وزراء خارجية العرب يعلقون عضوية سوريا بالجامعة ويدعون إلى سحب السفراء

قرر وزراء الخارجية العرب السبت تعليق عضوية سوريا في الجامعة العربية لحين قيامها بتنفيذ الخطة العربية لحل الأزمة السورية، كما دعوا إلى سحب السفراء العرب من دمشق.

وأعلن رئيس الوزراء وزير الخارجية القطري حمد بن جاسم الذي يترأس الدورة الحالية لمجلس الجامعة هذا القرار في مؤتمر صحفي عقب الاجتماع.

ودعت الجامعة العربية الجيش السوري إلى وقف قمع المظاهرات، مهددة بفرض عقوبات سياسية واقتصادية على نظام الأسد.

وأكد حمد بن جاسم أن الدول العربية لم تكن متخاذلة أو متأخرة في اتخاذ قراراتها، موضحاً أنه كان لا بد من حدوث إجماع عربي لأهمية سوريا للعالم العربي والمجتمع الدولي.

ومضى يقول: "ندعو جميع أطراف المعارضة السورية لاجتماع في مقر الجامعة العربية خلال ثلاثة ايام للاتفاق على رؤية موحدة للمرحلة الانتقالية المقبلة في سوريا"، موضحا تعليق عضوية النظام سيسري اعتبارا من 16 نوفمبر.

واتخذ القرار بموافقة 18 دولة واعتراض لبنان واليمن، وامتناع العراق.

وخلال المؤتمر الصحفي قال نبيل العربي الامين العام للجامعة العربية انه يجب على المنظمات العربية والامم المتحدة التدخل في اطار حماية حقوق الانسان لايقاف اراقة دماء السوريين .

وتزامناً مع انعقاد جلسة جامعة الدول العربية المخصصة النظر في الازمة السورية قام العشرات من المعارضين السوريين بالتظاهر أمام مقر الجامعة احتجاجا على ممارسات النظام السوري ومطالبين الجامعه بتجميد عضوية سوريا كما ردد المتظاهرون هتافات ضد النظام السوري.

من جهة أخرى، نقلت وكالة "رويترز" عن التلفزيون الرسمي السوري قوله إن القرارات العربية هي خرق لميثاق جامعة الدول العربية.


نص قرار جامعة الدول العربية
وفيما يلي النص الكامل لقرار جامعة الدول العربية القاضي بتعليق عضوية سوريا
1- تعليق مشاركة وفود حكومة الجمهورية العربية السورية في اجتماعات مجلس جامعة الدول العربية وجميع المنظمات والأجهزة التابعة لها اعتباراً من يوم 16/11/2011 وإلى حين قيامها بالتنفيذ الكامل لتعهداتها التي وافقت عليها بموجب خطة العمل العربية لحل الأزمة السورية والتي اعتمدها المجلس في اجتماعه بتاريخ 2/11/2011.

2- توفير الحماية للمدنيين السوريين وذلك بالاتصال الفوري بالمنظمات العربية المعنية، وفي حال عدم توقف أعمال العنف والقتل يقوم الأمين العام بالاتصال بالمنظمات الدولية المعنية بحقوق الإنسان بما فيها الأمم المتحدة وبالتشاور مع أطياف المعارضة السورية لوضع تصور بالإجراءات المناسبة لوقف هذا النزيف وعرضها على مجلس الجامعة الوزاري للبت فيها في اجتماعه المقرر يوم 16/11/2011.

3- دعوة الجيش العربي السوري إلى عدم التورط في أعمال العنف والقتل ضد المدنيين.

4- توقيع عقوبات اقتصادية وسياسية ضد الحكومة السورية.

5- دعوة الدول العربية لسحب سفرائها من دمشق، مع اعتبار ذلك قراراً سيادياً لكل دولة.

6- دعوة جميع أطراف المعارضة السورية للاجتماع في مقر الجامعة العربية خلال ثلاثة أيام للاتفاق على رؤية موحدة للمرحلة الانتقالية المقبلة في سورية، على أن ينظر المجلس في نتائج أعمال هذا الاجتماع ويقرر ما يراه مناسباً بشأن الاعتراف بالمعارضة السورية.

7- عقد اجتماع على المستوى الوزاري مع كافة أطراف المعارضة السورية بعد توصلهم إلى الاتفاق كما جاء في سادساً.
8- إبقاء المجلس في حالة انعقاد دائم لمتابعة الموقف.
