الجزائر في المرتبة 121 بين الدول الأكثر فسادا


كشف مؤشر الفساد العالمي لعام 2011، الذي صدر أمس الجمعة، عن هبوط مكانة الجزائر في قائمة المؤشر، حيث تتموقع في المرتبة 121 لهذا العام، في المؤشر الذي تناول مقياس الفساد في 183 دولة حول العالم، وتشرف على إعداده جمعية الشفافية الدولية، ومقرها برلين العاصمة الألمانية، وهي تحالف عالمي لمحاربة الفساد.
وحسب التقرير، فالجزائر تعاني من الفساد وانتشار الرشوة بنفس حجم معاناة مصر، حيث وضع التقرير الجزائر ومصر في نفس المرتبة، بينما أوضح أن تونس في المرتبة 73 بين الدول الأكثر شفافية، ما يعني أنها كانت تعاني بحجم أقل من الفساد في عهد الرئيس التونسي السابق زين العابدين بن علي من الجزائر، بينما صنف المغرب في المرتبة 80 وليبيا 129. هذا وتصدرت دولة قطر قائمة الدول العربية الأكثر شفافية، بحصولها على المرتبة 22 في القائمة التي تصدرتها نيوزيلندا والدنمارك وفنلندا وسنغافورة والنرويج وهولندا وأستراليا وسويسرا وكندا باعتبارها الدول الأقل فسادا دوليا، بينما جاءت فرنسا في المرتبة 25 والولايات المتحدة في المرتبة 24 ، في حين أوضح المؤشر أن الدول الأكثر فسادا ، هي الصومال وكوريا الشمالية وأفغانستان والعراق، ومن بينها أيضا إسرائيل.
ومقارنة مع تصنيف الجزائر في الأعوام السابقة، فقد ارتفعت نسبة الرشوة والفساد في الإدارة بشكل خطير خلال السنوات الأخيرة؛ حيث سبق وأن أدرج الاتحاد العالمي لمكافحة الفساد الجزائر في المرتبة الـ 99 في مجال تفشي الفساد، بعدما احتلت السنة الماضية المرتبة الـ 90. ضمن نفس التصنيف، وقد اعتمدت منظمة الشفافية الدولية، في “سلّم التنقيط” على 5 مصادر بالنسبة لتقييم ظاهرة انتشار الفساد بالجزائر. الجدير بالذكر أن منظمة الشفافية حذرت قبل الثورات في الدول العربية من ارتفاع مؤشرات الرشوة والفساد في سلوك المسؤولين الحكوميين لتلك الدول.
