للإشارة لم يتمكن الإستعمار الفرنسي ضبط تعداد السكان نظرا لظروف البدو الرحل ولجوء رجال المقاوات الى المعاقل الى جانب هجرة عدد كبير من الأسر الجزائرية الى خارج

الوطن واشهرها هجرة 1911 والتي وصفها ساسة فرنسيون بالوباء الأخلاقي مما دفع
لسلطات العكسرية والمدنيةالى تقييد الهجرة خاصة بعد حادثة باخرة سيدي فرج افريل1926 عندما عثروا على18شاب مخنوق بغاز ثاني أكسيد الكاربون وان ذكرت فكرة
الهجرةكي ندرك ان الجزائريين الذين فروا من القهر الإستعماري لم يخضعوا لعمليةالإحصاء الأمر الذي دفع ضباط عسكريين الى اتباع فرضيات لمعرفة الفارين من ابناء الأهالى
الى معاقل المقاومة ابان القرن التاسع عشر وثورة التحرير في بداية النصف الثاني من القرن العشرين ، و تمثلت فرضياتهم في احصاء فرد واحد من كل أسرة قد يصل عدد
افرادها الى ثمانيةوهذا ما قام به الضابط( تارتارو )في بلدية (المحقن )التي أطلق عليها المعمرون اسم-سانت ليوني- والتي تأسست بأمر ملكي مع بلدة استيديا في عام واحد ووقع
