يقول الاستاذ فاضل
اهم العيون و منابع المياه قبل العهد العثماني و الحقبة الاستعماريةو المشروع الاستيطاني و استغلال مياه الينابيع و الابار بروز مستغانم اعالي العرصة ووادي الصفراء تظهر عيون المياه العذبة تغدي بساتين على ضفة الواد كانت على يد الطبقة الاستقراطية التركية وقبل دخول الاستعمار الفرنسي

28 جويلية 1833 وقعت مستغانم اسيرة في يد الاحتلال الفرنسي و حسب تقارير نظام تغدية مياه الشرب وجد قبل القدوم الفرنسي و قبل العهد العثماني الذي تطور في عهد الاتراك هذا النظام منبعه العيون المتدفقة بمحاداة الواد و استغل الاتراك مياهها عبر قنوات تفنن حرفين في وضعها انها مواد من فخار و مواد بناء بسيطة التي تسقي السور العتيق و تحمى التربة من الانجراف

كما اشير في الكتب ان مستغانم اية في الجمال الطبيعي تزخر به مستغانم بين الشلف و المقطع شاهد المقاومة بين نهر و نهر مستغانم عروس البحر تحدث النقيب الفرنسي على ان الشلال النازل من ارتفاع على 60م يشكل خمس مطاحن بالولاية قرب حمام الغار و في الجنوب الشرقي تغدي تغدي عبر سريرها بساتين العرصة تنقيب الاتراك على مياه الشرب اسفل حي المطمر عملوا الاتراك على دفع ينبوع المياه تحت سور الحي العتيق و للاشارة تلجا الساكنة الاحياءالقديمة الى حفر الابار تحتاج الى عناية

و تنفيذا للمشروع الاستيطاني القيادة العسكرية سلاح الهندسة عقب الاستعمار في 28 جويلية 1833 ثم في 1834 عملت فرنسا على توسيع شبكة قنوات مياه الشرب بمستغانم و التي وجدها الاتراك باستبدال الينابيع القنوات التي وجدت من الخزف و دعمتها بخزانات مدعة بحي المطمر

1842 اقدمت فرنسا بواسطة الهندسة العسكرية شق قناة بواسطة مواد صلبة للسقي مراكز الجنود الخيالة و حضيرة العتاد

1850عملت فرنسا تقيدا للمشروع الاستيطاني تحت مصالح الهندة العسكرية بتوسيع مجاري العيون منها اثنين بحي المطمر الى المشفي العسكري و استقرار المستوطنين بمستغانم بما فيهم اليهود و الاحواز فشقت الطرقات بقنوات و ربطها بالخزنات للاوربيين المغامرين و تشجيعهم على الاستقرار و البقاء

1863تغدية الساكنة لمياه الشرب جعل المؤسسات العسكرية تستقبل الكثير من الجنود من العاصمة ووهران تدعمها لمواقعها الدفاعية

1867 تقدم للسلطات العسكرية مياه غزيرة عبر منحدرات تدفق واد الصفراء بعيونها الكثيفة لقد عملت فرنسا على على تنظيم قنوات الري المصنوعة من الفولاذ للاحياء الاوربية الحديثة و هو الحي قرب الثكنة العسكرية

1876 تقدم السلطات العسكرية بتمويل مشروع البقاء بالجزائر و خاصة تدعيم الاحياء العسكرية

1887 التغدية ب 12 عين جارية و منها عيون غارت بالزلزال و منها عيون لا تزال شاهدة تروي عيون بمستغانم لكل عين حكاية عين سيدي يعقوب و عين سيدي البختي و عين الطبانة وفي نفس سنة 1887 تضاف العين 13 ....

1833 الى 1853 ربط الطرقات

1833 الى 1840 ربط الساحةو الوجه البحري و هضبة مزاغران

1844 الى 1851 شق طريق مستغانم وهران الى المقطع 25 كلم لمراقبة الحركة و السهر على تنقل المستوطنين من ارزيو و مستغانم بواسطة المراكب البحرية و الشراعية في في نفس الوقت تسلمت مصالح الجسور اشغال و مشاريع الطرقات في 28 ديسمبر 1852 استكملت 8 كلم من المشروع

و من اهتمامها بالمياه الى اهتمامها حاولت اخضاع المدينة و تكريس المشروع الاستيطاني

1848 الى 1853 التوغل نحو الداخل لشق طريق مستغانم معسكر عبر ماسرى نحو البرج و استغلت فرنسا الطرقات لنقل الاسلحةو العتاد الحربي للاستحواذ المحاصيل الزراعية من المزارع و نقلها عبر ميناء مستغانم الى فرنسا

9 مارس 1853 تسلمت المهمة مصلحة الجسور كانت الاشغال و مشروع الطريق بين وهران و مستغانم قد اكتمل على مسافة 18 كلم
1846 1849 الامتداد شرقا الى الظهرة و الى مستغانم و شلف

مع حلول 1852 اخذ المعمرون اخصب الاراضي بشق الدروب القروية تونين تادلس السور و عين بودينار بطريق
و طريق بلعسل نحو غيليزان
1868 1856 مشاريع الطرقات الداخلية نحو غيليزان معسكر و الهضاب العليا و اصبحت عند المستعمر الفرنسي لها اهمية استراتيجية و اقتصادية المثمتلة في احتكار الزراعة و الاستيراد عبر ميناء مستغانم
عملت الطرقات على قمع المقاومة
انجزت قنطرة على واد مينا و تعرض للانهيار و رممت 1856
1849 طريق دار عبد الله و بلعسل و زمورة و اهملت فيما بعد كما استحوذوا على مزارع واد الحدائق ربطوا طريق صيادة الى مزغران

استحوذت فرنسا على المياه و على الاراضي و على الثروات الزراعية و الحيوانية وهذا هو الهدف الاستعماري للجزائر

مستغانم المجاهدة بقيت صامدة الى غاية تنظيم الكفاح المسلح لتتحرر نهائيا
