أميركيون عرضوا مساعدة القذافي

كشفت صحيفة نيويورك تايمز عن وثيقة لمجموعة من المستشارين الأميركيين عرضوا تقديم خدماتهم للقذافي مقابل 10 ملايين دولار مقدم أتعاب قبل بدء المفاوضات مع مندوبيه، حتى بعد قيام حلف شمال الأطلسي بقصف ليبيا. وذكرت الصحيفة أن الأتعاب والدفعات المحددة في التعاقد كانت حافزا للمحامين والمستشارين المنوطين بالقضية.
وقال أحد هؤلاء المستشارين ويدعى نيل ليفينستغون، خبير واستشاري في الإرهاب، إنه ساعد في إعداد الصفقة بعد سماعه أن أحد أبناء العقيد القذافي، سيف الإسلام، كان مهتما بإستراتيجية خروج للأسرة. وأضاف أن الهدف من صفقة الاستشارة لم يكن إنقاذ القذافي، ولكن لمنع إراقة الدماء في ليبيا بإيجاد وسيلة سريعة لخروج الزعيم وأسرته.
وكانت الفكرة كما قال ليفنغستون هي إيجاد ملاذ عربي واحتفاظ الأسرة ببعض المال في مقابل الخروج. ووعد المستشارون بتحرير مليارات الدولارات من الأصول الليبية المجمدة بتوجيه الحكومة للإذعان للأمم المتحدة.
لكن هؤلاء الأميركيين لم يحصلوا على التفويض المطلوب من وزارة الخزانة لقبول المال من ليبيا التي كانت خاضعة للعقوبات آنذاك.
وأشارت الصحيفة إلى أن الوثائق السرية التي تصف الصفقة المقترحة ظهرت على الإنترنت الآن لتقدم لمحة عن كيفية رؤية البعض للاحتمالات المربحة في صراع السلطة لإنهاء حكم القذافي الذي كان يتصف بالغرابة. وهناك صفحة على فيسبوك تسمى ويكيليكس ليبيا أذاعت عشرات الوثائق التي كانت على ما يبدو موجودة في مكاتب الحكومة الليبية بعد سقوط حكومة القذافي.
ومن بين هذه الوثائق التي صدمت الشعب الأميركي وثيقة موجهة للقذافي بتاريخ 17 أفريل من شريك آخر في الصفقة المقترحة اسمه ديرك بيرغرز عرض فيها على القذافي خدمات للتأثير في صنع القرار لما أسماه "جماعة العمل الأميركية"، بدلا من اقتراح طريقة للخروج من السلطة، بالاحتيال على الثوار وكسب تأييد الحكومة الأميركية. الأمر الذي نفاه ليفنيغستون بأنه لم ير هذا الرسالة من قبل وأنها لا تعكس وجهة نظر المستشارين بالمرة.
ومما ورد في وثيقة بيرغرز أنه لا يعتقد أن القذافي كان بهذا الاستبداد الوحشي، حيث إنه بنى البلد من العدم خلال 42 سنة وأقام أسلوب حياة رائعا للشعب.
ونوهت الصحيفة إلى أن وثائق هذه الصفقة الفاشلة ليست الأولى بوجهة النظر الأميركية التي تظهر على السطح بعد ليبيا القذافي، ففي سبتمبرنشر صحفيون ومدافعون عن حقوق الإنسان رسالة بين المخابرات الليبية والأميركية بما في ذلك نقاش حول تسليم مشتبهين بالإرهاب إلى ليبيا.
