الترسانة العسكرية الضخمة للقذافي

تروي الترسانة العسكرية الضخمة التي تراكمت طيلة 42 عاماً من حكم معمر القذافي في ليبيا، والتي تعتبر الأهم في إفريقيا على الأرجح؛ حكاية جيشه غير الكفء الذي يستخدم عتاداً تجاوزه الزمن، ويرسخ الأمر برمته جنون العظمة لدى القذافي .

وأوضح كريم بيطار من المعهد الفرنسي للأبحاث الدولية والاستراتيجية "إيفريس"، أن "هذه الترسانة الضخمة" التي تشكل خطراً كبيراً على استقرار كل المنطقة "تشكلت في جزء منها من أجل الحرب الإفريقية التي امتدت ثلاثين سنة بين ليبيا وتشاد والسودان بين 1963 و1993".

والقذافي، الذي وصل إلى السلطة في 1969، كان "يحلم بفرض نفسه زعيماً على القارة الإفريقية"، كثف بوضوح السباق إلى التسلح، بحسب الخبير الذي أشار إلى "تجاوز الحدود وجنون العظمة لدى قائد الثورة".

وسمحت مليارات الدولارات التي نجمت من مبيعات النفط آنذاك بشراء كثيف للأسلحة: طائرات تفوق سرعتها سرعة الصوت، ودبابات بالآلاف، وصواريخ بالستية وذخائر بكميات خيالية.

ويعود تاريخ المعدات المتواجدة في القواعد العسكرية الليبية التي لا تحصى، إلى تلك الحقبة بصورة رئيسية. ففي مطار هون (جنوب)، في واحة جفرة، تهترئ طائرات تفوق سرعتها سرعة الصوت، وطائرات ميغ-25، وقاذفات توبوليف تي في-22 مصنعة في الاتحاد السوفياتي في الستينات، إلى جانب طائرات ترانسال الفرنسية ذات المحركين.

ولن تقلع هذه الطائرات مجدداً؛ فقد أصبحت هياكلها مفتتة، والمحركات أكلها الصدأ وتلفت حجرات القيادة بفعل الأشعة ما فوق البنفسجية.

وقال مقاتل في النظام الجديد يقوم بحراسة المكان "لم يعمد الحلف الأطلسي حتى إلى قصفها، إن كل هذه الطائرات لم تعد تقلع منذ سنوات".

وإلى القرب من هناك توجد قاعدة مدرعات روسية قصفها الحلف الأطلسي، وهي ليست في وضع مغاير: فدبابات "تي 55" القديمة، وآليات نقل الجنود "بي أم بي-1"، أكلها الصدأ، وهي لم تتحرك في غالبيتها على ما يبدو منذ زمن طويل.

والأمر نفسه قائم في مستودع لمدرعات من حجم مماثل في زليتن قرب طرابلس. وضحك مقاتل يقود دبابة "تي 55" قائلاً: "إن دبابتي تحترق عندما ترتفع حرارة المحرك بشكل كبير".

وبعد الطفرة التي حصلت في السبعينات، تناقصت الأموال المخصصة للصيانة في الثمانينات، عندما انتكست تجربة اشتراكية القذافي - اقتصاد موجه ورقابة صارمة على الأسعار - بسبب انهيار سعر النفط الذي يشكل المصدر الأساسي للعائدات في البلاد.

وعلى الرغم من رفع العقوبات في نهاية 2003، بقيت التجهيزات الجديدة نادرة وتمثلت في بضع دبابات تي-90 الروسية الصنع وصواريخ روسية وفرنسية.

وعزا كريم بيطار "هزيمة هذا الجيش الفائق التجهيز في غضون بضعة أشهر إلى تضافر مجموعة عوامل. ميدانياً، يتمتع الجيش الليبي بمئات آلاف الأطنان من الذخائر القديمة، التي مكنته من صد ثوار غير مجهزين. لكن الضربات الجوية للحلف الاطلسي هي التي عالجت "تفاوت القوى"، كما أوضح الخبير.

وتحدث أيضاً عن "ضعف الكادر العسكري، لأن جنون العظمة لدى القذافي أدى إلى إبعاد أكثر الضباط كفاءة والاعتماد على المقربين تارة، وعلى المرتزقة تارة أخرى".

وفي مصراتة (215 كلم شرق طرابلس)، يتحدث الضابط السابق بشير الناري عن "الفساد وعدم الكفاءة" في الجيش الليبي. وكان يعمل في مركز اتصالات سري موجود في ملجأ مضاد للإشعاعات الذرية، لم يعد سوى حفرة إثر قصف الحلف الأطلسي.

ويقول الضابط: "لقد أبلغت هيئة الأركان قبل سنوات أن الذي قام بتشييد المبنى قلل من استخدام مواد البناء، ولكن لم يصدر أي رد فعل" على ذلك. وأضاف: "كانت هناك تسربات للمياه عندما تمطر. تتخيلون، المطر في ملجأ مضاد للاشعاعات الذرية".

ما كان عليه ان يطرد القواعد العسكرية الغربية "عهد السونسي "

لم يكن حكيما مثل امير قطر او حكام الخليج بالاعداد للكفار بقواعد عسكرية منهم و اليهم

و لربما كان استطاع تمرير الخلافة لابنائه الواحد تلو الاخر دون ان يعترضه احد

مثلما نشهد بالملكيات و الامارات اليوم بالخليج و لا حرية و لا ديمقراطية و لا هم يحزنون .

غلطته ان قارع الشيطان بعينه بلا حول و لا قوة .
