إيران هزمت أميركا في العراق

أكد الباحثان فريديرك وكيمبرلي كاغان في مقال بصحيفة لوس أنجلس تايمز الأميركية، أن الانسحاب الأميركي من العراق لن يؤدي سوى إلى تقوية نفوذ إيران التي تملك روابط قوية مع الحكومة الشيعية في بغداد، وأن إيران هزمت الولايات المتحدة في العراق.
ويعمل فريديرك كاغان باحثا ورئيسا لمشروع التهديدات الحرجة في معهد المؤسسة الأميركية لأبحاث السياسة العامة، فيما تشغل كيمبرلي كاغان منصب رئيسة معهد دراسات الحرب.
وأوضح الباحثان أن الانسحاب الأميركي الذي جاء بعد فشل واشنطن في ضمان بقاء جنودها بالعراق وفق اتفاق جديد، لن يكون جيدا للعراقيين وللمنطقة، ولكنه مفيد لإيران دون شك.
وقال الباحثان إن الرئيس باراك أوباما في خطابه بكامب لوغون في فيفري 2009 حدد أهداف أميركا بالنسبة للعراق، وهي "عراق مستقر يعتمد على ذاته، وأن أميركا ستصل إلى هذا الهدف بالعمل من أجل وجود حكومة عراقية مسؤولة تمثل الجميع وتمنع حصول الإرهابيين على ملاذ آمن".
وأكد الباحثان أن هذه الشروط ليست متوفرة في عراق اليوم، فسيادته هلامية بسبب نشاط الميليشيا الإيرانية على أراضيه، كما أن استقراره هش بسبب عدم حسم الخلافات العرقية والطائفية، وهو لا يعتمد على نفسه، فهو لا يستطيع حماية حدوده وأجوائه ومياهه الإقليمية دون مساعدة خارجية.
وقال الباحثان إنه بينما فشل أوباما في تحقيق أهدافه في العراق، كانت إيران على العكس من ذلك، إذ هي في الطريق لتحقيق أهدافها إستراتيجية. فمنذ عام 2004، سعت إيران لطرد القوات الأميركية من العراق ودعم وجود حكومة ضعيفة يقودها الشيعة، وبناء ميليشيا من طراز حزب الله لمضايقة السياسيين العراقيين الموالين للغرب، وكذلك ترسيخ أيديولوجيتها الدينية في إطار المؤسسة الشيعية، وقد نجحت في تحقيق هذه الأهداف جميعا.
وأكد الباحثان أن منع توقيع اتفاق تمديد بقاء القوات الأميركية كان هدفا إيرانيا أساسيا منذ عام 2008، ففي تلك السنة قال قائد القوات الأميركية في العراق الجنرال راي أوديرنو لصحيفة واشنطن بوست إنه اطلع على تقارير استخبارية تقول إن إيران رشت مسؤولين عراقيين لعرقلة الاتفاق الجديد، كما أن الميليشيا الموالية لها شنت حملة ترهيب للمسؤولين لمنعهم من التوقيع، لكن الحملة فشلت في تلك السنة لأن القوات الأميركية والعراقية هزمت الميليشيا الشيعية في مدينة الصدر والبصرة وأجبرت مقتدى الصدرعلى اللجوء إلى إيران، لكن الميليشيا الشيعية استعادت قوتها وواصلت حملتها بسلسلة اغتيالات وتطوير القنابل التي تنفجر على جانبي الطرق.
وأوضح الباحثان أن كثيرا من الأميركيين تنفسوا الصعداء بإعلان انتهاء الحرب في العراق، لكن هذا الارتياح يجب أن يكون مصحوبا بإقرار أن إيران نجحت في تحقيق أهدافها في العراق، فالميليشيا الموالية لها تقترب من نقل مراكز تدريبها إلى جنوب العراق لاستخدامها مناطق متقدمة لتنفيذ هجمات في الخليج العربي.
وأضافا أن عراقا مرتبطا بإيران سيضعف أية عقوبات تفرضها المجموعة الدولية على طهران، كما أن الخلافات الطائفية والعرقية القائمة يمكن أن تشتعل مجددا في هذه السنة التي شهدت أيضا "الربيع العربي"، وقد تشهد صعود إيران في العراق وجميع أنحاء الشرق الأوسط، وحينها ستكون هزيمة أمريكا أمرا لا مفر منه.
