''أمنيستي'' تطالب حكام 3 دول إفريقية باعتقال جورج بوش


دعت منظمة العفو الدولية المعروفة اختصارا باسم ''أمنيستي'' كلا من تنزانيا وإثيوبيا وزامبيا إلى اعتقال الرئيس الأمريكي السابق جورج بوش الصغير. وأكد بيان صدر عن المنظمة الحقوقية أن ''هناك أدلة لدى السلطات الأمريكية، ومن جورج دبليو بوش نفسه، كافية تحث إثيوبيا وتنزانيا وزامبيا على اعتقاله والتحقيق معه في ضلوعه ومسؤوليته عن التعذيب''. وأكد مات بولارد، أحد مستشاري المنظمة، في البيان ذاته أن ''كل الدول التي يسافر إليها جورج دبليو بوش لديها التزام بتقديمه للعدالة عن دوره في التعذيب''.
ويقوم بوش الابن في هذه الآونة بزيارة إلى البلدان المذكورة في حملة توعية حول أمراض السيدا وسرطان عنق الرحم والثدي في إفريقيا. فمنظمة أمنيستي تقدر أهمية هذا المسعى لكنها تعتبر أن أضرارا كبيرة تسبب فيها حكام واشنطن في وقت الرئيس بوش الصغير، منها التعذيب.
غير أن أمنيستي لا تشير إلى احتلال العراق الذي تم خارج الشرعية الدولية وانتهاك الحرمات في هذا البلد لمدة ثماني سنوات، وفي سجون غوانتنامو وأبو غريب وباغرام وغيرها.
وواصل البيان مؤكدا أن ''القانون الدولي يتطلب ألا يكون هناك ملاذ آمن للمسؤولين عن التعذيب''. ما جعل المنظمة الحقوقية تراسل وزراء العدل في الدول الثلاث لتذكرهم بالالتزام بالقانون الدولي وتزويدها بالوثائق المدعمة للتحقيق مع بوش الابن.
وكانت أمنيستي قد دعت، منذ سنة، الولايات المتحدة إلى محاكمة جورج بوش بتهمة التعذيب، إذا ثبت أنه وافق على استخدام التعذيب، خاصة ذلك المتعلق بـ''الغرق الوهمي''. وحاول بوش الدفاع عن نفسه في مذكراته، التي صدرت السنة الماضية، تحت عنوان ''لحظات القرار'' عن قراره في استخدام ''الغرق الوهمي''. حيث قال إنه طُبق على ثلاثة محتجزين ساعد المخابرات على انتزاع معلومات مكنتها من ''إحباط هجمات وإنقاذ حياة مدنيين''.
وقال في لقاء صحفي بثته ''أن بي سي'' أن مستشاره القانوني أبلغه أن هذا الأسلوب لا يندرج تحت طائلة قانون مناهضة التعذيب. وكتب بوش في مذكراته أن ''الإجراء كان قاسيا ولكن خبراء في الطب أكدوا لوكالة المخابرات المركزية أنه لا يسبب ضررا دائما''. وبعد اعتلاء المنصب في 2009 حذر باراك أوباما من اللجوء إلى ''الغرق الوهمي''.
وفي الشهر الماضي تمت محاكمة بوش الصغير والبريطاني توني بلير ـ غيابيا ـ أمام محكمة جرائم الحرب بكوالا لامبور، عن جرائم حرب ارتكبت في العراق وأفغانستان، بمبادرة من محمد مهاتير، رئيس الوزراء الماليزي السابق.
