سفارات أجنبية ترعى تمسيح المعوقين بالجزائر

حذر البروفيسور، مصطفى خياطي، رئيس الهيئة الوطنية لترقية الصحة وتطوير البحث، من تنامي ظاهرة الاستغلال السياسي لذوي الحاجات الخاصة، مشددا على أن غياب المجتمع عن حماية هذه الفئة، جعلها عرضة لنشاط أجهزة أجنبية مشبوهة، وأخرى تحت غطاء جمعيات تبشيرية تعمل تحت غطاء* ‬*"‬خدمة* ‬الإنسانية*"‬* ‬لافتا* ‬كذلك* ‬إلى* ‬شبهات* ‬تحوم* ‬حول* ‬نشاط* ‬مراكز* ‬رعاية* ‬الطفولة* ‬مجهولة* ‬النسب*.‬

* تركت الأرقام المتضاربة بين الجهات الحكومية، والحركة الجمعوية بشأن تعداد المعوقين الباب واسعا، لجهات تعمل على استغلالهم لأغراض كثيرة، يكشف البروفسور خياطي بعضا منها، مؤكدا لـ"الشروق" أن الدعاية الانتخابية تعد بالنسبة للأحزاب السياسية فرصة لابتزاز المعوقين واعتبارهم كورقة انتخابية، مقابل تخلي الجهات الوصية، خصصا في الجانب المادي، حيث يقول رئيس "الفورام" أن ما يصرف للمعوق في الجزائر لا يتجاوز 3000 دينار، وغالبا ما تكون وسيلة ضغط لمديري الشؤون الاجتماعية في كثير من الولايات.
ومن أبرز جوانب تخلي المجتمع عن ذوي الحاجات الخاصة، حسب البروفسور خياطي تضارب تعدادها، ففي حين تستند الجمعيات الأهلية على نشاطها الميداني الذي كشف بوجود ما يقارب 4 ملايين، مقابل تمسك الهيئات الحكومية ببطاقية لم تتجاوز 1،5 مليون معوق، ويتساءل المتحدث، عن دوافع عدم إدراج المعوقين في الإحصاء العام للسكان سنة 2010، والتي تعد بحسبه الأولى من نوعها منذ الاستقلال، كما لم يستبعد خياطي سقوط بعضا من ذوي الحاجات الخاصة بين براثن أجهزة أجنبية مشبوهة وجمعيات تعمل تحت غطاء إنساني، لافتا إلى نشاط بعض السفارات الأجنبية بالجزائر،* ‬التي* ‬تدعم* ‬نشطات* ‬مشبوهة* ‬لبعض* ‬الجمعيات* ‬منها* ‬مراكز* ‬رعاية* ‬الطفولة* ‬مجهولة* ‬النسب*.‬
من جانبها أكدت رئيس جمعية "الأمل" للمعوقين حركيا بالجزائر، حيزية رزيق، أن كثيرا من الأحزاب ترى في المعوقين ورقة انتخابية، مقابل وعود تذهب مع بداية الفرز الانتخابي، وأضافت "هذا استغلال لأن الأحزاب الجزائرية تعتبر المعوق إنسانا من الدرجة الثانية"، مؤكدة أن عدم التكفل بالمعوقين ترك الباب مفتوحا أمام جهات محلية وأجنبية مشبوهة، مشيرة الى عدم توفير مسالك للمعوقين بمحطات النقل، سيما "الميترو" ومراجعة المنحة، كما طالبت برعاية الطفولة المعوقة وتجسيد حقها الدستوري في الدراسة، لأن كثير من المؤسسات التعليمية ترفض تمدرس* ‬المعوق،* ‬إلى* ‬جانب* ‬تخصيص* ‬حصة* ‬من* ‬السكن* ‬الاجتماعي* ‬وكذا* ‬تطبيق* ‬التزام* ‬الجزائر* ‬باحترام* ‬الاتفاقية* ‬الدولية* ‬لحماية* ‬المعوقين*.‬
ومن بين محاولات استغلال المعوقين ما أكدته السيدة "جميلة. ب" معوقة بنسبة 80 بالمائة، من أنها قدمت من إحدى ولايات الوسط منتصف شهر رمضان الماضي، لإجراء كشوفات طبية، ولم تجد مأوى تقيم فيه، أين ّدلها على كنسية بالعاصمة، وتضيف في اتصال مع"الشروق" أنها قضت العشر من شهر رمضان الماضي، وتلقت رعاية كاملة طيلة تواجدها بذات الكنيسة، من خلال توفير وجبات الإفطار والسحور، وأكدت أنها لم تتلق طيلة إقامتها من الطاقم ما يلفت إلى دعوتها إلى المسيحية، غير أنها شددت في السياق على ضرورة حماية المعوق وعدم تركه في مواجهة المجهول.

يؤسفنا اننا حتى معنويا لا نقوم بالواجب و لو بكلمة طيبة ترفع لهم معنوياتهم ...

اتمنى ان تنتبه دولتنا لهذه الفئة و تولي لها العناية ..لانه لا احد يضمن نفسه كلنا ضعفاء و كلنا بين يدي الله يفعل بنا ما يشاء فلطفا بمن هم بحاجة للاصحاااء

الذنب ذنب سلطاتنا المقصرة جدا في رعاية ذوي الاعاقة ،وذنب هذا المجتمع الذي لا يعترف بحقوق هذه الفئة المهمة في تنمية البلاد،اما هذه الجمعيات التمسيحية فهي تعمل لمصلحتها ولها الحق في ذلك ،مادامت الساحة فارغة الا منهم.
