعدام رميا بالرصاص، فيما حكم بالمؤبد على 50 منهم بالحكم المؤبد، وحكم على15سجينا بأحكام متفاوتة تتراوح بين السجن لخمس عشرة سنة وخمس سنوات. وأشارت المراسلة بوضوح إلى أن تنفيذ هذه الأحكام سيتولاها أمن الدولة، وهو ما يشير إلى أن هذه الأحكام قد تم تنفيذها فعليا.


ويعد مصطفى عبد الجليل وهو الرجل الأول في النظام الحالي اللّيبي، من بين أهم رموز نظام القذافي، غير أنه اكتسب شرعية في أوساط الثوار باعتباره أول شخصية رسمية مهمة تعلن انشقاقها عن القذافي وانضمامها للثورة.

غير أن مناصبه العالية في عهد القذافي ووجوده على رأس وزارة العدل التي أصدرت آلاف الأحكام الجائرة ضد المعارضين اللّيبيين، قد تفتح عليه أبواب جهنم في الأيام المقبلة، خصوصا في التناقضات التي بدأت تظهر على الساحة الليبية بين قيادات الانتقالي الليبي والثوار في الميدان.


ومن بين أهم الملفات السوداء في ماضي مصطفى عبد الجليل ملف الممرضات البلغاريات، حيث لعب الرجل دورا مهما في الفبركة التي قام بها القذافي للتغطية على الوضعية الحرجة للمستشفيات الليبية، حيث كان عبد الجليل حينها رئيس محكمة الاستئناف التي أكدت حكم الإعدام الصادر في حق الممرضات، وقد تمت مكافأته على هذا الدور في القضية بترقيته إلى وزير للعدل.


ومن بين أهم الشخصيات التي لعبت دورا محوريا في محاكمة الممرضات البلغاريات موسى كوسة، وعبد الفتاح يونس، وإدريس لاغا، وكلها شخصيات انشقت عن نظام القذافي وانضمت للثوار.

هذه الوثيقة غير كافية لإثبات التهمة على هذا الرجل .
الذي يثبت التهمة عليه (أي هذا عبد الجليل) هي مسلمات أخلاقية و دينية و قانونية .
و هذه بعض التهم التي ينفذ في مقترفها حكم الإعدام بالقانون الإنساني و الأخلاقي و الديني و العالمي كما نفذها هو في الليبيين بحكم القانون الليبي عندما كان وزيرا :
- خروجه عن مبدأ التحفظ الملزم به قانونيا و دينيا و أخلاقيا باعتباره كان مسؤولا في دولة و هو ملزم بذلك حتى لو أقيل أو استقال ، و إن لم يلتزم فهو خائن و جب التحفظ عليه و التشهير بخيانته و مقاطعته و( سجنه في الأنظمة الديكتاتورية).لكن له الحق في المعارضة السلمية داخل حزب سياسي آخر و إن لم يسمح له بإنشاء حزب سياسي، يعارض الحاكم من خارج البلاد لكنه لا يفشي أسرار الدولة أبدا و بأي حال من الأحوال و إلا اعتبر خائنا.
- خيانة الأمانة : قد يكون أقسم أمام رئيسه قسما قانونيا يلزمه بحفظ أسرار الرئيس و أعمال الحكومة و صون أسرار الدولة المالية و الإدارية و العسكرية .وهو لم يفعل فهو إذا خائن بحكم أي قانون في العالم .
- التخابر مع الأجنبي و تعريض البلاد للخطر : بعد خروجه عن رئيسه و شق عصا الطاعة ،شرع بدون وازع أخلاقي في تحريض الأجبي على قلب حكم رئيسه القذافي. وهذه هي الخيانة العظمى التي ينفذ في مقترفها حكم الإعدام على الملإ.
- القتل و التحريض على القتل :و ذلك بتكوين عصابات إجرامية تنشط خارج القانون ، و قد مارست هذه العصابات -ما يسمى بالثوار- القتل دون محاكمات للمواطنين و المواطنات الليبيات ، و مارست الإغتصاب و تهديم الأملاك الخاصة و النهب و السرقة .وهذه التهمة أيضا موجبة للإعدام .
- هذه بعض التهم الثابتة على كل من كان مسؤولا في حكومة القذافي و كان يتقاضى أجره من المال العام للدولة الليبية ، و كل من هو على شاكلة عبد الجليل هو كاذب و خائن و غادر و عميل و قاتل و جب تنفيذ فيه حكم القصاص ؟
" أما القول بمزاعم المشاركة في الثورة على الطاغية فهذا قول لا قيمة قانونية و لا أخلاقية و لا شرعية له حين ينقلب المرؤوس على رئيسه .الثورة هي التي تأتي من خارج أفراد النظام ، فإن وصلوا بثورتهم إلى الحكم فقد مكنوا لبرامجهم التي ثاروا من أجلها و إن حوصروا و قضي على ثورتهم فيتقوى الحكم و تتقوى الدولة بحجة القضاء على الفتنة .
-كان الأجدر بعبد الجليل حين وصلت الأمور إلى عنق الزجاجة أن يلزم بيته أو يخرج إلى بلد آخر و لا يتدخل في شأن ما سمي بالثورة الشعبية على القذافي التي حماها الخارج المتمثل في سلاح الناتو الذي دمر ليبيا و مكن لما يسمى بالثوار .
من حق الشعوب أن تثور ضد الظلم ، و لكن ليس من حق الذين كانوا مع الظالمين أن يقودوا الثورات و إلا كان الأمر انقلابا عسكريا خالصا.هذا من جهة ، و من جهة أخرى فإن الخائن ليس جديرا بالثقة مطلقا فكيف بقيادة ثورة .
إن هذا الخائن الغبي و العميل و غيرهما من ''أصدقاء القذافي و أصحاب أبنائه ''الذين قادوا العصيان على رئيسهم قوم سذج في لعبة دولية قذرة يعمل الماكرون الغربيون و الصهاينة على تحطيم الدول ذات الموارد الطاقوية و نهب خيراتها فهم مغفلون و يكذبون على بعض أبناء الشعب الليبي الأغبياء و السذج مثلهم .
